Session "IT in a Public Sector" of TAdviser SummIT on May 30, 2018

Within the TAdviser SummIT conference which took place on May 30, 2018 in Moscow and brought together in total more than 600 participants the section "IT in a Public Sector" took place. Representatives of customers and IT service providers who in reports and discussions considered trends and practice of digital transformation in the state organizations took part in it.

Experience of customers, opinions of experts

From customers the first the report was made by Vladimir Raspopov, the deputy CEO Fonda of development of the industry at Minpromtorg. One of key IT systems of department - the state information system of the industry (SISI). On its base the broad spectrum of services, including financial, services of a transfer of technologies and the personnel, interaction with subjects of the industry and many others is automated. The main objective of this system – to render the maximum number of services to the users: to industrial enterprises, the industry organizations, public authorities and so forth Vladimir Raspopov in detail considered use of the EDMS created within GISP.

For implementation of electronic document management within GISP services the Fund needed quickly implemented solution in which all functions necessary for industrial enterprises and which can be integrated with EDMS of Minpromtorg are already implemented and to build in the interface of the GISP portal.

As such solution the Tessa platform was selected. On its basis in IDF and at the enterprises approval of requests for receiving measures of support was implemented, office-work and a number of business processes is automated, legally significant document flow is organized. A system was brought into commercial operation in October, 2017. As of the end of May in it more than 9.5 thousand enterprises and more than 11 thousand users are registered. In plans – further development of a system both in IDF, and between the enterprises.

How the quality of providing state services is controlled, Andrey Matveenko, the associate director of department of public administration of the Ministry of Economic Development told. Are for this purpose used and offline - tools, such as exit monitoring and monitoring of open information, both "control purchases", and a request of photographic materials with a geolocation on the basis of which the ministry makes the rating of regions.

There is also automated system allowing to monitor work of MFC and to control online key indicators of their work, for example, such as waiting time in queue.

Feedback with citizens is provided by IAS "Monitoring of quality of providing state services" (IAS of MKGU) which collects and analyzes opinions on quality of state services in MFC and territorial authorities of the government. For assessment 5 indicators, such as waiting time in queues, politeness of the employee and so forth are used. On the basis of data retrieveds KPI of the head of MFC forms.

In the next plans - distribution of a system on the bigger number of the federal and also regional and municipal services rendered in MFC, implementation of KPI of heads of MFC on the basis of collected estimates, obligatory quality evaluation of provision of services at all stages of their providing. Also implementation of motivation of employees and heads of territorial authorities and MFC on the basis of data from IAS of MKGU is planned.

Russia gradually passes to resource pricing in construction, i.e., the prices in estimates will be updated quarterly. As of the middle of 2018 in the country there are several estimate regulatory bases of data, for example. The main objective is their consolidation within creation of the unified information system of pricing in construction (TsS FSIS).

Works on creation of such system began at the beginning of 2017, and in September, 2017 it was put into operation, Sergey Polunovsky, the deputy head of department of methodology of pricing and monitoring of the prices of construction resources of Glavgosekspertiza told conferees.

Results of overload tests showed that a system ensures simultaneous operation more than 1 thousand active users and 240 thousand users within day. The FSIS of TsS has full-text search according to all published information, allows to enter data in the automated mode by means of integration into software products, including "1C: Enterprise", provides interdepartmental electronic interaction through SIEI 3.0, and at the same time is completely domestic solution.

For the end of May a system contains 118 collections of estimate norms, 21 collections of the enlarged standards of the price of construction, 28 methodical documents for construction cost determination.

How the Government of Moscow considers opinion of citizens in the work, Felix Delyuda, the head of advanced developments of DIT of Moscow told. According to him, communication between the authorities and residents of the capital happens generally in the Internet now. Three information resources – Crowd.mos.ru where everyone can share the idea, "The active citizen" where it is possible to discuss not only these ideas, but also initiatives of the management of the city and also the Our City portal are for this purpose created.

More than 2 million residents of the capital participate in the Active Citizen project, from 200 to 400 thousand people come to each vote, with participation of Muscovites more than 3700 decisions are made.

In Russia there are more than 250 thousand state websites and tens of thousands of state information systems. At the same time uniform rules of their creation are absent, and the data which are stored in them are not structured, separated, contradictory and are often wrong, there began the performance on Mikhail Petrov, the project manager in the Centre for Strategic Research (CSR), a project director on digital transformation of VTB. He noted that the most part of public services still remains not electronic and requires physical identification, interdepartmental processes are implemented inefficiently, and the IT is controlled in each department separately.

In order that the state, citizens and business could interact in a unified digital medium it is necessary that the state actually turned into the IT company and created the single state digital platform (SDP), he considers. The expert in detail stopped on the main steps which need to be undertaken for this purpose: implement a uniform digital profile – the single database, to define the optimal scenario of development of IT architecture of the state, the main roles, a management structure and the strategy of deployment of GTsP.

Players of the market: trends and solutions

According to Vadim Preskur, the director of information technology "Rostelecom – Data processing centers" at last realized (RTK-TsOD), a public sector that it is necessary to go to clouds. Demand for cloud services from state departments constantly grows. In response to it Rostelecom integrated competences in the field of cloud computing, DPC and the accompanying services in RTK-TsOD. According to Vadim Preskur, it will allow to tune up quickly services under needs of the customer. It is planned that by 2020 the general capacity of all DPCs which are in management of the company will reach 12,000 racks, with accounting of the DPC Mendeleev located in Udomlya – the joint project of Rostelecom and Rosenergoatom.

Today among the most demanded services – creation of VDI. Vadim Preskur gave the project on the organization of 44 thousand virtual work places for one of state agencies which will allow department to save within 6 years about 4.2 billion rubles due to failure from creation of own infrastructure and ensuring its support as an example. Also increasing popularity enjoy SaaS services.

Digital transformation not just fashionable trend, but need, Nikolay Muravyev, the head on the information systems Polymedia is sure. Among the main directions of digital transformation in public sector he called health care, creation of the smart cities and improvement of public administration, including control and supervising activity.

Muravyev shared a number of the cases which are already implemented by Polymedia in these areas with conferees. Among them - creation of a monitoring system, the analysis and forecasting of key indicators in the field of health care, control and forecasting of a status of infrastructure of "the smart city", in particular monitoring and the analysis of energy efficiency, use of video analytics for control of work of personnel and security of objects and also support of strategic planning processes and forecasting.

All data, necessary for work of these systems, flow down in the situational center which basis of work is the Visiology platform – the domestic solution created by Polymedia company and included in the register of the Russian software.

As a part of such cycle not only services for collecting and delivery of data, but also all external and internal systems and applications, including partner, cloud services and analytics, repositories, archives and DBMS. The speaker gave successfully implemented project of automation of construction of railway tracks and service of the rolling stock implemented for the Russian Railway as an example.

The state more and more actively is engaged in digitalization, Dmitry Evdokimov, the CEO of HeadPoint continued. It is, first of all, about such initiatives as marking of products, creation of the smart cities, smart health care, agriculture, transport and so on.

To use a maximum of the opportunities given by these solutions, it is necessary not just to aim at growth of number of attached devices and users, but to create a technology ecosystem – a set of technological solutions for collecting, transfer, aggregation of data and the platform allowing to process them and to use for implementation of smart solutions, – Evdokimov noted.

He also told conferees about practice of design of the systems of situational monitoring and incidental reaction for a row law-enforcement and executive authorities (including, the system integrating 160 thousand video cameras in Moscow). Systems developed by HeadPoint company allow not just to analyze the received images, but also to react timely to them according to the put scenario.

Experience and competences of HeadPoint company found reflection in own development included in the register Ministry of Telecom and Mass Communications of the Russian Federation - digital IIoT- the platform inOne. The platform is completely domestic portal solution which is integrated easily with any departmental information systems, Dmitry Evdokimov emphasized.

The performance of Vyacheslav Medvedev conducting the analyst of department of development of Dr.Web was devoted to problems of information security. He noted that at the same time there is a set of threats of information security about which very few people know. According to Medvedev, in recent years the share of systems through which gaining access to internal network and establishment of control over it is possible grew from 74% to 91%. In 71% of cases the violator can receive full control over all information infrastructure.

The company developed the product Dr.Web Katana intended for detection of threats of "zero day", information on which was not included into virus bases yet. Actually Dr.Web Katana represents an analog of the artificial intelligence analyzing all processes and files of the protected computer on existence of the threats which did not fall into hands of analysts yet, the representative of Dr.Web explained. Such approach allows to improve sharply the level of protection of users without doubling of requirements for the used system resources, he claims. Dr.Web Katana has no anti-virus core, so, its system requirements match system requirements of the operating system.

In 2016 permanent storage of accounting technical documentation was entrusted to Management of lands and property of Primorsky Krai, there began the performance Alexander Kuznetsov, the head ECM of Elar corporation. Thus, in an area of responsibility of department there was a huge paper archive to which materials it was necessary to provide admission to all interested persons – both citizens, and the organizations.

For reduction of completion dates of requests and also ensuring safety of accounting technical documentation it was decided to create automated information system of archive service of Primorsky Krai based on the domestic solution " Elar.context ". For digitization of archives professional scanners were purchased. As a result of project implementation, according to the speaker, it was succeeded to achieve significant reduction of timelines for delivery of services, to ensure safety and reliable storage of documentation, to repeatedly increase sweep rate of documents and, as a result, to increase receipts in the budget.

О TAdviser SummIT

The TAdviser SummIT conference took place in Moscow on May 30, 2018 year and attracted more than 600 participants. Increase in business performance and the state using digital technologies became principal themes of an action. Representatives of large customer companies and a public sector provided the best practices of use of IT in the organizations, and suppliers of IT solutions – the new developments. Within a plenary part and five thematic sections more than 60 reports and public discussions were heard. The action took place in 5 Digital October halls.
