Digitalization of Rostekhnadzor

In the field of control and supervising activity Rostekhnadzor had a possibility of transition to absolutely new forms and methods of implementation of control actions. Digitalization of these processes will save from routine work of inspectors and will predict risks of accidents at the enterprises.

Rostekhnadzor asks money for implementation of the systems of remote control

Rostekhnadzor develops information systems for control and supervising actions. In particular, department is going to implement a system with the conditional name "Electronic Inspector" and also the system of remote monitoring of technology processes. For implementation of this project the federal service asks the government to allocate it funds for upgrade of IT infrastructure which was practically not updated since 2014 and became outdated "not only morally, but also physically".

The meeting on implementation of the systems of remote control within implementation of reform of control and supervising activity was held on October 23 by the prime minister Russia Dmitry Medvedev.

In the opening speech he noted that control of difficult productions which, in particular, the enterprises in the field of production and processing of coal, oil, gas treat is connected with very large number of checks and a large number of checking. And, on the one hand, these checks are absolutely necessary as it is dangerous productions. On the other hand, any checks can be changed and improved taking into account more modern requirements, scientific and technical progress and technology changes.

Now the system of remote condition monitoring of dangerous objects is tested by Rostekhnadzor together with Rostec corporation. This system allows to obtain information on an object status in the online mode, to reveal deviations which are connected with violation of technology processes, – generally, deviations from normal process parameters. At the earliest stage to predict possible incidents, preemergency situations. And the main thing – quickly to take preventive measures that there were no accidents, - he noted.


Several pilot projects were started at the enterprises of Lukoil, SUEK, Gazprom, Gazprom Neft. All of them, according to Medvedev, should work at the Russian software products. Just before a meeting of premieres also studied the similar project which is started in Sibur.

Essence of the created solutions

During the meeting about implementation of the systems of remote control the report was made by the head of Rostekhnadzor Alexey Alyoshin.

He told that basic functions of supervisory authority are legal regulation, control and supervising actions (conducting checks) and rendering state services. At implementation of all these functions different information systems are already widely applied. But if at normative regulation and rendering state services modern digital technologies are used mainly for creation of different databases, then in the field of control and supervising activity department had a possibility of transition to absolutely new forms and methods of implementation of control actions.

In relation to activity of Rostekhnadzor any check can be separated into three stages: collection of information about a status of industrial security, the analysis of collected information and decision making according to the results of the analysis. Sources of such information are two information flows. The first are different documents which our persons under surveillance are obliged to make according to the existing regulatory base. And the second – information on an order of the organization of production processes, on a condition of equipment which participates in these production processes. This information we obtain by visual inspection, studying of different documents, indicators of different sensors, entries in event logs and to that similar, - Alyoshin told.


The analysis stage of collected information consists, in essence, in comparison of collected information with reference requirements. In relation to documents which are studied by Rostekhnadzor, such reference requirements are mandatory requirements which are stated in different regulating documents.

In turn in relation to information on technology processes and a condition of equipment the requirements about an order of production process which are contained in normative and technical documents and instructions to technology equipment are reference.

Thus, and sources of information on a status of industrial security, and methods of their processing can be transferred to a digital format.

About 70% of amount of any check are occupied by different studying of documents. For transfer of this routine work – both for our persons under surveillance, and for our inspectors – in a digital format we suggest to implement an information system with the conditional name "Electronic Inspector", - the head of department said.


According to him, the essence of a system is in that all obligatory documentation which is kept by the organization operating hazardous production facility to transfer from paper to an electronic form and to fill it directly in a personal account which each organization will have in an information system of Rostekhnadzor. The program in the automatic mode will compare all entered documentation to standards and will issue information on possible errors and violations. Respectively, the operating organization will have an opportunity actually in a constant duty to perform self-examination and to correct violations, without waiting for arrival of the inspector.

We already have a technical solution on creation of the software product. Its implementation will begin after completion of actions within "the regulatory guillotine". We will need to develop and enter new mandatory requirements and the corresponding new standard document forms into this system. After the approval of all new requirements the approximate term of implementation of this system will be about six months. But we do not wait for the end of these actions and we begin trial operation at two enterprises operating hazardous production facilities already now, - Alyoshin explained.


More difficult and interesting challenge which Rostekhnadzor solves together with software developers and persons under surveillance the organizations according to the head of department, is the system of remote monitoring of technology processes.

Within the solution of this problem the task to find such aggregated indicator which could turn information arriving from hundreds and even thousands of different sensors controlling different technology processes and operation modes of the equipment into simple up-to-date information about a status of industrial security was set. Calculation of risk of approach of accident became such aggregated indicator.

Essence of this system in the following. The production facility or a production line is considered as the unstable system depending on work and interaction of the different elements making this system. In other words, from technology equipment and production processes which happen there. Parameters of this equipment constantly change: something joins, something is switched off, changes temperature, amount, pressure, vibration, there are voltage surges and so forth. Is defined by a settlement way at what parameters a system is steadiest and, therefore, risk of development of accident the smallest.

Then calculations how changes of operation parameters of separate elements affect risk of development of accident are made. As a result there is a diagram which shows in what zone of risk this or that production is at present: a green zone – a minimum risk, a yellow zone – deviations are recorded, there is no risk of development of accident yet actually, but it is necessary to pay attention to a deviation to prevent transition to a red zone – a zone of extremely high risk of approach of accident. But in this case it is supposed that a system warns not about already begun accident, and about high risk of its approach, leaving time for acceptance of emergency operational measures which at least will allow to save people how at most to prevent accident, Alyoshin told.

Such approach, according to him, for the first time allows to see in real time not only a momentary situation on production, but also the forecast that can occur on this production, and approximate time of approach of these negative events. Besides, a system by the principle of a nested doll gives the hint on what section or on what equipment there is a dangerous failure. This system can not only predict risks of accidents in understanding of Rostekhnadzor, but also transfer information on the occurring deviations in work which can lead to different negative effects, for example, to emissions of harmful substances. These indicators can be interesting also to other bodies – first of all by the Ministry of Emergency Situations, the head of department considers.

IT infrastructure is worn-out, the Ministry of Finance does not give money for upgrade

Alexey Alyoshin also told that proposed solutions do not demand from the enterprise of implementation of any special, expensive equipment. In fact, it is a hardware and software system which is connected to already operating systems, first of all to the PCS (automated process control systems). To users of the Electronic Inspector system will also be enough normal computers which are already available on hazardous production facility.

All this work is carried out without attraction of budgetary funds so far. Now a system undergoes trial operation at the enterprises of the oil and gas, mining and metallurgical, power and coal industries. Especially I want to note that this project is exclusively Russian development, in the world anything there is no similar anywhere. I was at many international forums, met the colleagues from the developed countries. When we told them about this system, they were very surprised that in Russia a similar system. They say that in such type – forecast – this problem could not be solved anywhere yet, - Alyoshin noted.


Rostekhnadzor already has an understanding how fully to implement the system of remote monitoring. Implementation of three key factors is for this purpose necessary. First, to create the necessary regulatory base. In this part the draft of changes in the federal law on industrial security which assumes a possibility of implementation of remote monitoring of the processes happening on hazardous production facilities is already developed and introduced to the Government.

By our calculations, after its signing and acceptance about six-eight months for scaling of a system and also development of necessary bylaws will be required, - the head of department explained.


Secondly, it is necessary to provide the staff of supervising service with tools for work with digital data. For this purpose within the national program "Digital Economy" it is going to create the digital platform of Rostekhnadzor. Offers on the matter were considered and approved by Maxim Akimov.

At the moment process of redistribution of limits is not completed yet, but I hope that this solution will be implemented in the nearest future, - Alyoshin noted.

Besides, Rostekhnadzor has very high degree of wear of a physical part of IT infrastructure which was practically not updated since 2014 that does not allow to use modern information technologies fully. Alyoshin explained that 90% of computers and office equipment are operated more than five years. They became outdated not only morally, but also physically.

In this regard we sent the request to department of additional financing for upgrade of IT infrastructure, but for 2020-2022 appropriate means were not provided in the draft budget, - the head of department specified.


At the same time he reminded of Dmitry Medvedev's order to the Ministry of Finance about need to provide additional budgetary appropriations in the bill on the budget for 2020-2022.

However, it agrees information available to us from the Electronic Budget of GIIS system, the specified order is not executed at the moment. Without selection of these means implementation of the specified projects will be extremely difficult, considering high degree of wear of the equipment, - Alyoshin noted. - In this regard we ask to charge to the Ministry of Finance of the Russian Federation by preparation of the draft of amendments for the federal budget for 2020 and planning period of 2021-2022 to provide additional budgetary appropriations on upgrade of information and communication infrastructure of Rostekhnadzor in the amount approved by the Ministry of digital development.


The third key factor of system implementation of remote monitoring - ensuring technology readiness of the enterprises for data exchange.

Experiment results on implementation of the systems of remote monitoring in Sibur

Dmitry Konov, the chairman of the board of SIBUR Holding told about an experiment on implementation of the systems of remote monitoring at the Sibur Khimprom enterprise.

According to him, more than 28 thousand signals are brought to an APCS Sibur Khimprom. The next stage assumes possibilities of their processing and the correct use. The control system on the basis of Big Data will allow to analyze signals and to use them as predictive or predictive analytics.

At the enterprise there are many control systems of ensuring production process. However they are generally expected physical presence or physical control, and in very big degree it is work on documentary control and a design: whether it is correctly prepared whether corresponds.

That direction which together with Rostekhnadzor the enterprise approves is an attempt to transfer control from physical presence and from documentary checks to online.

It means speed, means the smaller number of people and an opportunity to sort bigger quantity of signals. Not all signals which we use in production are necessary to control. Respectively, we filter that is necessary for management and our analytics and what is necessary for maintenance of security of systems, - Konov explained.


He also told that in Sibur Khimprom there are two control systems from which the primary signal arrives. One system is an industrial control system, the second system is a monitoring of the dynamic equipment. Further it comes to the general system of the enterprise where all signals are analyzed and combined among themselves. Further it gets to the system of remote control (SRC) and industrial security. It is developed on a template, made Rostekhnadzor and their contractor.

Konov noted that several tens, about one hundred aggregated indicators which allow to react quickly go to the situational center of Rostekhnadzor, but do not allow to influence production process. At the same time, on the basis of the aggregated indicators it is possible to see very quickly what occurs and to understand on what items of equipment or in what technology process there is a failure.

The CEO Sibur Khimprom Konstantin Yugov added that earlier determination of a status of objects in general required several hours. After system implementation now it can be done for read seconds. Therefore management of hazardous production facilities became more operational. Among other things, a system on the basis of historical data is capable to predict possible risks at a distance of one and a half-two days.

According to Dmitry Konov, a system gives at once the chance to switch to repair production, allows to include it in tasks of repair personnel at once and further via other tools to solve this problem.

Further he told about effects of system implementation and necessary legislative changes.

We see that such number of physical work with documents is not necessary, such number of checks is not necessary, compulsory attendance of staff of Rostekhnadzor on danger high-class objects is not necessary. Respectively, what we would like is that there took place new edition of Federal law No. 116 and bylaws which do not provide a possibility of voluntary implementation of this system according to the solution of operating organization for today. And in addition to it or in exchange for it – canceling of scheduled inspections, replacement of the mode of constant state surveillance by online monitoring and transition to the mode of issue of cautions which is not provided at us in structure today, - added Games.


IT projects in Rostekhnadzor
