2019: Lukashenko signed the decree on cyberstability of crucial objects

In December, 2019 the president of Belarus Alexander Lukashenko signed the decree on cyberstability of crucial objects. The decree at number 449 "About improvement of state regulation in the field of data protection" is designed to increase security and reliability of information communication networks and IT systems, it is told on the official site of the head of state.

The document is developed for the purpose of updating of the legal basis technical and cryptographic information protection in Belarus, creations of the effective regulatory legal base for reference of objects of informatization to crucial, ensuring cyberstability of the crucial objects of informatization (COI), information systems, prevention of destructive information influences and other information threats, the document says.

According to the official  comment, the new decree is directed to further implementation of provisions of the concept of national security and interconnected with the concept of information security.

In the decree the main requirements for providing technical are updated and cryptographic information protection, powers of state bodies and also the rights and duties of owners (owners) of information systems and KVOI are specified.

Besides, industry criteria of reference of objects of informatization to crucial are corrected. This measure will allow to include in addition in the state register of crucial objects of informatization a number of objects of fuel and energy complex, industrial and financial sectors, spheres of transport and communications, housing and public utilities, health care and education.

The decree was signed after on  mail of the Belarusian railway stations, the airport, office of Belavia airline, schools, universities  and also shopping centers electronic messages about  false mining repeatedly arrived.[1]

2018: Rota on information security in the Belarusian army

In February, 2018 it became known that the company on information security will be created in the Belarusian army. The Minister of Defence of Belarus Andrey Ravkov told about it. He noted that the Defense Ministry is going to be engaged seriously in information and cyber security and creates for this purpose the relevant structures.

'Plus we this year create a specialized company which will deal with this issue. Divisions for information security support. at us already is, but we develop this case', – the Minister of Defence told[2].

The Investigative Committee of Belarus in October, 2017 held a meeting with representatives of the Council of Europe who arrived in the republic to discuss the problems connected with interaction in the field of investigation of cybercrimes. The parties exchanged the vision of questions of collecting, storage and transfer of proofs on the investigated cases.

'First of all delegates were interested in the questions connected with receiving and storage in Belarus of proofs, including electronic and also practice of interaction of bodies of pretrial investigation with information telecommunication companies. Summing up the meeting results, the chief of international legal department of Investigative Committee Mikhail Vavulo emphasized interest in further development of constructive cooperation with the European partners in fight against computer and other types of crime', – told in Investigative Committee of Belarus.

It should be noted that SK of Belarus for the last carried out several years serious work on ensuring effective interaction with law enforcement agencies of all countries. As the staff of SK repeatedly noted, cyber crime very often has the international character therefore success of investigation of crimes in this sphere depends on fast save of proofs is not dependent on in the territory of what state there are necessary data. Based on a meeting representatives of the Council of Europe offered the Belarusian investigators pro-power in disclosure of kibeprestupleniye.
