Biography

Was born in the city of Kaluga.

In 1997 graduated from Bauman Moscow State Technical University (The Kaluga branch), the systems engineer. In 2008 – Public Educational Institution of Higher Professional Training Academy of National Economy at the Government of the Russian Federation, the master of business administration (MBA).

Labor activity of the beginnings in 1992 the system programmer in the Kaluga commercial utility bank.

In 1998 it was invited to public service, began with a position of the chief specialist, then worked as the head of department of macroeconomic forecasting and placement of productive forces of Department of economy and the industry of the Kaluga region.

In 2002-2003 participated in creation and formation of JSC Kaluga Mortgage Corporation in the rank of the deputy CEO.

Since 2004 worked in the Ministry of Economic Development of the Kaluga region as the deputy minister – the head of department of investments. Maxim Akimov was the minister in 2004. Since 2008 it is appointed to the position of the Minister of Economic Development.

In 2009-2010 held a position of the deputy head of administration of Obninsk on economic development.

Since February, 2010 it is appointed to the position of the deputy governor of the Kaluga region. Worked on this position till September, 2013.

From October, 2013 to June, 2016 worked as the Deputy Minister for the Development of the Russian Far East.

Since 2016 worked as the CEO of "Technology development agency".

In 2020 after Maxim Akimov Maxim Shereykin passed into Russian Post.

Acting Chief information officer of Russian Post

On July 17, 2020 in Russian Post announced TAdviser Maxim Shereykin's appointment the acting as the deputy CEO of Russian Post for information technologies and development of digital services.

The deputy director general post on these questions since December, 2013 was held by Sergey Emelchenkov. On July 14, 2020 it was delayed within investigation of criminal case about abuse of authority, and on July 15 is sent under house arrest [1] (in more detail).

Speaking about priorities of the activity in an interview of TAdviser in September, 2019, Sergey Emelchenkov told about "the digital strategy" of Mail which is a component of general strategy of development of the company.

As of 2019 eight key directions where Mail in terms of digitization of services and products, business process optimizations and creations of new digital platforms moves were stated in the document. Among them - conversion of written correspondence in an electronic format, creation of a digital ecosystem of e-commerce, optimization of internal services, development of digital customer service, digitization of logistics, departments of a mail service, the international business.

The volume of the budget of digitalization (CAPEX) – 40 billion rubles for five years or approximately 8 billion rubles a year, Emelchenkov said. Operating costs (OPEX) in information technology field exceed 10 billion rubles a year.

In parallel with a position the acting deputy director general Maxim Shereykin remains in last position of the adviser to the CEO where supervises architecture of data of the company, specified in Russian Post.
