The Federal Treasury repeated the technical support contract about Technoserv

• Creation of GIIS of management of public finance "Electronic budget" (GIIS EB). All functions of financial document flow, accounting and the reporting, management of the reference information on the Support platform are implemented.
• Centralization of functions of accounting and property management within upgrade of a departmental system of financial and economic activity.

Features of the project - on the Support platform participate In development of GIIS EB the largest integrators of the country: LANIT, FORS, IBS, etc.

On February 24, 2016 the Technoserv company announced contract signature on rendering services in maintenance of the hardware-software complexes (HSC) of Federal Treasury.

Project Tasks

The public contract works during 2016. Cost of works on the contract more than 900  million rubles.

The hardware-software complex (HSC) transferred to support represents IT infrastructure of the state department as a part of which the equipment, computing means, the system software. On the basis of HSC the automated system of Federal Treasury (AS FK), the system of remote financial document flow (SUFD the Portal), the State integrated information management system public finance "The electronic budget" (GIIS EB) and others functions systems and subsystems placed on department platforms.

The Federal Treasury is provided in all republican, edge and regional centers, the cities and the majority of districts of the subjects of the Russian Federation. Within the contract infrastructure of HSC on Federal Treasury platforms, in Centralnom apparate FK (TsAFK), Interregional operational management of Federal Treasury (municipal educational institution), on the technology platform of the Data Processing Center (DPC) Goznak, in 85 Federal Treasury Departments for territorial subjects of the Russian Federation (Federal Treasury Department) for all territory of the country with a total number more than two thousand is supported.

Project Development

On December 23, 2016 it became known of continuation of the project of support by Technoserv company of IT infrastructure of Federal Treasury. The amount of the agreement for 2017 ~ 934 million rubles.

In the course of the tender from the contract the company integrator pushed aside Servionica and CompuTel.

According to the message of the press service of the company contractor, the volume of the equipment falling under service in maintenance increased, in comparison with 2016^[1].

First, the new contract included the equipment which was serviced according to other government contracts of Federal Treasury, for example, earlier infrastructure at which such systems as the State information system about the state and municipal payments and the State automated information system Management work. Secondly, rather large volume of the equipment in 2017 falls under service maintenance by forces of the contractor in connection with end of guaranty period from the producer. According to Technoserv, the equipment volume added on these points ~ 7% in comparison with 2016. The CNews edition noted equivalence of relative increase in the price of the contract for 26.6 million rubles to a loading amount gain in 3.5%.

In the object list of technical support of management of Treasury in all subjects of the Russian Federation, including the Crimea, Sevastopol, Interregional operational management of department in Moscow, its central office (seven capital addresses), DPC of Goznak and the Moscow DPC for placement of the backup copy Uniform InformSystems in the field of purchases.

Basis of the application software and DBMS of an automated system of Treasury: Oracle E-Business Suite and Oracle Database Enterprise Edition.

The monitoring system and managements consists of hardware and software systems with the servers operating under software of Hewlett-Packard OpenView Network Node Manager and Cisco LAN Management Solution.

The contractor should perform requests of the customer of several types:

• "change requests",
• "service requests",
• "requests consultations",
• "offers information".
