Completion of the second stage of ITS creation
RuSat Infrastructure Solutions JSC (RIR, part of Rosatom State Corporation) and the Vologda administration have developed a public transport monitoring system as part of the second stage of the project to form an intelligent transport system (ITS) in the city. RIR announced this on July 14, 2022. It will allow you to regulate traffic flows online, predict the situation on the road, as well as simulate the work of public transport in the city. The work is being carried out within the framework of the federal program "System-wide measures for the development of roads" of the national project "Safe quality roads." As a result, the city is creating a digital infrastructure for traffic management, increasing the efficiency of managing the road complex.
The public transport monitoring system will allow specialized specialists to track information: at what time the bus entered the line, along which trajectory it moved during the day, was delayed or ahead of the traffic schedule. In addition, direct communication with bus drivers is expected. If necessary, the dispatcher through a special service will be able to make a call to a mobile phone and clarify the driver's data. As of July 2022, the program base includes more than 500 stops located in Vologda, as well as the city's fleet. Subsequently, buses of private carriers will also be connected to the system.

To quickly track the situation on the roads, video control complexes were installed, server data processing equipment was put into operation, where information about the traffic situation flows from the streets of the city. Detectors read the amount of traffic passing along a certain lane and transmit information to the server center. They collect information about the average speed at which transport moves, and the viewing cameras show the intersection itself, helping the operator to assess the road situation on the site.
We approach ITS projects based on the needs, characteristics of each specific city or region. Start of the second stage of ITS creation
On February 21, 2022, RuSat Infrastructure Solutions JSC announced that, together with the Vologda administration, it had begun the second stage of the project to form an intelligent transport system (ITS) in the city. The work is underway within the framework of the federal program "System-wide measures for the development of roads" of the national project "Safe Quality Roads." As a result, the city is creating a digital infrastructure for traffic management, increasing the efficiency of managing the road complex.
Within the framework of the second stage integrated , 76 stationary automatic monitoring systems transport and 48 video surveillances traffic lights will be installed, as well as integrated in automated mode. Already at this stage, the city began to collect information and take into account the amount of accumulated data, on the basis of which it is possible to make forecasts, make management decisions at all levels, solve the problems of organizing traffic, setting priorities for road works. For example, road users can be informed in advance that ice is possible in an hour. Or in the event of an accident, notify using an SMS message that it is better to choose detour routes: in this way we do not load the highway and give the opportunity to pass the special services. On the section in the direction of Leningradskaya Street from Victory Avenue to the District Highway, 29 complexes were installed at 25 intersections, and two were installed at a number of intersections. By the end of 2022, it is planned to create a Center for Traffic Management (DPC) in Vologda, which will become the main link of "road intelligence." Around the clock, specialists will monitor the situation on the roads and analyze the information received from video surveillance complexes.

In 2021 and 2022, it is necessary to form a Data Processing Center - the "brain" of the intelligent transport system and its "vision," that is, video control complexes that will be installed on more than 100 sections of the road network. The system will be able to track traffic flows and the road situation, which will allow you to quickly respond to road situations, automatically reconfigure traffic lights, redirecting car flows, and coordinate the work of public transport. Also, this data will become the basis for a strategy for the repair and construction of roads, road infrastructure for the future. Work on the creation of the Data Center has already begun. Technologically, the project is the deployment of a software and hardware complex with various modules and services for residents and the municipality. The modules will allow making management decisions (depending on the level of access) at all levels, solving the problems of organizing traffic, prioritizing road works, providing priority travel to special services, etc.
As part of the first stage, in 2021 software , the engineering communications necessary for the functioning of the equipment will be introduced and deployed. In addition, in real time, the city will be able to receive information about the transport situation, including information about violations of traffic rules.
As part of the second stage, the Data Processing Center will be retrofitted and 4 more modules and ITS subsystems will be created: an efficiency monitoring module; Traffic Management Directive Subsystem subsystem for monitoring traffic flow parameters; public transport control module. Also, the modernization of the video surveillance subsystem, detection of accidents and emergencies will take place.
This will provide real-time monitoring of the city's traffic flows for subsequent management decisions on traffic optimization in the city. Also, the city will be able to automatically manage the work of public transport, control the timeliness of arrival and departure of buses, compliance with route routes, etc.
