Alexey Igorevich Hersontsev was born on August 21, 1980 in of Forest Sverdlovsk region.

Career

In 2008 - 2010 — the head of expert and legal group on questions of the property relations, the vice president of ANO Center of Public Reforms.
Transition to the Ministry of Economic Development
In 2010 Hersontsev was appointed the director of the department of assessment of the regulating influence of the Ministry of Economic Development of the Russian Federation, and since November, 2011 — passed to a post of the director of the department of state regulation in economy.
Key activities of department - decrease in excess state regulation, quality improvement of providing state services, increase in efficiency and openness of authorities.
In particular, Hersontsev's department coordinates creation of network of the centers of providing state services [1] (MFC), maintains the Federal Register of Public Services (FRPS), prepares the conclusions on drafts of administrative regulations of providing state services by federal authorities, performs methodical ensuring transition to interdepartmental and inter-level interaction in electronic form, prepares offers on optimization of structure of federal state functions and state services, their transfer to an electronic form.
Under the leadership of Hersontsev the vashkontrol.ru portals (for quality evaluation of rendering state services), data.gov.ru (open state data) and regulation.gov.ru (public discussion of projects of regulatory legal acts) were started.
Its department is engaged in methodical maintenance of development of Management state automated system, prepares offers on reforming and development of a system of civil service, optimization of number of officials, optimization of implementation of the state control (supervision) and municipal control.
The subject of optimization and informatization of state control was one of main in Hersontsev's performances in 2014-2015[1].
"In the course of informatization of the state departments it is possible to select several stages. Everything began with implementation of the electronic document management systems (EDMS) and establishing interdepartmental exchange of documents (MEDO). Then all forces were thrown on development of electronic public services and interdepartmental electronic interaction (SIEI). Leaving the Ministry of Economic Development
On December 24, 2015 four sources of TAdviser reported that in the next few days Alexey Hersontsev will leave a post of the director of the department of state regulation in economy.
According to the interlocutor in one of federal agencies and also a source close to the Ministry of Economic Development, Hersontsev can be appointed to a post of the head of Federal Accreditation Service (subordinated federal service Ministry of Economic Development), and Savva Shipov, the current head of service, will return to the Ministry of Economic Development (in 2010-2011 he headed the same department, as Hersontsev).
The declaration of staff movements can be made after New Year's holidays.
Two interlocutors of TAdviser say that Shipov after castling can hold a post of the department director which will be left by Hersontsev. One source predicts its appointment to the post of the Deputy Minister of Economic Development.
Hersontsev's appointment the head of Federal Accreditation Service was not approved in government office yet, one of interlocutors of TAdviser knows.
Officials and experts estimate Hersontsev's activity at Minekonomirazvitiya differently. The representative of federal agency says that he - "one of the most competent and efficient staff of the ministry" which "pulled 90% of work in the block of [Deputy Minister of Economic Development Oleg] of Fomichev" "pulled out itself, the work a subject with MFC and open data".
Other interlocutor considers that development of MFC - not the merit of Hersontsev, but his command "and qualitative made nothing essentially new and hardly could". According to one of respondents of TAdviser of experts, the portal of open data is completed extremely insufficiently, and the methodical recommendations of the Ministry of Economic Development about open data "to put it mildly do not correspond to modern realities".
Besides, interlocutors of TAdviser speak about cross ratios of Hersontsev with the block of the electronic government in the Ministry of Telecom and Mass Communications.
The Ministry of Economic Development did not begin to comment on the planned shifts, having said that information on personnel appointments is published on the website of the ministry.
Appointment as the head of Federal Accreditation Service
On June 10, 2016 the order of the prime minister Dmitry Medvedev Alexey Hersontsev was appointed the head of Federal Accreditation Service (subordinated federal service Ministry of Economic Development).
Other order of June 10, 2016 the former head of Federal Accreditation Service Savva Shipov was appointed the Deputy Minister of Economic Development.
