Biography

Savva Vitalyevich Shipov was born on January 15, 1980 in the city of Kaliningrad.

From 1999 to 2002 worked at positions of the specialist of the I category, the leading specialist of State and legal department of the Ministry of affairs of federation, national and migration policy of the Russian Federation.

In 2001 graduated from the Moscow state legal academy.

From 2001 to 2002 – the expert of the working group of the Commission under the President of the Russian Federation in preparation of offers on differentiation of areas of jurisdiction and powers between federal public authorities, public authorities of territorial subjects of the Russian Federation and local government authorities.

From 2002 to 2007 worked at positions of the lawyer, head of legal service, the associate director of ANO Center of Legal Support of Local Government.

In 2005 protected at Institute of the state and the rights of the Russian Academy of Sciences the thesis for a degree of Candidate of Law Sciences (in the constitutional and municipal right).

From 2006 to 2008 Savva Shipov is the expert of the interdepartmental working group on questions of the federal relations and local government of the Commission under the President of the Russian Federation concerning improvement of public administration.

In 2007-2008 – the president, the head of expert and legal group on questions of the state construction and local government of ANO Center of Public Reforms.

2008-2009: Ministry of Regional Development

In 2008 Shipov was appointed to a position of the associate director, and then director of the department of development of the federal relations and local government of the Ministry of Regional Development of the Russian Federation. Till 2008 Savva Shipov's father - Vitaly Valentinovich Shipov who worked as the Deputy Minister of Regional Development of the Russian Federation was a curator of this department.

2009-2011: Ministry of Economic Development

At the end of 2009 Shipov received the offer to head newly created in Ministry of Economic Development Russia department of state regulation in economy.

The main objectives of new division included carrying out administrative reform, quality improvement of rendering public services (including, electronic), creation of a system of interdepartmental electronic interaction, creation of the multifunction centers of providing state services, optimization of control and supervising functions of the state, including in the field of accreditation.

Under the leadership of Shipov the regulatory legal acts regulating interdepartmental electronic interaction, quality requirements of providing state services, a possibility of the appeal of actions of officials and their depremirovaniye were developed.

To officials who directly contact to citizens (issue references, leave with check and so on), special requirements should be imposed. Their work can be estimated regarding compliance to standards of provision of services. Therefore it is quite possible to apply the method connected with encouragement or, on the contrary, a depremirovaniye based on work to such category of officials. I think, this issue will be resolved in each authority differently, but we will offer the general approaches. Rules at which violation the bonus level automatically decreases should be registered, - Shipov in an interview to the Izvestia newspaper in March, 2011 said[1]

Any innovations directed to increase in openness of authorities are unprofitable to bureaucracy. From this point of view we constantly feel counteraction on our work connected with quality improvement of providing state services, optimization of control and supervising activity of authorities. 2011-2016: Federal Accreditation Service

In November, 2011 Savva Shipov was appointed to the position of the Head of the Federal Accreditation Service.

We will accredit certification bodies, the test centers and the expert organizations. To be exact – those who issue the different documents perceived by the state and citizens as legally significant including certificates of conformity. But sense of all these documents in one: eventually to provide to the consumer a guarantee of compliance of goods to the set requirements. No matter, who consumer and what product: if for it any requirements are set, the state should have the system of measures that these requirements were observed. And Federal Accreditation Service, maybe, not the most important, but absolutely necessary element of this system, - Shipov in an interview to the Vedomosti newspaper in February, 2013 said[2]

In July, 2015 the Kommersant newspaper wrote that the Federal Accreditation Service deprived of accreditation of 1245 participants of the market of conformity assessment. From them a considerable part was engaged in assessment of food products, machines and the equipment, home appliances and also monitoring of quality of the environment. It was talked of 943 testing laboratories, 174 organizations performing works in the field of ensuring unity of measurements and 128 certification bodies. These are about 10% of a total quantity of the organizations working in this sphere. Again the companies will be able to undergo accreditation and to get access to the market in two years[3].

2016-2020: Ministry of Economic Development

In December, 2015 four sources of TAdviser reported that in the near future Alexey Hersontsev will leave a post of the director of the department of state regulation in economy of the Ministry of Economic Development, and Savva Shipov will be appointed to its place.

Hersontsev, according to the interlocutor in one of federal agencies and also a source close to the Ministry of Economic Development, can be appointed to a post of the head of Federal Accreditation Service (subordinated federal service Ministry of Economic Development).

One of respondents of TAdviser of sources predicted Shipov's appointment to a post of the Deputy Minister of Economic Development. The Ministry of Economic Development did not comment on the planned shifts.

Appointment of the Deputy Minister of Economic Development

On June 10, 2016 the order of the prime minister Dmitry Medvedev Alexey Hersontsev was appointed the head of Federal Accreditation Service (subordinated federal service Ministry of Economic Development). Other order of June 10, 2016 the former head of Federal Accreditation Service Savva Shipov was appointed the Deputy Minister of Economic Development.

In the Ministry of Economic Development Shipov supervised activity of departments of public administration, control and supervising and allowing activity, assessment of the regulating influence and also the legal basis of digital economy and legal department.

Within the Digital Economy national program Shipov directs the federal project "Normative Regulation of a Digital Medium".

As for the adopted bills, so far their two. One makes the changes in the Civil code relating to electronic transactions. This bill was entered by deputies, but to the second reading included the bill prepared by the government within the program digital economy resolving close issues that became a good example of joint work of legislative and executive power. The second – the government bill which concerns tax preferences. The first adopted bill already passed through the working group and was estimated as meeting expectations, the second should pass soon such assessment by the Working group of ANO Tsifrovaya ekonomika that whether business defined everything assigned tasks were reached

Some more bills are under consideration in the State Duma now, i.e. they are brought to high degree of readiness. Rub from them – about digital financial assets, about crowd funding and about register model in licensing – are already accepted in the first reading, work on their preparation for consideration in the second reading is now conducted. One more bill was entered on March 1, 2019 and devoted to questions of use and storage of electronic documents. Also since April 10, 2019 in the Duma there is a bill of so-called "insurance brokers", it is designed to settle the status of work of insurance agents, brokers on the Internet when rendering services of insurance

Also we prepare for submitting for examination of deputies still a number of bills. One of them concerns use of 3D models when patenting inventions. It is already difficult to register patents using old tools, it is necessary to give the chance to use the modern software, in particular, three-dimensional models. Leaving the Ministry of Economic Development

On February 10, 2020 the Vedomosti newspaper with reference to own sources reported that Savva Shipov announced to staff of the ministry plans to leave the post. The source of TAdviser familiar with Shipov confirmed this information, having added that it "leaves exactly from there, but not somewhere".

Questions which were supervised by Shipov can be partially transferred to Alexey Hersontsev who combines a post of the Deputy Minister of Economic Development and head of Federal Accreditation Service, Vedomosti writes and the interlocutor of TAdviser confirms.

But it only before Hersontsev's leaving, - notes a source of TAdviser. - So far it is not known. But observers will not be surprised when (and if) it occurs

Information on possible appointment in the Ministry of Telecom and Mass Communications of the Russian Federation

Two sources, one of which Savva Shipov's acquaintance, another - the employee of the Ministry of Telecom and Mass Communications, was announced TAdviser on February 17, 2020 its possible future appointment of digital development of Maksut Shadayev as the deputy minister.

Among the directions for which Shipov in case of appointment will be responsible there can be superservices and formation of a regulatory framework for development of digital economy.

Family

The father - Vitaly Valentinovich Shipov - since December, 1991 held a post of the mayor of Kaliningrad. In 2002-2004 worked as the deputy of German Gref, the Minister of Economic Development and Trade of the Russian Federation of that time. In 2005-2008 worked as Vladimir Yakovlev and Dmitry Kozak's deputy, Ministers of Regional Development of the Russian Federation of that time.
