On February 12, 2016 the Pension Fund of the Russian Federation knew of delivery of servers on the platform of the Elbrus processor.

The first deputy director of Interregional information center of the Pension Fund of the Russian Federation (MITs RPF) Sergey Gotsutsov at a conference of TAdviser "Import substitution of 2018: real experience", passed on February 14, told that last year on the Elbrus platform and PostgreSQL DBMS the operational database of the Departmental Information Resources component AIS RPF-2 in the mode of trial operation was moved. 2016

Within the import substitution program the Russian commercial Elbrus processor passed test as a part of the hardware-software platform based on which the Pension Fund of the Russian Federation made the order.

According to representatives of RPF, the Elbrus servers are still more expensive import, but are on sale with the providing developed specially under them program and total expenses on creation of computing systems on their basis cost cheaper.

As partners said, software testing of RPF showed that characteristics of Elbrus almost completely conform to requirements which are imposed to computing systems of a similar class, and allow to use this equipment for software and hardware complexes or services of automated information system of RPF.

Elbrus is technology independent before import analogs, all circuitry solutions and production base belong to the Russian Federation. It guarantees lack of the tabs or problems connected with restriction or prohibition of deliveries as a result of sanctions.

The RPF this year will begin experimental works on partial transfer of bases of personal data and electronic services on this domestic hardware-software platform. Besides, implementation SSISSS (Single State Information System of Social Security) is supposed to perform using the equipment and technologies of mainly Russian production.

Project Development

On October 3, 2016 it became known of reaction of RPF to results of an experiment on transfer of a part of the services from the IBM platform to servers on the platform of the Elbrus processor. Its advantage — low cost.

In 2017 the RPF is going to purchase 10 servers and to carry out migration of services of informing on them the insured persons.

Pension Fund of the Russian Federation carried out approbation of technical solutions on placement of services of informing the insured persons and databases on the hardware-software platform "Elbrus". During the experiment data from IBM the iSeries servers under management DBMS IBM DB2 are transferred to servers running OS "Elbrus" DBMS PostgreSQL, the Web server Apache and the application server Tomcat[1].

During comparative testing on the operating and experimental systems, the RPF revealed considerable lag of high-speed performance on the Elbrus platform in comparison with IBM. However in fund are satisfied with results and at the beginning of 2017 intend to purchase 10 more servers on Elbrusakh (the RPF purchased two test servers earlier).

Purchase of this "iron" will cost fund approximately 10 million rubles. The operating system on IBM costs about 130 million rubles, without the application software. As it at the moment (the testing period - a comment of TAdviser) is substantially underloaded, transfer of services of informing from it of the insured persons and its transfer under other needs of fund are represented economically reasonable.

According to Yankin, server capacities of IBM will be used for an automated system of AIS RPF-2 fund which is in great need in them as in the next two years department will need to support both the old, and new AIS.

Advertizing of RPF, (2015)

Transfer of services is planned for June, 2017. The RPF considers prospects of use of DWH on 4-core Elbrus processors. The release of a line of this DWH in August, 2016 was announced by United Instrument Manufacturing Corporation.


Technical details of testing

Two servers on the Elbrus platform with four 4-core processors with clock rate 750 MHz, 96 GB of RAM of the ECC DDR3 1066 MHz standard, six hard drives Toshiba DT01ACA300 with a capacity of 3 TB everyone took part in testing.

With DBMS on the platform "Elbrus" in RPF specify optimization of the platform as one of the main probable causes of rather slow accomplishment of actions IBM under DBMS IBM DB2 which is integrated with the operating system. Other reason — specialized opportunities of input-output of the platform IBM in comparison with an unspecialized subsystem of input-output of the platform "Elbrus". Also in fund pay attention to a lack of RAM that results in need of accomplishment of frequent input-output operations (readings from hard drives), to absence specialized DWH and to low clock rate of processors "Elbrus".

The specified experimental works are performed within the contract of the RPF signed in February, 2016 according to the results of an open competition. At the starting price of lot of 20 million rubles the agreement is signed with Lantana Technologies LLC for the amount of p19.72 of one million. On the tender Kaps integration LLC with service offering for 19.87 million rubles tried to compete with it.

According to information of RPF, the supplier of the hardware-software Elbrus platform and the consultant Elbrus2000 LLC took part in a test procedure. According to the USRLE databases and " circuit.focus ", this structure through the former founders it is connected with sorazrabotchik of Elbrus processorsMCST company and Institute of electronic managing machines of I.S. Brook.

Works were performed from February 12, 2016 to July 25, 2016 on the basis of the MITs RPF test stand. In their main part the hardware-software platform on Elbrus processors is prepared, procedures of transfer of services and data are developed, monitoring of functioning of services of informing the insured persons is executed, it is developed by software for updating of data.

Transition to industrial use Elbrusov

In the middle of July, 2017 the Pension Fund of the Russian Federation (PFRF) announced that it after the testing of the Elbrus platform held in 2016, starts its full use in the automated information system of new generation of AIS RPF-2. Within the project department announced the tender with the starting price of contract of 20 million rubles for development and maintenance of software of updating of data and services of informing the insured persons on the mentioned domestic platform. Requests from applicants will be accepted till July 21, 2017, determination of the winner is planned for July 26.[2]

In general, according to the director of the RPF Interregional Information Centre (IIC) Konstantin Yankin, use Elbrusov in RPF was transformed from a narrow task of transfer of service of informing citizens on them to a task of formation of a cluster from 12 machines and integration of this cluster into the general AIS-RPF system.

"This cluster will be involved by several subsystems and RPF services and will replace the equipment of IBM" — he added.

Thus, in addition to two PACK ICES on which the prototype of service of informing the insured persons was unrolled earlier (without real workload), as well as it was planned earlier, department is going to purchase for the project of 10 more machines. Already designated the requirement of RPF for them to Elbrusov producer — INEUM named after I. Brook, however because of obligations to other customers the institute will be able only to prepare them approximately in October, 2017. The RPF will announce the official tender for their purchase later.

The subsystem of VIR is intended for providing data by the Pension fund in inspection bodies and also to third-party authorities, the organizations and citizens — by means of the automated access in electronic form, for implementation of state functions and providing state services.

At the moment VIR functions on servers of IBM of architecture x86 under management DBMS IBM DB2 and Postgres Pro. OS Are involved in quality the solution Red Hat and Microsoft Windows.

The winner of the tender of RPF will need to finish the "VIR Operational Database" component for inclusion in its hardware-software structure of the platform based on the Elbrus processor.

"Feature of such configuration of a cluster is the heterogeneity of the environment, use of nodes of different platforms in a cluster", said in terms of reference.

Servers with architecture Elbrus and specialized Elbrus OS will be used for the organization of nodes of data in this cluster. Control nodes of loading will continue to work on servers of IBM with Red Hat Enterprise Linux OS.
