Rostec beat out Technoserv from Federal Treasury

2019: Rostec forced out Technoserv: for 780 million "The national center of informatization" will be engaged in service of IT infrastructure of Treasury

Rostec announced on January 11, 2019 the conclusion "The national center of informatization" (the NCI, is included into Rostec) the service provision contract on maintenance and maintenance of the equipment and the system software IT of the park of Federal Treasury of the Russian Federation (FC). On service more than 9600 units of server and telecommunication equipment and also storage systems located on more than 2000 platforms will be taken.

Rostec will be engaged in service maintenance of IT infrastructure of Federal Treasury of the Russian Federation

Computing subsystems of FC include the equipment, computing means and the system software of the Automated system of Federal Treasury (AS FK) placed in the regional Governments of Federal Treasury (GFT), the Interregional Operational Management (IOM) and the Central Office of Federal Treasury (COFT) and also on the technology platform of DPC Goznak.

Telecommunication and portal systems of FC include the equipment and computing means:

• Departmental Transport Network (DTN),
• Systems of a video conferencing (VIDEOCONFERENCING),
• The unified information system in the field of purchases (EIS),
• GIS "The Official Site of the Russian Federation in an Information and Telecommunications Network the Internet for Placement of Information on the Public (Municipal) Institutions" (GIS GMU),
• GIS about the state and municipal payments (GIS GMP),
• The systems of ensuring collecting, the analysis and data visualization for central office of Federal Treasury (KPI),
• Management state automated system (GASU),
• GIIS "Electronic Budget" (GIIS EB).

The contract is expected 18 months during the period from January 1, 2019 to June 30, 2020. The total cost of works will be 779.94 million rubles.^[1]

In addition to NCI also the companies "Sitonika" and "Servionika" participated in the tender of FC. The first suggested to satisfy terms of the contract for 783.94 million rubles, the second – for 787.94 million rubles. Two more companies which names are not specified in minutes of an auction submitted applications for the tender, but did not take in it part.

The previous year FC held the similar tender. Its initial cost was nearly 648 million rubles for service of IT infrastructure within a year. Then the Technoserv company which suggested to satisfy all conditions of the customer for 246.2 million rubles became the winner of an auction.

The new contract signed with NCI in addition to the period increased by 1.5 times, differs in inclusion of additional categories of services, in particular, services in maintenance and maintenance of the RISC servers and services in maintenance of computer aids.

As note in Rostec, the project in Federal Treasury opens new activity of state corporation – post-warranty service of IT of infrastructure of federal executive authorities. Within the contract the structure of Rostec will support work of the main computing, telecommunication and portal systems of Federal Treasury located in all territorial subjects of the Russian Federation and also will provide maintenance of the equipment of the federal and reserve centers of computing data (DPC) and DPC of Gosznak.

Development of IT infrastructure of federal executive authorities - one of priority activities of state corporation. In cooperation with Federal Treasury we will apply new practicians and models of interaction, and we calculate that the project will become sign for the direction and the quality standard for our future initiatives in this sphere, - the industrial director of a radio-electronic cluster of State Corporation Rostec Sergey Sakhnenko told.

According to the CEO of NCI Konstantin Solodukhin, the Federal Treasury locates one of the most difficult and large-scale IT infrastructures among federal executive authorities of the Russian Federation.

Implementing the project, our experts will analyze capacity requirements and other features of work of automated systems to consider them when developing the Russian software solutions and the equipment fully meeting the requirements of government institutions, - he noted.

2018

At the end of 2017 FC held the tender for rendering services in maintenance and maintenance of the equipment and the system software with the initial cost of contracts of 648 million rubles. Within the contract service of IT infrastructure of department during 2018 was supposed. The Technoserv company which suggested to satisfy all conditions of the customer for 246.2 million rubles became the winner of an auction.^[2]

2017

In 2017 the Technoserv company was engaged in maintenance and maintenance of the equipment and the system software of Federal Treasury. The cost of the contract was 933.78 million rubles.^[3]

2016

In 2016 services in maintenance and maintenance of hardware-software complexes of Federal Treasury were rendered by Technoserv company. The contract was signed based on the held tender, its cost – 907.185 million rubles.^[4]

2014 - 2015

On January 23, 2014 it became known of signing of the contract between Federal Treasury and Servionica company according to the results of an open electronic auction on rendering services in maintenance of the hardware-software complexes (HSC)^[5].

Servionica for execution of works on the contract requested 912 million rubles. The government contract is transferred to execution of the company at suggested price. The initial cost of the contract by the beginning of biddings was 950 million rubles.

The contractor undertook to service HSC on 9.5 thousand objects of Federal Treasury till December 25, 2015.

2012 - 2014

From February, 2012 to February, 2014 the I-Teco company rendered services in maintenance and ensuring operation of hardware-software complexes of Federal Treasury. Contract amount was 1.534 billion rubles^[6].
