In May, 2016 the commission of Rosneft summed up the results of purchase of licenses and services in development of "A management system for access rights and accounts of users in corporate information systems"[1].
The victory was won by Jet Infosystems company, having reduced the starting price of the agreement for 5% from 78.7 to 74.8 million rubles. This amount includes services worth 55 million rubles and the software for 19.8 million rubles.
According to TAdviser, within this project Jet Infosystems are going to deliver to Rosneft the solution Solar inRights.
The application for participation in a procurement procedure was submitted also by Croc company, however, it was rejected because of mismatch to requirements of documentation. At the same time Croc was going to sign the agreement for 70.6 million rubles.
Development of a new information system for Rosneft is divided into 2 stages. The first stage is directly development and deployment of a prototype of the Centralized Control System of Access Rights (CCSAR). The second - development of advanced functionality of TsSUPD and transfer of a system to commercial operation.
According to technical documentation, TsSUPD should provide scaling on performance and volume of the processed information without modification of the software, by adding of additional components of the used complex of technical means. By software it has to be developed taking into account necessary performance improvement and not require processing of the code.
A system should have API allowing to create the modules expanding functionality of TsSUPD and not requiring processing of earlier created components. TsSUPD should have at least three types of interfaces - a user interface, the interface of the administrator (the automated workplace of the administrator) and the interface of the administrator of SATURDAY (the automated workplace of the administrator of SB).
TsSUPD should support the normal mode of production operation and the mode of maintenance. In the normal mode a system should be operated in full in the mode 24 hours a day, 7 days a week 365 days in a year, except for planned shutdowns. The developed system should have renewal period after failure within no more than 6 hours. At the same time data loss is inadmissible, and under abnormal condition interrupted operations should be correctly completed or cancelled.
Among other requirements to a new solution it should be noted:
- historical data storage with depth not less than 10 years.
- simultaneous operation up to 10,000 users (total number of users - to 100,000).
- operability of all components at one-time queue not less than 10,000 requests.
- average speed of processing of requests not less than 25 requests a minute.
- storage and processing not less than 1,000,000 roles and powers with a scaling option to 10,000,000 roles.
- processing not less than 500,000 transactions in day.
