From 1986 to 1997, Ruslan studied at school number 9 of the town. New Urgal, Verkhnebureinsky district of the Khabarovsk Territory.

From 1997 to 1999 he studied at the Khabarovsk Banking School.

From 2002 to 2005 he graduated from the Far Eastern Institute of International Relations under the Government of the Khabarovsk Territory.

In 2006, he began working as an operational manager at Friconto LLC, worked until 2008.

From 2006 to 2008, he worked as the head of the branch of Engineering and Technical Center LLC in Khabarovsk.

In 2009 to 2013, he worked as the head of the department for working with key partners of Axoft CJSC.

Since 2013, he worked as sales director of Timeks Rus LLC.

As of April 27, 2015, Ruslan Melnikov worked as sales director of the Russian representative office of Tmax Russia.

From 2016 to 2017, he worked as the head of the department for working with partners of the company "New Cloud Technologies."
