According to the Bank of Russia report on financial stability for the fourth quarter of 2023 - the first quarter of 2024, the activity of Russian users in the crypto assets market has increased significantly. For two quarters, the total web traffic of Russian users on the sites of the largest crypto exchanges, p2p sites and exchangers increased by 16% compared to the previous half of the year.
As noted in the report, the volume of transactions with cryptocurrencies attributable to Russians during the same period increased to 4.5 trillion rubles. 2022: The Prosecutor General's Office began to control the development of the Digital Economy

Relevance of digital transformation
As of September 2017, separate components of the digital environment have been created in the prosecutor's office, a number of departmental and state information systems are functioning to solve local problems.
However, most of the operated departmental information systems were created more than 10 years ago, are outdated, poorly integrated solutions implemented mainly on the basis of imported technologies using different principles, and basically ceased to correspond to the modern pace of development of the digital economy.
The result of the existence of decentralized management practice in the field of informatization of the prosecutor's office was the lack of uniform standards for the development and operation of information resources and systems, their fragmentary accounting and the insufficient level of use of best practices and standard design solutions.
Maintenance of the main information resources necessary for the implementation of all stages of supervisory activities is carried out by various bodies of the prosecutor's office, as well as other state authorities in terms of their competence. At the same time, the formation, updating and maintenance of these information resources is carried out by various participants using their own software solutions that are poorly integrated with each other. Differences in the frequency of updating, the rules for processing information sources and the composition of stored information give rise to the simultaneous existence of several different datasets.
The absence of open interfaces and a unified system for delimiting access rights to information resources and systems leads to the need to enter all changes by operators in manual mode, which reduces the speed of updating information and may cause errors caused by repeated data entry.
Digital Transformation Goals and Objectives
The goals of digital transformation are to increase the efficiency of the prosecutor's office, create conditions for the operational implementation of supervisory functions in connection with the digitalization of supervisory facilities, ensure the sustainable and uninterrupted functioning of its own digital infrastructure, and increase its information security.
In addition, digital transformation should ensure readiness for changes in the public political and economic situation associated with the transition to a digital economy.
Other goals include the transition to a service model of owning and developing its own digital infrastructure; development of free, sustainable and safe interaction of the prosecutor's office with citizens, organizations, civil society institutions, state authorities and local self-government bodies.
To achieve these goals, it is necessary to solve tasks in a number of priority areas.
Direction 1. High-tech oversight
High-tech supervision is the formation on the basis of comprehensive optimization of the implementation of supervisory functions of a single safe digital platform to ensure electronic interaction of prosecutors of all levels with each other and with other government agencies, the introduction of modern mechanisms and technologies for combating cybercrime and offenses in the digital environment.
The main tasks are:
- participation in improving the legal, scientific, methodological and organizational and technological support for automated assessment of the quality of law enforcement agencies;
- improving the efficiency of supervision by introducing modern and promising information technologies for processing primary information in all types of supervisory activities;
- improving the efficiency of the prosecutor's response to violations of the law, eliminating the causes and conditions contributing to them;
- reduction of response time to incoming requests;
- ensuring timely, including remote, receipt of objective, complete and reliable information on the state of legality and work on the prevention of offenses and crimes;
- improving the validity of decisions made within the framework of the performance of supervisory functions on the basis of automated identification and accounting of characteristic patterns corresponding to violations in the established sphere of supervision, preparing recommendations for the implementation of the audit taking into account the identified patterns.
Direction 2. Digital infrastructure
Digital infrastructure - ensuring the implementation of a new quality of electronic interaction of prosecutor's offices at all levels with citizens, organizations, government agencies based on the creation of a safe high-tech universal digital environment.
The main tasks are:
- comprehensive optimization and interrelated digitalization of the processes of internal and interdepartmental activities of the prosecutor's office;
- improving legal, regulatory, technical, organizational, methodological and other foundations for the development, implementation, operation and development of existing and newly created components of the digital environment of the prosecutor's office, including state and departmental information systems;
- creation and development of a stable, reliable and secure information and telecommunication infrastructure, which implements, among other things, "end-to-end" technologies of the digital economy and uses existing and newly created Russian data centers, a state unified cloud platform, secure communication and data transmission networks, domestic digital data platforms;
- development and implementation in the activities of the prosecutor's office of all levels of effective mechanisms for ensuring remote interaction among themselves, with citizens, organizations and institutions, state bodies, including using SMEV, MEDO, state integrated data transmission network;
- development of a system for managing regulatory reference information and master data (unified reference books containing information on the structure of the body, lists, headers and classifiers that allow organizing and systematizing information and documents, minimizing the time for entering data into the system, reducing the risks of errors related to the human factor) of the prosecutor's office throughout their life cycle, taking into account the possibility of their meaningful processing in other sectors of the digital economy of the Russian Federation;
- formation of requirements and models for continuous professional development of employees of the prosecutor's office, including using remote educational technologies, on the implementation of their powers, optimization of processes for preparing and making management decisions in the digital economy.
Direction 3. Trust environment
The environment of trust is the provision of technical, organizational and legal protection of the interests of citizens, business and state interests when interacting in the updated digital ecosystem of the prosecutor's office.
The main tasks are:
- improving legal regulation in order to form a unified digital environment (electronic exchange of information) of trust in the ecosystem of the prosecutor's office;
- creation of a system of interaction with citizens, society, organizations and institutions, which allows using modern and promising communication channels;
- development and implementation of mechanisms for monitoring and improving the satisfaction of citizens, organizations and institutions with the degree of protection of their constitutional rights and freedoms, personal and property interests, including from criminal encroachments;
- ensuring the openness, accessibility and reliability of statistical data for citizens and legal entities based on the introduction by the prosecutor's office and the provision of modern digital services to users;
- provision of interaction participants by means of trusted digital remote communications;
- improving the transparency of information support for supervisory processes in compliance with the principle of ensuring the rule of law and reasonable sufficiency in the collection, accumulation and dissemination of information about citizens and organizations;
- Ensuring the access of citizens and organizations to open information on the activities of the prosecutor's office, as well as information directly affecting their rights and freedoms, taking into account the principle of extraterritoriality;
- increasing the level of general confidence of citizens in the activities of the prosecutor's office.
Phases of concept implementation
The implementation of the concept is supposed to be carried out in three interconnected stages.
Stage 1 (2017) includes:
1) a comprehensive assessment of the level of informatization of the prosecutor's office based on an analysis of the existing processes for creating, storing, processing and transmitting information in the prosecutor's office;
2) approval of the Concept of digital transformation of bodies and organizations of the Prosecutor's Office of the Russian Federation;
3) pilot implementation of digital infrastructure components: a unified secure data transmission network of the prosecutor's office; cloud computing platform; a single office of an employee of the prosecutor's office (VDI); a single directory of users of the prosecutor's office; a unified e-mail system of the prosecutor's office; a single portal of the prosecutor's office; services of the prosecutor's office on the EGIGU portal; information security services ;
4) implementation of a risk-oriented approach in terms of organizing certain types of state supervision (control) when registering inspections with the FSIS EPP;
5) modernization of existing interaction services state automated system PS and departmental information systems of law enforcement agencies in connection with changes in the requirements of federal legislation;
6) preparation of proposals for the concept of priority measures to improve legal regulation in order to develop the digital economy and in the plan for the preparation of regulatory legal acts aimed at its implementation;
7) development of regulatory and methodological support for monitoring the implementation of the concept.
Stage 2 (2018-2020) includes:
1) development of a system project for digital transformation of bodies and organizations of the Prosecutor's Office of the Russian Federation;
2) development of private technical assignments for the creation of all components of the digital infrastructure of the prosecutor's office;
3) development and commissioning of: electronic supervisory production; legally significant electronic document management; automated electronic services; a single safe domestic process platform; expanded portal interface for citizens, public organizations, third-party application developers; a unified system for maintaining NSI and master data;
4) creation of a secure system of departmental and interdepartmental interaction;
5) improvement of regulatory legal acts on public disclosure of information;
6) creation of a register of regulatory legal acts for the exercise of supervisory powers;
7) creation in the General Prosecutor's Office of the Russian Federation of an electronic database of regulatory legal and organizational and administrative documents in the field of the digital economy;
8) the introduction of a subsystem of information and analytical data processing using artificial intelligence and "big data" technologies;
9) integration with departmental and external state ICs;
10) formation and maintenance of passports of supervisory and other measures in machine-readable form with ensuring the quality of legal significance;
11) implementation of a unified accounting system, in which the unique interdepartmental identifier assigned to the primary message is a universal accounting unit; exclusion of multiple repeated interdepartmental accounts;
12) the introduction of a system for monitoring and accounting of a chain of all possible decisions made on reporting an incident (crime), from its registration to the sentencing of the court, as well as control over the transfer of criminal cases between the constituent entities of the Russian Federation;
13) creation of a single distributed center for managing the digital infrastructure of the prosecutor's office, which provides, among other things, centralized technical support for users based on the creation of a single center for receiving appeals and incidents;
14) preparation of proposals for the concept of medium-term measures to improve legal regulation in order to develop the digital economy and in the plan for the preparation of regulatory legal acts aimed at its implementation.
Stage 3 (2021-2025) includes:
1) comprehensive automation of supervisory functions;
2) digitization of all services for citizens, state bodies and organizations on the public portal of legal statistics;
3) transition to supervision in "real time" with automatic monitoring of production progress;
4) implementation of the concept of service architecture of FSIS ERP;
5) putting the state automated system into permanent operation;
6) integration with state information resources that carry out migration registration of citizens, accounting of information from tax authorities, operational reference, search and other accounts of the Department of Internal Affairs;
7) completion of comprehensive optimization of the processes of activities of the prosecutor's office and their translation into digital format;
8) development and introduction of promising technologies for identifying participants in the information interaction of the ecosystem of the prosecutor's office, including technologies for biometric identification, multifactor identification on the basis of the federal state information system "Unified system of identification and authentication in the infrastructure, providing information and technological interaction of information systems used to provide state and municipal services in electronic form," and other identification technologies;
9) the introduction by educational organizations of the prosecutor's office of distance learning technologies and e-learning, including in network interaction with other organizations of general and additional education, in all types and forms of activity of students in accordance with the requirements of the digital economy;

The state of information systems of the prosecutor's office in 2017
Departmental Information Systems
AIC "SUPERVISION," designed for conducting departmental workflow and document management in electronic form, including the "Scan" module for in-line document scanning.
AIS "Archival Business of the OP," designed to automate the processes of workflow on the maintenance of the nomenclature of cases, the formation, registration of cases, systematization and reception of cases for archival storage.
AIK "KADRY-OP," designed for distributed accounting of personnel and their personal data, as well as changes in the staffing table of the prosecutor's office.
AIS "Parus," designed to automate tasks in the field of accounting and ensure the financial and economic activities of the prosecutor's office.
AIS "Pension" intended for accounting and maintenance of pension provision for former employees of bodies and institutions of the prosecutor's office and members of their families, including permanently residing outside the Russian Federation.
As of 2017, 1.7 thousand employees are users of these departmental information systems, which is approximately 4.0% of the staff of the prosecutor's office.

State Information Systems
In 2015, the federal state information system "Unified Register of Inspections" (FGIS ERP) was created, operated by the Prosecutor General's Office of the Russian Federation. As of 2017, more than 1,500 prosecutors work in the system, more than 31.5 thousand specialists have been granted access to it by more than 3100 control and supervisory bodies and 80 business ombudsmen.
In order to implement the function of maintaining the state unified statistical accounting of statements and reports of crimes, the state of crime, crime detection, the state and results of investigative work and prosecutor's supervision, a set of measures is carried out aimed at creating a state automated system of legal statistics (GAS PS).
By September 2017, within the framework of the work on the creation of the State Automated System PS, technical design was carried out, special software of the system was developed and implemented within the pilot zone, which provides, among other things, the implementation of format and logic control functions to minimize errors in entering information into primary accounting documents, a single data storage was created and accredited by the Ministry of Communications of Russia Certification Center of the General Prosecutor's Office of the Russian Federation. More than 2.8 thousand employees of the prosecutor's office use a qualified electronic signature in their activities.
Since 2013, the pilot operation of State Automated System PS has been launched in 6 regions of the pilot zone. Since 2015, the pilot zone has been expanded to 27 regions. Access to the resources of the State Automated System PS was provided to more than 30.5 thousand employees of the prosecutor's office and employees of other law enforcement agencies.
In order to increase the openness of information as part of the state automated system, the PS created and operates in test mode the information and analytical resource "Portal of Legal Statistics" (crimestat.ru), which provides users with access to state statistical reporting data at the federal and regional levels.
To ensure access to open information about the activities of federal government bodies, the official website of the Prosecutor General's Office of the Russian Federation (genproc.gov.ru) is located on the Internet segment for federal government bodies and state authorities of constituent entities of the Russian Federation (RSNet network). The site has Russian and English versions. To use the possibilities of interactive communication when organizing the consideration of incoming applications, an Internet reception has been created on the official website of the Prosecutor General's Office of the Russian Federation.
Unified system of interdepartmental electronic interaction
In the prosecutor's office, over a thousand users are connected to SMEV services, of which about 50 are in the central office. In turn, the Prosecutor General's Office of the Russian Federation provides SMEV users with the FGIS ERP service. As a percentage of the number of employees of the prosecutor's office, the connection deficit is 98.0%.
The information systems of the prosecutor's office have been connected to the SMEV since 2014. Developed software for 30 services (50 types of information) of various departments.
Single Secure Data Network
The Prosecutor General's Office of Russia plans to connect all prosecutors in the country, including district ones, to a single secure data network. 1.1 billion rubles have been allocated for these purposes, Interfax writes.
According to Oleg Insarov, head of the legal statistics department of the Prosecutor General's Office, the network will be created this year until December 1. Establishment of the Main Directorate of Legal Statistics and Information Technology

The Main Department of Legal Statistics and Information Technologies was established in the Prosecutor General's Office of the Russian Federation for the most optimal solution of the tasks of implementing a unified technical policy in the creation, implementation and development of information systems in the bodies and organizations of the Prosecutor's Office of the Russian Federation.
On May 12, 2017, by order of the Prosecutor General of the Russian Federation Yury Chaika, Oleg Alexandrovich Insarov, State Counselor of Justice of the 3rd class, was appointed to the post of head of the Main Directorate.
2010: Development of an automated system for forming a consolidated inspection plan and approval of unscheduled inspections
In July 2010, the Prosecutor General's Office of the Russian Federation announced the results of an open tender for the implementation of technological work on the development of an automated system created in 2009 for the formation of a consolidated plan for inspections and approval of unscheduled inspections (AS SPPiVP).
As noted, only one company, Open Technologies 98, expressed a desire to participate in the auction. The company's price offer amounted to 215.6 million rubles. For comparison, the initial value of the state contract was 216 million rubles. Financing of work under the contract is carried out at the expense of the federal budget. However, due to the presence of only one participant, the competition was declared invalid, and in accordance with paragraph 5 of Art. 27 of the Federal Law of 21.07.2005 No. 94-FZ "On the placement of orders for the supply of goods, the performance of work, the provision of services for state and municipal needs," the draft state contract was transferred to "Open Technologies 98."
