His founders are the largest players of the market of electronic services in Russia. One of the main tasks of NP ROSEU is creation of the effective industry platform for dialog between the market participants providing services in segments of B2B and B2G. Active cooperation within partnership promotes development of a uniform position of members of partnership, creation of conditions for harmonious market development of electronic services for the benefit of end consumers and also to building of effective relationship between members of partnership and the state.

Problem of "ROSEU" - formation of technology standards of electronic document management systems using means of the electronic digital signature and information security tools, identification and promotion of the best Russian the practician of electronic exchange of legally significant documents), assistance to effective market development of electronic services in Russia and to improving competitiveness of the Russian developments in this area in the world market.

In Russia work with legally significant documents: SKB Kontur, Corus Consulting CIS, CisLink, Synerdocs (Directum).

In April, 2014 the company "Servionika" (I-Tecooutsourcing Group "), the Russian supplier of cloud services and services IT, joined Non-profit Partnership "Razrabotchiki i Operatory Sistem Elektronnykh Uslug" (NP ROSEU) for collaboration in development of the Russian market of solutions in the field of electronic document management, to development of industry standards and development of the legislation in this area.

Until recently market development of YuZEDO (legally significant electronic document management) between the commercial organizations in Russia restrained insufficient readiness of the legislation for this new format, in particular – impossibility to provide legally significant exchange of electronic invoices. However in the last 3 years there was a number of the laws and departmental acts regulating electronic exchange of legally significant documents of accounting and tax accounting. Among them – the Order of April 25, 2011 N of 50 N "About the statement of the Order of exposure and obtaining invoices in electronic form on telecommunication channels using the electronic digital signature", the Federal law of July 23, 2013 N 248-FZ "About making changes in parts the first and second the Tax Code of the Russian Federation …", the order of FTS of 3/5/2012 No. MMB-7-6/138 on the statement of electronic formats of the invoice, magazines of the received and exposed invoices, sales ledgers and purchases and also the order of FTS of 3/21/2012 No. MMB-7-6-172 in which recommendations about forms of primary documents - laid on TORG-12 and the act of acceptance of works (services) are made.

Speed of development of electronic document management in Russia exceeds not only rates of domestic IT market, but also universal indicators: by assessment IDC, in 2012 the segment EDMS/ECM grew by 23% a year – almost twice more, than the market in general, and nearly 4 times above universal indicators. The Segment of the e-invoicing systems (exchange of electronic accounts) develops even more promptly: by estimates of TechNavio analytical company, in 2012-2016 it will grow for 24.2% annually around the world. In Europe e-invoicing began to extend at the end of the 2000th years and already proved the efficiency: in Germany from the moment of transition to E-DOCUMENT FLOW costs of the companies were reduced by 54 billion euros, and in Denmark business annually saves 50 million euros only on electronic declaring of taxes.
