Start in commercial operation

In February, 2016 Rostelecom announced start in commercial operation of the uniform space of geodata (USG) of RusGIS. Its development by request of Rostelecom was conducted by Sovzond company. A system accumulates the distributed space data created in Russia from different sources and provides to them access to private users, the companies and state agencies.

As a result of creation of EPG the bank of geospatial data of space monitoring including archive of space pictures and also services of search, visualization, the order and access to space pictures on the basis of the metadata received from different operators of spacecrafts including foreign is created.

Sovzond creates for Rostelecom Uniform space of geodata based on the open source software Postgres, Apache and Ngnix

EPG works at infrastructure of Rostelecom, and access to services of a system – is provided on cloud model on a commercial and public basis.

Using the public portal of a system private users to create the geoattached messages on a certain subject, for example, about problems of housing and public utilities, holes on roads, etc., and the organizations - to announce the clients emergency shutdown of water supply, etc.

Choice of contractors and budget

The first tender within creation of EPG (on design and prototypes) Rostelecom developed in the summer of 2014. Sovzond won against about 60 million rubles with the request for the amount. The Neolant company was the second participant of tender.

Rostelecom estimated execution of works on development of EPG and creation of information base "Bank of Geospatial Data" of federal, regional, municipal level at 615 million rubles.

In December, 2014 Sovzond, according to the portal of purchases of Rostelecom, won practically without decrease in the starting price (614.29 million rubles). But in June, 2015 between the companies the additional agreement on postponement of delivery of works since December, 2015 for September, 2016 was signed, and the amount - is reduced to 465 million rubles.

In June, 2015 in the tender of Rostelecom for switching of EPG for the industrial platform and rendering services in technical support in the course of switching and commercial operation "daughter" RT Labs won it. Contract amount was 16.9 million rubles.

As subcontractor on technical support of a system RT Labs attracted Sovzond (for 3.64 million rubles), and to rendering services of the first support line - affiliated with Rostelecom "Moscow center of new technologies of telecommunications" for 2 million rubles.

In August, 2015 Rostelecom announced new competition - on development of functionality of EPG and creation on its basis of industry solutions of regional and federal levels. Also won against Sovzond it, having become the only participant and having reduced the price from 129.9 million rubles to 120.8 million rubles.

As of September, 2015 Sovzond created a number of prototypes of industry solutions:

  • in the field of the state accounting of data on objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation for the Ministry of Culture;

  • in the field of agriculture for the Odessa district of the Omsk region;

  • in the field of forestry for Shershnevsky forest area of Chelyabinsk region.

On August tender Sovzond will have to develop functionality of these prototypes and also to create the solution in the field of a zemelnoimushchestvenny complex and town-planning activity of the regional level.

The basic software with the open code

In documentation on tender on development of EPG it is in detail announced the basic software on which[1] is constructed].

"As the main technologies applied in a system the commonly accepted standards and specifications and their implementations on the basis of software products with open source codes are used", said in documentation of the operator.

The Web server uses the software of Apache and Nginx, balancing of loading is organized using the solution HAProxy, the product Zabbix is applied to monitoring of operability of basic and specialized software of a system.

As the application server software of WildFly 8, created by the international community, meeting Java Enterprise Edition specification 7 and allowing to develop at the expense of own mechanisms applications in the diverse environment and to scale them for the appropriation account of load of separate application servers using a program clustering is used.

The cartographic application server which is responsible for formation of raster display of space data and data of space monitoring works at the software of GeoServer implemented in three-level model of creation of information systems on Java Enterprise Edition technology.

As the application server on which the functionality of the cartographic GeoServer server is executed the software of Tomcat 6 which allows to develop at the expense of own mechanisms applications in the diverse environment is used and to scale them for the appropriation account of load of separate application servers using a program clustering.

The basic software for direct data storage selects industrial DBMS with open source codes of PostgreSQL Server 9.3. For ensuring storage and processing of geospatial data for PostgreSQL 9.3 DBMS expansion is applied to work with space data of PostGIS.

Potential sales market

On September 1, 2015 the prime minister Dmitry Medvedev approved the actions plan on use of results of space activity for upgrade of economy of Russia. In one of its points it is told about need of creation and implementation of domestic geographic information systems (GIS) for solving of tasks of the public and municipal administration.

"The project of Rostelecom on creation of a system of "uniform space of geodata" goes in the same direction. Our company welcomes similar government initiatives", - told TAdviser in Rostelecom.

Against the background of the fact that Sovzond became the contractor of Rostelecom other large Russian player of the market of geoinformatics - SCANEX - in 2014 was purchased by entrepreneurs Sergey Nedoroslev and Igor Rotenberg (the son Rotenberg's Arcadia).
