DIT of Moscow seized 800 thousand rubles from Akado for failure of the government contract
In October, 2020 the Department of Information Technologies (DIT) of Moscow seized 800 thousand rubles from Akado for failure of the government contract. It much less the amount required by department.
According to Kommersant with reference to data in a card file of capital Arbitration court, it partially met requirements of DIT of the capital about penalty for the agreement about JSC Moscow Telecommunications Corporation (Akado brand).
In materials the contract under which trial was initiated is not specified. As the employee of Akado rival company told the edition, it is about deliveries of hardware and software systems to schools of the capital. The newspaper studied tenders on the website of state procurements and found one contract suitable under these conditions — he was imprisoned in April, 2017, its price is about 840 million rubles.
Follows from technical documentation that undertook to set to Akado at schools of Moscow the solutions providing access to the electronic educational environment. Work of complexes, according to tender conditions, needs to be supported until the end of 2022. Affirms that the defendant allowed violations of timelines for delivery of services, qualities of rendering services and terms of providing the reporting.
DIT asked to exact 2.76 billion rubles of a penalty fee and 37.7 million rubles of a penalty from Akado. The court considered that the size of a penalty fee is many times over overestimated. The formula of its calculation makes a start from the total price of the contract (839.8 million rubles), but not from the cost of specific service at which violation is allowed. As a result at delay of execution of works according to several requests the size of a penalty fee was multiplied by their quantity. As a result, though duration of delays averaged no more than 11 days, the size of the penalty fee added by the claimant more than exceeded the cost of the contract three times.[1]
Plans for connection of 100 residential objects till 2024
On July 8, 2020 AKADO Telecom reported that till 2024 it will connect about 100 capital residential objects constructed in different districts of the capital according to the program of renovation to communication services. For the beginning of July, 2020 the company completed the work on 28 addresses - it is over 6 thousand households in apartment houses in the Areas of Nekrasovka, Izmailovo and Medvedkovo. The program of renovation affects not less than 10% of the existing network of the company regarding the demolished housing stock.
At construction of housing within the program of renovation the technologies of "the smart city" provided by the smart standard which is specially developed in DIT of Moscow are used. The smart standard assumes installation of house distribution networks in each apartment for the organization of telecommunication services - telephony, access to the Internet, wire TV and broadcastings. Specialists of AKADO lay networks using FTTB technology ("Fiber-To-The-Building" - "Optics to the house"). HFC technologies (hybrid optiko-coaxial networks) and Ethernet which allow to connect additional surveillance cameras and other "smart" devices in apartments, entrances and in the adjacent territory are indoors applied.
AKADO Telecom renders to new settlers services of multichannel digital and interactive television, high-speed Internet access (the smart standard allows to connect the Internet at a speed to 1gbit/c), telephony it, provides additional services: "Antiviruses", "Computer help", Parental control and others. In addition to subscribers individuals, the operator connects to the Internet, television and telephony of the enterprise of small and medium business, located on the first floors of houses. AKADO Telecom also offers services of street and access video surveillance and the videonalitiki.

Equipment of the educational organizations by infrastructure of the Moscow electronic school
On September 4, 2018 "AKADO Telecom" reported that by request Moscow Department of Information Technology equipped 694 buildings of the educational organizations of the city Moscow infrastructure Moscow Electronic School (MES) for the organization of access for pupils and teachers to the electronic educational environment. Besides, the company will ensure smooth operation of infrastructure till 2023. AKADO Telecom implements the project since 2017 for the purpose of execution of the state capital programs "Information city" and " educations Development of the city of Moscow".
Within the contract of AKADO Telecom provided a full range of services: conducted examination of schools for the purpose of determination of installation sites of the equipment, created the list of the services and resources which are subject to integration into infrastructure of MESh, built WiFi network, set and configured interactive boards and notebooks, developed remote training courses and distributing materials for users, organized instructing for system administrators and teachers.

Ensuring work of high-speed Wi-Fi at the Festival of fans of FIFA in Moscow
On August 2, 2018 the STEP LOGIC company announced that it ensured functioning of office and public Wi-Fi at the Festival of fans of FIFA on Sparrow Hills in a set-up time and holding the FIFA World Cup of 2018 in Russia.
According to the company, within the contract with the Moscow Department of Information Technology (DIT) for creation of telecommunication infrastructure for ensuring information exchange of visitors of the Festival of fans of FIFA in Moscow the STEP LOGIC performed works on creation of a wireless and wired network of communication for office and public use.
As it was reported, the project was implemented in the shortest possible time and covered more than 60 platforms in the territory of the Festival of fans on Sparrow Hills.
Also for guests of the fan zone public high-speed Wi-Fi was organized. Authorization was performed in accordance with the legislation of the Russian Federation, by obtaining the password by the SMS. For convenience of the international fans process of authorization happened to the help of the passport of the fan (FAN ID).
The STEP LOGIC developed technical solution on creation of the structured cabling system (SCS), the system of cable channels and the system of wire and wireless network segments of data transmission according to technical specifications and requirements of FIFA to holding the Festival of fans.
The command of integrator made arrangement of wireless telecommunication infrastructure in the territory of the Festival of fans, installation and setup of the equipment.
The STEP LOGIC constructed infrastructure for providing wireless access of high density to the Internet in all territory of the Festival of fans by means of the network organized on Wi-fi technology of the IEEE 802.11b/g/n/ac standard. The created infrastructure assumed ensuring operability of network even at emergency situations. Besides, specialists of integrator performed 24/7 technical support.
Moscow will in addition spend over 2 billion rubles for access of schools to the electronic educational environment
At the end of February, 2017 the Department information technologies of the city Moscow announced the next competition on rendering services in the organization of smooth operation of the hardware and software system providing providing access of capital educational institutions to the electronic educational environment. The cost of services is estimated at 2.164 billion rubles.[2]
The winner of new tender should render services in installation of the network and infrastructure equipment, specialized interactive devices, the equipment of educational classes. In addition, the contractor will have to instruct and prepare personnel of educational institutions – system administrators and teachers. In addition ensuring uninterrupted access for users to the electronic educational environment using a hardware and software system or its separate components installed in the building of educational institution is required.
Aggregate term of rendering services - 2,210 calendar days (about 6 years). 1125 educational institutions participate in the project.
The electronic educational environment — this uniform educational field in which electronic devices of pupils and teachers, the interactive equipment and also information systems of educational institutions are integrated among themselves. It was put into operation in September, 2016.
The previous year in similar tender (first stage) the victory was won by Moscow Telecommunications Corporation (COMCOR, a trademark of AKADO Telecom). At the initial cost of works in 1.245 billion rubles, the operator reset the contract price to 840 million rubles (decrease more than 30%).
Communication channels for data exchange between medical institutions
The telecommunication corporation "COMCOR" (trademark of AKADO Telecom) by request of the Department of Information Technologies (DIT) of the city of Moskvy organized connection of clinics by Nova Moskvy to a single network of medical institutions of the capital. The project is implemented within the Information City program.
Works are begun in the summer of 2017: AKADO Telecom set about 4 thousand universal ports in clinics. Capacity of communication channels is enough for information exchange with profile databases, for communication with service of emergency medical service and also for the organization of work of the information booths allowing patients to register independently in acceptance to doctors. Now communication channels are constructed in 48 clinics by Nova Moskvy.

The high-speed Internet in libraries of Moscow
On December 7, 2017 the telecom operator of Comcor (a trademark of Akado Telecom) announced the Department of Information Technologies (DIT) of the city of Moscow connection of 234 libraries to the high-speed Internet. This upgrade will allow to develop in libraries services and services for inhabitants.
ADSL technologies and radio channels on which communication in libraries was provided earlier replaced with modern technology of communication for fiber lines. It will give the chance to implement the automated library information system and to integrate all capital reading rooms in a uniform information field. Residents will receive the uniform electronic book directory and will be able to issue the subscription giving access to all libraries of the capital. Also reading rooms will connect to the national digital library (NDL) with big base of the digitized books. Regarding internal infrastructure construction of WiFi network for connection of different local devices of staff of libraries, monitoring devices and accounting and also creation of separate access for visitors is planned.
The project is implemented on service model of service at which the city orders and pays services, controlling their quality, and the operator undertakes all obligations, works and expenses for its providing, including construction of infrastructure, technical maintenance and service. On the DIT service model of Moscow connected already more than 1.6 thousand city objects, such as clinics, sports and educational institutions, executive authorities.
WiFi at sports schools of Moscow
On November 20, 2017 the telecom operator of Comcor (a trademark of Akado Telecom) announced connection of Wi-fi network for sports schools of the city of Moscow.
The project is implemented using service model of service: the city signs large contracts with operators within whom it is possible to order communication services in that configuration and to those addresses where they are necessary. Depending on requirements organization can select for itself the optimal speed of the Internet, function of a guest access, content filtering and other additional options. And if the sport school moves, the city just refuses service in one address and orders it in a different way. All expenses on equipment installation and its setup are born by the operator.
WiFi will work in premises depending on requirements of this or that sports school: in common areas, gyms and on training platforms. Specialists of Akado Telecom already conducted examination of objects, defined the most suitable places for installation of spot jotas and began their installation. Average speed of the Internet at sports schools is enough to watch video or to communicate by voice or video conference. The name of network will be a miscellaneous for each of sports schools, however, the procedure of authorization uniform.
Now the wireless internet is available in nine buildings in the south, the West, the northeast and in the center of Moscow. In them there are 468 access points. Free Wi-Fi will appear at 18 sport schools in different districts of the capital. The works on connection are going to be completed in the middle of the next year. Thus, wireless Internet access will be got by about a quarter of the sports schools subordinated to capital Department of sport and tourism.

Akado Telecom constructed communication channels for stations of blood transfusions of Moscow
On November 2, 2017 the telecom operator of Comcor (a trademark of Akado Telecom) announced creation of data transmission channel for objects of the Moscow Department of Healthcare.
All 17 stations and departments of blood transfusion of the capital are connected to service. Use of communication channels with high capacity will allow to optimize work of staff of the stations and by that to increase service rate of donors. The project is implemented by request of the Department of Information Technologies (DIT) of the city of Moscow.
The service is organized on fiber-optical network "Akado Telecom". Its technical capabilities provide capacity of channels to 20 Mbps. It is enough for more operational personal data processing at execution of the procedure of blood donation and fast information exchange between organizations.
Akado "dropped" by 400 million rubles in the tender for access of schools of Moscow to electronic textbooks
The department information technologies of the city Moscow summed up the results of the tender for uninterrupted access of capital educational institutions to the electronic educational environment. Department selected 1.245 billion for these purposes rubles, the corresponding competition was announced on March 17, 2017.[3]
On tender 8 requests from the companies"Aquarius", "Sitronics" Moscow Telecommunications Corporation (COMCOR, trademark of AKADO Telecom), "LANIT-Integration","Moscow City Telephone Network", Prodzhekt Sapport, "Globus-Telecom" and "Rostelecom" arrived.
Requests were estimated on three indicators. The price (the importance - 60%) was the main criterion, then quality characteristics of a subject to purchase (30%) and qualification of the participant (10%) were considered.
Taking into account all these criteria the greatest number of points was received by the Moscow Telecommunications Corporation which suggested to execute the contract for 840 million rubles (decrease more than 30%). It was also announced by the winner. The Prodzhekt Support company got the second place, the third - to Rostelecom.
Within the contract the contractor of the project will have to inspect about 1.5 thousand educational institutions. For 646 objects works on installation and setup of the network and infrastructure equipment are planned, at 694 schools interactive devices and jobs of teachers should be configured.
Besides, within training of personnel it is necessary to prepare remote rates and to develop distributing materials. The corresponding training there will have to undergo both system administrators, and teachers. In addition the obligation for ensuring smooth operation of the hardware and software systems set in buildings of educational institutions will enter tasks of the winner of competition.
All services are expected 2100 calendar days (about 5 years and 9 months).
The electronic educational environment — this uniform educational field in which electronic devices of pupils and teachers, the interactive equipment and also information systems of educational institutions are integrated among themselves. It was put into operation in September, 2016.
Now the set of electronic educational resources is also available to pupils. Electronic training materials, in particular, can be found on the websites of the Federal center of electronic educational resources, the Moscow media library of educational resources, the Single window of access to educational resources , etc.
In January, 2017 for work of schools with the DIT electronic educational environment of Moscow bought interactive boards, notebooks, servers and the other equipment. The amount of purchase then was 5 billion rubles. In total for these purposes within the next three years it is going to spend 16.5 billion rubles.

JSC COMCOR (trademark of AKADO Telecom) will provide with a communication channel to 10 Gbps offices of capital authorities: the provider is recognized in the summer of 2013 by the winner of an open competition on the right of the conclusion of the government contract to rendering services of telecommunication for executive authorities of Moscow. The customer of the tender - the Department of Information Technologies (DIT) of Moscow.
According to the contract of COMCOR will organize the selected inter-chip digital links with capacity of Nx64 of kbps and speed from 64 kbps to 622 Mbps. Besides, the virtual allocated channel with a speed from 64 kbps to 10 Gbps will be available to users. Its use will allow to organize a voice communication, video conferences, to transfer stream video and to work with databases online.
Virtual private networks (VPN) which COMCOR will also build according to the agreement with DITOM will ensure safety of information transfer, will give the chance to integrate different business applications, to exchange files and messages in network, will open access to subscribers to corporate information Web servers.
The provider will provide Internet connection without restriction of volume of traffic with a speed up to 10 Gbps with content filtering and will select to subscribers up to 256 IP addresses. Thanks to installation of a universal radio port consumers will be able to use wireless Internet access according to the IEEE 802.11b/g/n standard not only inside, but also outside buildings in necessary coverages a radio signal. For protection of personal data the provider will provide necessary cryptoprotection.
The period of communication services provision within the government contract - from September, 2013 to December, 2015. The initial cost of the contract is 223,432,400.00 rubles.
Internetization of executive authorities will promote improvement of service quality of the population and legal entities, to increase in their knowledge, strengthening of interaction between the power and society, increase in management efficiency of executive authorities.
