2022: DPR and LPR subscribers switched to the Russian telephone numbering system + 7

The Ministry of Digital Affairs on the official website reported that mobile subscribers of the DPR and LPR will now use the prefixes of the Russian numbering system. They will save their numbers, but instead of Ukrainian codes + 38071 and + 38072 they will begin to use + 7 (949) and + 7 (959).

Subscribers switched to the new numbering system from May 7, 2022, the transition occurred without replacing SIM cards. As the Ministry of Digital Affairs reported in an official release, such a step will free the inhabitants of the republics from a communication blockade and allow them to remain in touch with relatives and friends.

The draft resolution was developed in order to implement the federal law of December 30, 2020 No. 533-FZ "On Amendments to the Federal Law" On Communications "(will enter into force on June 1).

Calls from pay phones became free

On November 14, 2019, Rostelecom announced the abolition of fees for intra-zone and long-distance calls from payphones of universal communication service (UUS) to mobile numbers of Russian telecom operators. Thus, from payphones you can call any fixed and cellular numbers in Russia for free.

Rostelecom is the only operator of universal service services in Russia. It has 148 thousand UUS payphones which are located 131 thousand settlements of the country, from them 118 thousand or 80% of total are settlements, villages, villages, villages and auls with the population less than 500 people (data on the middle of November, 2019).

Despite the widespread spread of mobile phones, UUS payphones still remain and perform primarily a social function - this is still the only means of communication in many remote and inaccessible settlements of the country.

Rostelecom says that a significant part of traffic from pay phones is made up of calls to emergency operational services (ambulance, police, fire service, anti-terror). Every call to these services speaks of the emergence of some extraordinary situation on which the life, health and safety of people depends.

Earlier, Rostelecom canceled the fee for Internet access at Wi-Fi points, which are installed in small rural settlements.[2]

In Russia, the telephone density of fixed communications since 2010 year decreased by 5% annually and in 2018 year amounted to 20.8 per 100 people. population (Figure 1). The number of mobile telephone subscribers during this period grew by an average of 2% per year and by 2018 reached 156.3 per 100 people. population, which is higher than in developed countries1 such as Canada (85.9), Australia (112.7), Great Britain (119.6), USA (123.3), Germany (129.1), Japan (133.5), Italy (141.3).

The high density of telephone communications in Russia contributed to the growth in the use of phones in households. According to 2017 data, 99.8% of households had a phone. More than half (55.1%) of them used only a mobile phone, 44.3% - both mobile and stationary devices.

The development of telephony technologies has led to the fact that access to the Internet has become one of the main functions of the use of mobile phones. The population increasingly enters the Internet through cellular and wireless networks. In 2018, 59.8% of the adult population of Russia used cellular communications to access the Internet outside the home or work with a mobile phone (smartphone) (the average annual growth rate for 2015-2018 was 26.6%), wireless - 32.8% (21.5%).
