Biography

Nadezhda Ivanovna Mashkova was born in the settlement. Sheds of the Ryazan region on January 6, 1981.

Education

In 2004 graduated from Financial academy (since 2010 - Financial University under the Government of the Russian Federation).

Career

In 2010 - 2012 worked in department of the special economic zones (SEZ) and project financing of the Ministry of Economic Development where held a position of the head of department of strategic development of the SEZ and project financing.

In October, 2012 it was appointed the deputy minister of investments and innovations of the Moscow region, but in June, 2013 it was dismissed at own will and returned to the Ministry of Economic Development.

During work in the Moscow region government was the vice-chairman of the supervisory board of the Dubna SEZ.

In 2013 - 2014 Mashkova worked as the associate director of department of the administration of the Ministry of Economic Development, and in 2014 - 2016 — the associate director of personnel department and organizational development.

On August 31, 2016 Nadezhda Mashkova was appointed the director of the department of state regulation in economy.

This department coordinates creation of the multifunction centers of providing state services, prepares the conclusions on drafts of administrative regulations of providing state services, performs methodical ensuring transition to interdepartmental and inter-level interaction in electronic form when providing state services, prepares offers on optimization of structure of state functions and state services, their transfer to an electronic form.

In addition, Mashkova's department is responsible for functioning of the portal of open data of data.gov.ru.

Till June, 2016 the department of state regulation was headed by Alexey Hersontsev who passed into Federal Accreditation Service. The former head of Federal Accreditation Service Savva Shipov since June, 2010 works as the Deputy Minister of Economic Development and supervises department of state regulation. Before this castling the department submitted to other deputy minister of economy - to Oleg Fomichev.

According to the interlocutor of TAdviser familiar with activity of the Ministry of Economic Development, Mashkova's appointment to a post of the department director became unexpected. It was supposed that it will be headed by the deputy director of this department Pavel Malkov. Consolidation of department of state regulation and department of assessment of the regulating influence under the leadership of his director Vadim Zhivulin was one more discussed scheme.
