Biography

Was born on August 11, 1981 in Moscow. In 2004 graduated from the Moscow Aviation Institute majoring in Applied mathematics, and in 2009 – Institute of psychology of the Russian State University for the Humanities in Psychology.

From 2002 to 2004 – the engineer of Federal State Unitary Enterprise Tsniiatominform of Ministry of Atomic Energy of Russia.

2009: Deputy chief of management of FMS

In 2009-2011 held positions of the head of department and deputy chief of information management of FMS.

2011: The deputy director of department in the Ministry of Telecom and Mass Communications

From 2011 to 2012 – the associate director of department of state policy in the field of creation and development of the electronic government of the Ministry of Telecom and Mass Communications.

2012: The department director in UEC

In 2012-2013 – the director of the department of technical development and information security of Universal Electronic Card company.

2013: The beginning of work in Rostelecom

Works in Rostelecom since 2013. In 2015 headed the Center of strategic innovations of the company. Was responsible for strategic analysis and development of the perspective directions of business in the conditions of globalization and digitalization of economic and social processes.

Glazkov took part in creation and development of Electronic government, the state system of passport and visa documents of new generation and in other projects of national scale.

Is the head "Smart City" of the Interdepartmental working group at the Ministry of Telecom and Mass Communications of the Russian Federation on preparation of the draft of the federal program "Digital Economy".

2017: Appointment as the vice president of Rostelecom

On July 18, 2017 the Rostelecom company announced Boris Glazkov's appointment the vice president. In a new position development and implementation of the strategic initiatives aimed at leadership of the company in creation of digital economy in Russia, coordination of development and promotion of digital technology platforms of Rostelecom necessary for this purpose became its key tasks.

As the vice president of Eyes is also engaged in creation and management of the center of industrial competences on digitalization of the industries and in the "smart city" direction.

In addition, Boris Glazkov headed the project on formation and development of a corporate system of "open innovations", is responsible for promotion of the program of the innovative development of the company in state agencies.

2019: Head of Architectural council for a 5G

In the summer of 2019 the vice president for strategic initiatives of PJSC Rostelecom Boris Glazkov together with the director of special orders of Rostec Group Vasily Brovko headed newly created Architectural council for a 5G. Read more here.
