Petersburg allocated 1.2 billion rubles for the installation of hundreds of road cameras
In October 2024, it became known that the authorities of St. Petersburg allocated ₽1,2 billion for the installation of hundreds of road cameras, which will record violations of traffic rules (SDA). The corresponding competition was announced by Smolny in July 2024, and it is assumed that 300 photo and video recording complexes will be placed at 180 addresses in different areas of the city. This information follows from the tender documentation published by the City Monitoring Center (GMC).
According to Kommersant, the contractor selected according to the results of the competition undertakes not only to install cameras, but also to lease them for two years. On average, renting one complex costs the city budget ₽1,8 -2 million annually. All equipment will be integrated into the Web system, designed to record traffic violations, solve crimes related to car theft, and search for car owners hiding from road accidents.
Photo and video recording complexes will be installed in accordance with the list, which is annually formed by TRAFFIC POLICE the Main Directorate MINISTRY OF INTERNAL AFFAIRS Russia for St. Petersburg and on the Leningrad Region basis of an analysis of places with a high concentration of road accidents. These cameras are designed to record various violations, such as speeding, improper parking, oncoming lane and other cases of traffic violations.
Vice-Chairman of the MOOZPP "Committee for the Protection of the Rights of Car Owners" Alexander Holodov expressed the opinion that renting road cameras is an ineffective model for the city. According to him, if the cameras do not record a sufficient number of violations, the city can suffer losses. He also noted that camera locations are often chosen not on the basis of accident statistics, but for a commercial purpose - where drivers are more likely to violate the rules, but do not create a real safety threat.[1]
Almost 11 billion rubles were allocated to increase the number of road cameras in St. Petersburg
At the end of August 2024, it became known that almost ₽11 billion were allocated to increase the number of CCTV cameras in St. Petersburg. These funds are aimed at expanding the video surveillance system and fixing traffic violations, as well as improving safety on the city's roads in 2025. The project provides for the installation of additional cameras as part of the law and order program in the region.
According to Фонтанка.ру, by the end of 2024, 102 thousand video surveillance cameras will operate on the streets of St. Petersburg. In 2025, it is planned to increase this number by 13 thousand units, which will require additional funding in the amount of ₽568 million. The total amount of funds allocated for the implementation of the video surveillance system will amount to ₽10,9 billion. By 2027, the number of cameras in St. Petersburg will reach 140 thousand units.
An important part of the project is the installation of 1,500 complexes for fixing traffic violations by the end of 2024. According to the traffic police, in 2023 the number of road accidents in St. Petersburg decreased by 33% compared to 2020, when the active installation of cameras began. Also, mortality on the roads decreased by 47%, which confirms the effectiveness of the use of automatic recording systems.
Financing this project also contributes to significant economic results. It is estimated that in 2024 and 2025 the system will bring in about ₽5 billion annual income through fines, while the cost of maintaining it will be about ₽3 billion. Thus, the net profit from the functioning of the system will amount to ₽2,1 billion in each of these years.
The security program also includes the installation of 182 new complexes of the regional public warning system, which will cover 83% of residents. In 2023, photo and video recording systems (FVF) in St. Petersburg revealed 10 million traffic violations (SDA), which is 10% higher than a year ago (9 million cases). Partly thanks to traffic cameras on the roads of the city, accidents have decreased. This was reported in January 2024 by the St. Petersburg Committee on Informatization and Communications.
Employees of the City Monitoring Center for 2023 installed more than 390 complexes, thereby expanding the FVF system by almost 40%. Cameras appeared at 78 intersections, and a large-scale project was also implemented to install complexes on Nevsky Prospekt. In general, 922 stationary and 44 mobile devices are operating in St. Petersburg by the beginning of 2024.
Despite the increase in recorded violations, the total number of road accidents (road accidents) in St. Petersburg at the end of 2023 decreased by 3.3% compared to 2022. The committee notes a trend towards a decrease in road accidents, which began in 2021, when their number decreased by 4.2% compared to the previous year. In 2022, the decline occurred by another 16.5%, and the death toll in road accidents decreased by 38.6%.

In mid-December 2023, it became known that approximately 20 thousand video cameras with artificial intelligence algorithms were put into operation in St. Petersburg. Such devices facilitate the work of city services, helping, among other things, to monitor garbage collection and incorrectly parked cars.
According to the Vedomosti newspaper, the project to launch smart surveillance cameras is being implemented by the City Monitoring Center (GMC) of St. Petersburg together with SoftLogic, which connects equipment. The system will allow you to control the cleaning of roads from snow and ice in winter, monitor overcrowded garbage containers, and also fight graffiti on the facades of buildings. In addition, the appearance of AI cameras is expected to help reduce the number of traffic violations.
The GMC notes that the video surveillance platform used combines cameras belonging to the city. As of December 12, 2023, their total number exceeds 88 thousand, including more than 11 thousand integrated cameras of third-party video surveillance systems: these are, in particular, video cameras of the metro, train stations, Pulkovo airport, Gazprom Arena stadium, etc. Cameras belonging to commercial structures, such as banks, shopping centers and hotels, are not included in the system.
Vice-Governor of St. Petersburg Stanislav Kazarin noted that by the end of 2023 the number of city CCTV cameras in St. Petersburg will reach 90 thousand. Upon request, video recordings from such devices can be provided to law enforcement officers, law enforcement offices and other structures authorized to work with information of this kind. At the same time, any citizen can leave an application for the preservation of a video archive about an incident that affects his rights and freedoms.[5]

The identity of the citizen is identified on the basis of two biometric parameters: the 3D image of the face and the iris of the eye. The verification process itself takes 3-5 seconds. At the same time, the system is able to recognize a person with 100% accuracy even if he changed his appearance with a wig, glasses, beard, etc., as well as with head tilting and natural aging, according to Roselectronics and NPO Impulse.
The function of accounting for the number of passengers entering and leaving the bus is also implemented. In addition to statistical information, it is able to control the opening and closing of doors, which will allow you to abandon special sensors.
The data enters a single repository and can be accessed at the request of law enforcement. Passenger facial recognition system is planned to be integrated with the transport control system, which will allow managing its load.[6]
2016: AT Consulting creates a network of 12.2 thousand video cameras in five districts of the city

The project was carried out within the framework of the city program of St. Petersburg "Automated information system for ensuring life safety."
During the project, a network of 12.2 thousand video cameras was created in five districts of the Northern capital: Frunzensky, Kalininsky, Kurortny, Krasnogvardeisky and Vyborg. To provide video surveillance, AT Consulting installed 865 access point cabinets, laid 550 km of fiber-optic communication lines and 80 km of copper cable.
CCTV cameras are installed on residential buildings, schools, kindergartens. The location was chosen to provide observation in educational institutions and playgrounds, to cover the territories with the most criminogenic situation. The technical characteristics of the installed cameras (IR spotlights, resolution up to 1920 × 1080 and at least 18-fold magnification) allow visual control with maximum quality and in any weather conditions.
The joint team of PJSC Rostelecom and AT Consulting carried out commissioning work, ensured the broadcast of video data in the Central Control Department of the City Monitoring Center of St. Petersburg. Rostelecom PBXs, where video streams are multiplexed, have been upgraded with additional active network equipment.
Video surveillance systems provide operational round-the-clock monitoring of the situation on the streets and territories in real time. The functions of maintaining a semantic video archive and providing emergency response services with access to information from cameras as part of operational-search measures are implemented.
