Biography
Vladimir Savkin was born in 1977 in Bryansk.
He graduated from the Physics Department of Moscow State University. M.V. Lomonosov, has the degree of candidate of physical and mathematical sciences.
He began his career at one of the universities of the Netherlands, where he was engaged in scientific research.
After that, he worked in various system integrators, where he was responsible for the implementation, development and support of ERP systems.
2009: Start at VimpelCom
In 2009, Vladimir joined VimpelCom as the head of the business analysis department of human resources modules. Since 2012, he headed the ERP (Enterprise Resources Planning) department. Since October 2013, he served as Director of Information Technology.
In May 2014, VimpelCom announced the appointment of Vladimir Savkin as Director of Information Technology. In this position, Vladimir is responsible for the full implementation of the new IT strategy of the company. Among the priorities are improving the reliability of IT systems, transforming IT architecture to support all business processes and develop digital channels, improving the convenience of working with us customers, and reducing the time to market new products.
2016: Megafon CIO
In early August 2016, he was appointed director of information technology at Megafon, where he replaced Igor Kosyrev, who left the company.

2018: Transfer to Sibur
At the beginning of 2018, Vladimir Savkin began work at Sibur as director of the Information Technology and Business Information function. He participated in a project to transfer the bypass and repair process to a mobile platform, the foundation of which is SAP.
2019: General Director of Sibur IT
In January 2019, Sibur IT announced the appointment of Vladimir Savkin as general director. He combined this work with the position of director of the Information Technology and Business Information function of Sibura, which he previously held.
As general director, Savkin replaced Andrei Burlutsky, who went to work at Novatek to the position of IT director, TAdviser in the company specified.
The company faces a challenge in implementing the Sibur digital transformation program and this requires a strong immersion of Sibur IT in the process of introducing new initiatives, said Vladimir Savkin in connection with the appointment.
The revenue of Sibur IT in 2017 amounted to about 2.9 billion rubles. With this indicator, the company ranks 11th in the ranking of TAdviser of the largest IT-insourcing companies in Russia.

2020
Advisor to Member of the Management Board - Executive Director of Sibur
On April 30, 2020, Sibur announced the transformation of IT processes: all IT and digital competencies of the petrochemical group, as well as directions for the development and operation, digitalization of processes, advanced analytics, industry 4.0, corporate data management are combined in a subsidiary of Sibur Digital. Previously, it was called Sibur IT.
Alisa Melnikova was appointed general director of the company in its new format, replacing Vladimir Savkin as head of the incording subsidiary Sibura. Acting Deputy General Director of Russian Post for IT
On August 7, 2020, the Post of Russia informed TAdviser about the appointment of Vladimir Savkin to the post of acting deputy general director of the information technology company. The appointment is designed to support the momentum of the company's digital development, ensure the work and improvement of the IT infrastructure and the launch of new projects, the purpose of which is to improve the quality of service for Mail customers, the organization says.
This appointment was preceded by the arrest in July 2020 of the deputy general director of the Russian Post for information technology and the development of digital services Sergey Emelchenkov in connection with the case under Part 3 of Article 286 of the Criminal Code of the Russian Federation - abuse of power with serious consequences. The court appointed Emelchenkov a preventive measure in the form of house arrest until September 13. More on the case here.
