Biography

Anthony Shvindt was born in Moscow on August 30, 1986.

In 2009 graduated from RGU of Oil and gas of I.M. Gubkin in "Safety of technology processes and productions".

In 2009-2010 worked as the leading interaction inspector with employers in Moscow Department of Labour and Employment.

Since 2010 was an associate director of the center of programs of development of regions of MIPT. Besides, in 2010-12 worked in MIPT at department of radio electronics and applied information science.

From 2012 to 2013 taught economic disciplines in REU of G.V. Plekhanov. From the same to 2014 was the chief specialist expert, the consultant, the assistant department head of Federal Agency for Youth Affairs.

In 2013 the rank of the adviser of the public civil service of the Russian Federation 3 classes was appropriated to Anthony Shvindt. Same year it graduated from REU of G.V. Plekhanov in the public and municipal administration.

In 2014 held a position of the associate professor of psychology and pedagogics in Moscow State University of technologies and managements of K.G. Razumovsky (MGUTU).

After that passed to a position of the head of department of monitoring and the analysis in Federal Service for Supervision in Education and Science where worked till 2015.

Since 2015 - the teacher of department of information technologies and management in MIPT. In 2015 also became the chairman of coordination council of the All-Russian public organization "For Quality Education".

From 2017 to 2018 - the adviser to the department director - the deputy administrator of the priority project of the Ministry of Education and Science of the Russian Federation.

In 2018 was the director of the center of the innovative educational technologies of MIPT.

Also since 2018 - the coordinator of the directions at project office on program implementation "Digital economy" and the columnist in the weekly "Profil".

2019

Since 2019 - the coordinator of project office on implementation of the Digital Economy national program in the Russian Government Analytical Centre.

In 2019 it was appointed to the position of the director of the center of digital transformation of formation of Higher School of Economics National Research University.

In 2019 Anthony Shvindt defended the master's thesis.

Appointment of the acting director of the department of IT of the Ministry of Education and Science of the Russian Federation

In September, 2019 TAdviser knew that Anthony Shvindt will be engaged in digital development in the Ministry of Education and Science. The portal was reported about it by the source familiar with activity of department and confirmed a source in the Ministry of Education and Science. As of September 19 there was a process of a design of Shvindt on a position of the department director, one of interlocutors of TAdviser said.

Anthony Shvindt explained TAdviser that he will be engaged in digital development on a post of the director of the existing department of information technologies. It was not going to rename it at that time. Before it Marianna Hartsy headed.

The direction of digitalization in department was supervised earlier by Denis Solodovnikov who submitted on September 11 the resignation letter from the Ministry of Education and Science in connection with transition to work to the government of Sevastopol. Shortly before leaving department it in an interview of TAdviser told about the key purposes and tasks of the ministry in the field of digitalization of education on the near future. Creation of two digital educational platforms concerns them, in particular. The first - the integration platform of life-long education, the second - modern digital educational medium.

It was necessary to design these platforms of the Ministry of Education and Science together with the Ministry of digital development: define uniform architectural space of the existing and created solutions, develop the concept and the road map of development. Tasks of development are decided to be carried out after design, namely in 2020.

2020

Director of the department of digital development of the Ministry of science and the higher education of the Russian Federation

On April 27, 2020 Anthony Shvindt was appointed the director of the department of digital development of the Ministry of science and the higher education of the Russian Federation. In this quality he supervised issues of digital transformation of the sphere of science and the higher education.

In this position Anthony Shvindt worked till July, 2020. In August the post of the director of the department of digital development of the Ministry of Education and Science was held by Alexander Skvortsov.

Director of Institute of digital development of science and education

On August 31, 2020 Anthony Shvindt told TAdviser that passed to work as the director of Institute of digital development of science and education. According to him, it is the new institute created based on RUDN which will be engaged in research activity in the field of digitalization of science and the higher education.

The institute will conduct researches on the basis of which to propose solutions for business, the educational organizations and authorities.

As the director of new structure the former director of the department of digital development of the Ministry of Education and Science will focus on strategic projects: to development of industry architecture, policy in the field of data, technical policy.

The minister of science and the higher education Valery Falkov for last year publicly gave not so many estimates of the current level of digitalization of the industry. In May of the 2020th, for example, he said that transition to a remote format of work was uncontested, and it in general passed in most the Russian universities successfully. According to him, the Russian higher education system coped with this call[1]. At the same time, then the minister noted that information infrastructure of many universities of Russia was not ready to transition of educational process to online during coronavirus epidemic in the country. According to him, "the imperfection of national digital platforms and services of the organization of educational activity in a remote format" played a role[2].

By the beginning of a pandemic only 11% of educational institutions had a necessary digital infrastructure for carrying out educational process in an online format. Systematically there were problems with communication, it was necessary to be rebuilt on absolutely other giving of a training material. The arisen situation showed a request for significant digital transformation of the higher education, - later, in July the minister[3] noted[4].
