The Intellectual Electronics - Valdai Scientific and Technological Center is implementing a project to build a closed-loop enterprise for the production of microcircuits in Veliky Novgorod, covering all stages of production from the processing of silicon substrates to the final packaging of finished products. Production is planned to focus on the technological norms of 800 nanometers and 600 nanometers, in demand in the defense and space industries. Information about the launch of the project became known on August 28, 2025.

According to CNews, the center will master technological processes with the specified standards for the development of specialized microcircuits. At the initial stage, the design and construction of a research center for semiconductor materials science with the necessary engineering infrastructure and technological equipment is provided.

Initially, a technological process with standards of 1-1.5 micrometers will be mastered together with the manufacturer of microelectronics OKB Planeta. Representatives of the center confirm the start of the launch of equipment for industrial operation.

The main task of the enterprise will be to organize a comprehensive production cycle for the production of microassemblies and microcircuits, starting from the primary processing of silicon substrates and completing with the casing and packaging of final products. This approach ensures complete technological independence of the production process.

The structure of the center will include a specialized design center for microelectronics, responsible for performing tasks for the development of chip topologies, assembly processes, packaging and packaging of products under development. The center will conduct research on high-performance heterostructures for the modern electronics industry.

The scientific direction of the enterprise will focus on the research and development of semiconductor materials of the AIIIBV and AIIBIV groups, including silicon-germanium nanostructures. These materials have improved characteristics for creating high-tech electronics.[1]

2021: Mishustin approved the creation of an innocenter in the Novgorod region

Prime Minister Mikhail Mishustin signed a decree of the Government of the Russian Federation on the creation of an innovative scientific and technological center (INTC) "Intellectual Electronics - Valdai" in the Novgorod Region. The press service of the Cabinet of Ministers announced this on October 1, 2021.

The INTC will open on the basis of Yaroslav the Wise Novgorod State University and will become a platform for uniting students, scientists and business representatives. This will help create new scientific and technological programs, as well as attract investments for the implementation of innovative projects.

Mishustin approved the creation of an innocenter in the Novgorod region

The center's main activities will include the development and creation of a high-tech electronic component base, quantum sensors and devices using quantum technologies, new, including portable, energy sources, biomedical cellular technologies and 5th generation mobile communication networks.

In accordance with the previously adopted law, INTCs are created in Russia to organize the transfer of scientific competencies of universities into commercial circulation, to involve students and researchers in the development of technologies in demand on the market, and in addition, to help technology companies and startups. On their territory there is a special legal regime for conducting scientific research and introducing innovative solutions, up to the production of specific products.

As reported on October 1, 2021 in the Government of the Russian Federation, in the coming years, a whole network of such centers should be created in Russia. They will become part of a single innovative ecosystem that will bring the development of scientists closer to the real needs of the economy and stimulate the development of technology.

How much it will cost to create the Intellectual Electronics - Valdai Research and Development Center by early October 2021 is not reported.[2]

2020: The creation of the Intellectual Electronics - Valdai Innocenter has begun in Russia

In the Novgorod region, the creation of an innovative scientific and technological center "Intellectual Electronics - Valdai" began. The corresponding agreement was signed by the governor of the region Andrei Nikitin and the head of Rostec Sergei Chemezov as part of the Army-2020 forum.

The activities of the center will be aimed at the development, promotion and commercial implementation of applied research for the creation of biomedical, digital, ultra-accurate, diagnostic and rehabilitation software and hardware electronic monitoring, forecasting and decision-making systems for medicine, military-industrial, fuel and energy complexes, agriculture and forestry.

According to Andrei Nikitin, the idea to create an innovative scientific and technological center in the Novgorod region was approved by the president. Russia Vladimir Putin This project can become a driver of innovative high-tech development not only in the region, but also in the country as a whole, as well as one of the catalysts for diversifying production at defense industry enterprises, the governor said.

The project of the center "Intellectual Electronics - Valdai" was developed by the leadership of the Novgorod region in cooperation with Novgorod State University, partner universities and enterprises of the electronic industry. "Rostec" took up the implementation of the project.

The state corporation also plans to introduce systems in the region for the digitalization of transport, education, health care and housing and communal services, improving the energy efficiency of infrastructure, as well as complexes of photo and video recording, weight and size control, eco-monitoring, information protection, automated workplaces for doctors, medical equipment, including those designed to counter the spread of COVID-19, etc.

In addition, Rostec and the administration of the Novgorod region agreed to carry out joint work to attract strategic investors in the field of high technologies, organize financing for investment projects, and develop new financial instruments for their implementation.[3]
