Vnesheconombank selected the supplier of the core banking system from 6 applicants

On April 4, 2017 Vnesheconombank selected the developer of the automated banking system (ABS).^[1]

Applications for participation in the tender with the starting price of contracts of 283.4 million rubles were submitted by six companies: Kolvir Rus, New Athena, R-Style Softlab, Fleks Soft, "Diasoft of a System" and "Banking Information Systems" (BIS). However, only the last three were allowed to a stage of assessment.

Requests of participants were estimated by two main criteria – the sales price of the project and quality of the technical proposal, and the quality (70%) was the most significant. At the expense of assessment of a technical part the greatest number of points was gained by the request of Diasoft, even in spite of the fact that its cost was significantly higher than competitive offers. This company was announced by the winner, and the total price of the agreement was reduced to 282.6 million rubles.

In addition to directly system development, this amount includes transfer of perpetual licenses and a technical support service within a year.

Within the project Vnesheconombank is going to receive a system for automation of banking activities, requirements management and obligations, reportings. A system should provide product accounting on all transactions of bank.

Separately makes a reservation that the created solution should have flexible customizers and provide a possibility of conducting development with forces of own employees of the bank.

As for specific requirements to a technical part, in documentation it is told about need of system deployment on the Oracle Exadata X3-2 Eighth Rack platform. As a database server Oracle DBMS not below version 11g should be used. Besides, the core banking system should function in virtual environment on an open system architecture with servers based on Intel processors of x86 and the Linux operating system.

Client part of a system should function on computers under management Windows 7 and to be compatible with Windows XP and Internet Explorer 8.0.
