Anton Malkov, Galaktika: The largest infrastructure state corporations believed in import substitution

Anton Malkov: In November, 2018 at a meeting with the management Ministries of Defence and the enterprises of defense industry complex the President Russia Vladimir Vladimirovich Putin emphasized that one of key strategic national tasks is diversification of a MIC. The share of civil products in the total production of the defense enterprises should grow to 50% by 2030th year. At the same time the President emphasized that in a priority order it is necessary to create the system allowing to manage diversification process to represent with breakdown by years how many and what civil products will make each defense industry enterprise and for what markets.

Heads of defense industry enterprises confirm that they are ready to occupy niches of civil products, but investment of capital in mastering of new products, technical improvement and involvement of specialists should be justified – it is necessary to see perspective demand. This thought in a recent interview was confirmed by Boris Viktorovich Obnosov, the head of Tactical Missile Armament Corporation, one of leaders of defense industry complex.

We consider that the national digital platform of the industry can become one of key tools promoting diversification of a MIC and development of domestic production. This uniform digital space in which consumers, producers and partners at all stages of lifecycle of hi-tech products will interact. Within this platform the cross-industry services providing implementation of key functions and communications, for example, service of the consolidated order of industrial output or service of management of industrial cooperation should be created.

In these services orders for hi-tech products, and the enterprises of final assembly are placed, based on customers needs and having information on available capacities and technologies at contractors, create the optimal scheme of cooperation and control process of production and performance of contracts. This service will allow to make capacities of the enterprises of defense industry complex available to civil orders. Customers will have an opportunity to study proposals of suppliers with smaller labor costs, and the procedure of rating of participants will lead to improvement of quality and reliability of contract performance.

We note high degree of readiness of necessary technologies for implementation of data of services at domestic developers and we see expediency of use of these ready-made products that will allow not to duplicate initiatives and to reduce time of input of services in action. In particular, Galaktika has exclusive examination on management of production programs and cooperation. The solution of this task is extremely relevant in connection with centralization of management processes in holdings and state corporations now – head contractors of contracts GOZ, VTS and civil products.

Anton Malkov: For 2017 import volume to Russia of products only in category "Machines, Equipment and Equipment" was $69.4 billion of which more than 60% make import of the equipment, mechanical devices and their parts. Implementation of digital services will promote increase in production of domestic production and orders which left abroad earlier. Let's provide that as a result a half of this import will be transferred to domestic production. It is simple to count economic effect for national economy.

Besides defense industry enterprises, having got access to digital services of promotion of products abroad, will be able to attract additional orders and to increase the competitiveness not only on internal, but also in foreign market. Diversification of production will take place without damage to obligations under current contracts. Customers of industrial output, large raw and infrastructure state corporations, will have an opportunity to perform the investment programs based on domestic hi-tech production without failure to meet time constraints and loss of quality.

Anton Malkov: The state pays much attention to the import substitution program. In February, 2018 according to the results of a meeting of the Government commission Dmitry Anatolyevich Medvedev gave assignment to Rosimushchestvo, the Ministry of Telecom and Mass Communications and ANO Competence Center on Import Substitution in the field of Information and Communication Technologies to develop directives on transition to primary use of the domestic software for the state companies included in the list approved by the order of the Government of the Russian Federation No. 91-r, and these are practically all largest companies of the country.

The fund of development of the industry declared determination to finance projects on digitalization of the enterprises, having lowered for them an interest rate for a loan from 5% to 1%. A condition is that the domestic company from the ratings of CNews100, RBK+ and TAdviser100 should be the contractor of the project.

The state selects and active assistance in promotion of the successful and proved companies in the domestic market for implementation of large-scale plans of Digital economy renders. All of us meet joint stands of Minpromtorg of Russia and leaders of the Russian market at the largest industry shows more often and we act as a part of such exposures.

This year the largest infrastructure state corporations believed in import substitution. Confirmation to it is the conclusion of agreements on strategic cooperation in the field of digitalization and import substitution which are signed with Galaktika corporation. Among our dear partners Ural Carriage-Building Plant corporation JSC Russian Railways, State corporation "Rosatom", Tactical Missile Armament Corporation, "Ilyushin Aviation Complex" and many others. A large number of private company also show interest in our products and carry out their comprehensive analysis. We in return actively invest in support of an end-to-end domestic stack. So in November there was a product "Galaktika ERP" with support DBMS Postgres Pro.

The number of projects in the field of digitalization and import substitution grows at very high rates, and Galaktika safely enters in 2019 with global plans of participation in key initiatives of Digital economy.

Anton Malkov: For the last year a number of large-scale projects based on products of the digital platform of Galaktika corporation at the enterprises of the aircraft manufacturing, radio-electronic industry, instrument making, shipbuilding and on one of the largest independent producers of natural gas started.

Since 2016 implementation of the information management system by resources with emphasis on end-to-end production processes for NPO Energomash of the academician V.P. Glushko is performed. This project assumes complex automation of divisions and covers a full range of tasks of enterprise management and holding. We already managed to achieve big results: control blocks by personnel, payroll, planning and operational production management and production logistics are brought into commercial operation.

Energomash – the world leader of rocket engine building with the highest quality requirements, reliability of products and the organization of processes. Our joint project with NPO Energomash sets a high level in the field of digitalization of engineering enterprises of Russia, already now being the platform on exchange of experience in creation of digital infrastructure on production. In particular, in November the enterprise was visited by delegation of ROSATOM State Corporation and also representatives of Roskosmos. The example of Energomash brightly shows ample opportunities of products of Galaktika.

We develop strategic cooperation in the field of import substitution of software with Russian Railways. This year within Industry development center and implementation of information systems (OCVR) the Competence center according to solutions of Galaktika corporation was created. Jointly with specialists of OCVR we are going to implement projects based on the Russian software products for the benefit of holding. Now there is active training of the existing specialists and workforce recruiting for Competence Center.

We continue to expand successfully cooperation with our partner of PJSC Transneft who reviewed the IT strategy for benefit of solutions of Galaktika corporation. From last year we started implementation of the large project on creation of the corporate information system (CIS) of management of production assets. CIS will become a component of a drawing complex of the corporate integrated information management system of Transneft and its child organizations. Also the "Certification and Control of Technical Condition" project is kept unique in the country in terms of approaches and scale.

Together with partners, the leading Russian developers, Galaktika creates a complex of software products for regional and municipal customers.
