Digitalization program approved for 2.68 billion rubles

The authorities of the Oryol region in July 2024 approved the digitalization program of the region. The regional government adopted a new version of the state program "Development of the information society in the Oryol region." Vadim Tarasov, Deputy Governor for Planning, Economics and Finance, has been appointed curator of the program, and the regional department of information technology is the responsible executor.

The implementation period of the program has been extended until 2029 and includes two stages. The total amount of funding will be ₽2,676 billion. The key goals of the program provide for an increase in the share of mass socially significant services available electronically to 95% by 2029, as well as providing broadband Internet access for 97% of households in the region.

The Oryol region approved a digitalization program for 2.68 billion rubles

Within the framework of the program, it is planned to develop and support the MPSC network in the Oryol region, enter information on the objects of complex cadastral work into the Unified State Register of Real Estate, ensure information security of executive authorities and support for domestic companies that are leaders in the information technology market.

The digitalization program of the Oryol region corresponds to the national development goals of Russia, approved at the presidential level. It is closely connected with a large-scale project on import substitution in the field of information and communication technologies, implemented in the country. The need for digital transformation based on domestic solutions is enshrined in the national program "Digital Economy."

The program passport notes that the transition of authorities to domestic software contributes to strengthening national security and reducing dependence on foreign software suppliers. On the territory of the Oryol region, a developed infrastructure for the provision of communication services has already been created, built on the basis of fiber-optic lines.[1]

Reducing the budget of the region's digital transformation program

In mid-April 2024, the government of the Oryol region made changes to the digital transformation program of the region. In particular, the budget has been reduced, and additional tasks have been set.

The document says that the total amount of funding for the program in 2024 was reduced from 231.43 million rubles to 205.71 million rubles. At the same time, the cost of increasing the share of mass socially significant services available electronically to 95% by 2030 was reduced from 29.2 million rubles to 28.03 million. In addition, it is envisaged to reduce funding for the project to achieve digital maturity of key sectors of the economy and social sphere, including health care and education, as well as public administration to 100% by 2030: expenses were reduced from 438.65 million rubles to 414.1 million rubles.

It is noted that the program's tasks additionally include: increasing the economic and physical availability of agricultural products through the use of digital solutions, as well as providing the agricultural industry with highly qualified personnel with digital competencies. Other goals are: reducing the costs and cost of agricultural products; ensuring completeness and reliability of data on the situation in the agro-industrial complex; increasing the openness of information for agro-industrial enterprises; reducing illegal trafficking in agricultural products; improving the quality of planning of agro-industrial complex measures.

Plus, the list of tasks includes reducing social tension and improving the quality of life of the population due to the ability to order and receive the results of the provision of state and municipal services in electronic form. It is said to stimulate the introduction of digital technologies and solutions to increase production efficiency at industrial enterprises through the use of state support measures.[2]
