2017
Results of goods marking from fur, problems and development plans
Marking of products from fur (TwinTag and TwinTag)
Results of marking according to marketing researches of the fur and fur industry of Russia:
- more than 9,000 participants are registered
- more than 7 million marks are ordered
- 4 million products are marked
- "white" retail sales grew many times and made in a year after marking introduction more than 56.7 billion rubles
- the virtual warehouse of goods is created.
What is planned:
- correction of a regulatory framework
- expansion of analytical opportunities of an information system of FTS
- integration with "cloud" cash desks
- integration with the information systems of regulatory authorities and other organizations interested in data acquisition
- expansion of the list of the marked goods
The inventory for marking is approved
On May 2, 2017 at a meeting of the Eurasian Economic Commission the Order of Council of EAS No. 45 at which the inventory offered by the Russian Federation concerning which marking introduction is reasonable was approved was accepted:
- 3004 – medicines;
- 3303 00 - spirits and toilet water;
- 4011 - buses and tires pneumatic rubber new;
- 4203 10,000 - clothes from genuine leather;
- 6106 – blouses, blouses and jumpers of knitted machine or hand knitting, women's or for girls;
- 6201 – a coat, a short coat, capes, raincoats, jackets (including ski), windbreakers, tarpaulins and similar products men's or for boys;
- 6202 - a coat, a short coat, capes, raincoats, jackets (including ski), windbreakers, tarpaulins and similar products women's or for girls;
- 6302 – linen is bed, table, toilet and kitchen;
- 6403 – footwear with a sole from rubber, plastic, genuine or bonded leather and with top from genuine leather;
- 9006 – cameras (except movie cameras); flashlights and flashing lamps.
2016: Ratification of the agreement on "pilot" in Russia
On April 26, 2016 in Russia the federal law on ratification of the agreement of EEU on a pilot project on goods marking introduction with control (identification) signs on goods from natural fur was signed.
2015: The decision of EEU on carrying out a pilot project of marking of products from fur
The decision of the Supreme Eurasian economic council of 10/10/2014 No. 88 and the decision of Council of the Eurasian economic commission of 2/4/2015 No. 1 it was decided to implement in 2015-2016 a pilot project on goods marking introduction by control (identification) signs on goods from natural fur.
System implementation since April, 2016 should provide a possibility of tracking of the movement of authentic goods at all stages: from production or import to the EEU territory until sale to the end buyer. By estimates of the minister of trade of the Eurasian economic commission Andrey Slepnev, marking introduction only for fur products (the counterfeit in this market occupies 80-90%) will increase fiscal revenues in the community countries by $500 million a year. The size of the market of fur products of Russia is about 2.5 million units of production.
Within the Single system goods are marked by the national control identification tag (KIZ) which meets requirements imposed to forms of the strict accounting. KIZ consists of polygraphicly protected form and a radio-frequency tag (RFID). The RFID tag as a part of KIZ will allow to keep the general account of the marked products, will provide additional protection of the form against counterfeit, will contain information on the history of origin and movement of a fur product and also a unique identifier of the label. The issuer of the Russian KIZ defined Federal State Unitary Enterprise Goznak - the largest Russian producer of the protected products.
At successful implementation of a pilot project it is going to expand the list of the marked goods.
2014: The decision of EEU on creation of a system, FTS the operator in the Russian Federation
In 2014 Council of the Eurasian economic commission made the decision on need of creation of a system of marking for the purpose of control of turnover of goods and ensuring legality of import and production of goods in territories of member states of the Eurasian Economic Union (EEU).
FTS was appointed by operator the operator of a national component of Russia of the system of goods marking.
