2011: Committee of Industry, Transport, Communications and Energy of the Republic of Ingushetia

By a decree of the Head of the Republic of Ingushetia of October 3, 2011, he joined the Committee of Industry, Transport, Communications and Energy of the Republic of Ingushetia and worked as Chairman of the Committee until May 2015. He was responsible for the informatization of the republic.

During the work in the Committee of Industry, Transport, Communications and Energy of the Republic of Ingushetia, the following work was carried out:

• enforcement of the Decree of the President of the Russian Federation of May 7, 2012. This system is aimed at reducing the processing time of as-built documentation under concluded contracts and the rejection of paper documents (reduction of production costs);
• The electronic document management system of FSUE Russian Post has been modernized. As a result of modernization, the enterprise management apparatus, 86 branches, more than 1000 separate structural divisions in the country and abroad became covered. Every day, 5,000 new documents are registered in the system. The system is built on the domestic platform 1C;
• The Automated Real Estate Management System of FSUE Russian Post (AS UNIP) has been implemented. This system is aimed at ensuring the accounting and control of the use of the real estate of the Enterprise, accounting and control in terms of capital construction operations, control over the placement of employees. The system is integrated with the Unified Federal Register of Legally Significant Information on the Facts of the Activities of Legal Entities, Individual Entrepreneurs and Other Subjects of Economic Activity (Fedresurs), as well as the Federal State Information Service of the Unified State Register of Real Estate (FGIS USRN). The total number of real estate objects loaded into the system is about 80 thousand objects. Due to integration with FGIS USRN, it is possible to electronically register real estate objects, Fedresurs - to place information on real estate objects;
• modernization of the internal Information Portal. The work of the Portal is aimed at ensuring communication between Russian Post employees, both within one structural division and between structural divisions. The portal is a single entry point for providing electronic services to employees of the enterprise, as well as a system for storing regulatory and reference information. Users of the Portal are 34 thousand employees (electronic services, NSIs, etc.). All employees of the enterprise have access to the news part of the Portal;
• Implementation of the Project Management Information System. The total number of connected users is more than 1 thousand employees, more than 100 projects are being conducted in this system. The implementation of this system allowed to ensure the monitoring of project execution dates, formalize the stages of project implementation and establish the responsibility for each stage;
• the Unified Information System for Personnel Management has been implemented. About 146 thousand units of various levels or 1.3 million individuals were loaded into the system. Automation of HR business processes (Personnel selection, staff training and adaptation, goal setting and evaluation, career management, remuneration) made it possible to abandon paper documents;
• replacement of old production systems with systems of updated architecture (out of 11 systems 7 replaced);
• continuous support of 1C-based systems (Automated system of commercial accounting, Automated system of payroll and personnel management, Automated system of accounting and tax accounting);
• about 14 thousand mobile devices for postmen were launched on the basis of the domestic platform OCSailfish (OS Aurora). With the help of these devices, it is possible to provide services to the population without visiting the post office (payment for housing and communal services, state duties, subscription to print publications, etc.);
• Organized work to reduce local business applications in branch offices and use centralized solutions. Regulations of the Enterprise have been developed and approved, which determine the procedure for implementing local business applications, a list of local business applications has been defined. More than 140 local business applications have been reduced.
