Digitalization of Rostekhnadzor

Rostekhnadzor asks for money to introduce remote control systems

Rostekhnadzor develops information systems for control and supervisory measures. In particular, the department plans to introduce a system with the conditional name "Electronic Inspector," as well as a system for remote monitoring of technological processes. To implement this project, the federal service asks the government to allocate funds to it to modernize the IT infrastructure, which has practically not been updated since 2014 and is outdated "not only morally, but also physically."

In his opening statement, he noted that control over complex industries, which, in particular, include enterprises in the field of mining and processing of coal, oil, gas, is associated with a very large number of inspections and a large number of inspectors. Moreover, on the one hand, these checks are absolutely necessary, since these are dangerous industries. On the other hand, all checks can be changed and improved taking into account more modern requirements, scientific and technological progress and technological changes.

Now the remote monitoring system for the state of hazardous facilities is being tested by Rostekhnadzor together with Rostec Corporation. This system allows you to receive information about the state of the object online, to identify deviations that are associated with a violation of technological processes - in general, deviations from normal technological parameters. At the earliest stage, predict possible incidents, pre-accident situations. And the main thing is to promptly take preventive measures so that there are no accidents, "he said.


Several pilot projects were launched at the enterprises of Lukoil, SUEK, Gazprom, Gazprom Neft. All of them, according to Medvedev, should work on Russian software products. Immediately before the meeting, the prime minister also got acquainted with a similar project that was launched at Sibur.

The essence of the solutions created

During the meeting on the introduction of remote control systems, the head of Rostekhnadzor Alexey Alyoshin made a report.

He said that the main functions of the supervisory authority are regulatory and legal regulation, control and supervisory measures (inspections) and the provision of public services. In all these functions, various information systems are already widely used. But if, in regulatory regulation and the provision of public services, modern digital technologies are used mainly to create various databases, then in the field of control and supervisory activities, the department has the opportunity to move to completely new forms and methods of implementing control measures.

With regard to Rostekhnadzor activities, any inspection can be divided into three stages: collection of information on the state of industrial safety, analysis of the collected information and decision-making based on the results of the analysis. The sources of such information are two information streams. The first is the various documents that our supervised are obliged to draw up in accordance with the existing regulatory framework. And the second is information on the procedure for organizing production processes, on the state of the equipment that participates in these production processes. We get this information by visual inspection, studying various documents, indicators of various sensors, records in event logs and the like, "said Alyoshin.


The step of analyzing the collected information is essentially to compare the collected information with the reference requirements. In relation to the documents studied by Rostekhnadzor, such reference requirements are mandatory requirements that are spelled out in various regulatory documents.

In turn, with regard to information on technological processes and equipment condition, the requirements on the procedure for organizing technological processes contained in regulatory technical documents and instructions for technological equipment are reference.

Thus, both the industrial safety information sources and their processing methods can be digitized.

Approximately 70% of the volume of any check is spent on studying various kinds of documents. To translate this routine work - both for our supervised and for our inspectors - into digital format, we propose to introduce an information system with the conditional name "Electronic Inspector," the head of the department said.


According to him, the essence of the system is that all mandatory documentation that is kept by the organization operating the hazardous production facility should be transferred from paper to electronic and filled out directly in the personal account that each organization will have in the information system of Rostekhnadzor. The program will automatically compare all the entered documentation with the standards and give information about possible errors and violations. Accordingly, the operating organization will have the opportunity to actually constantly self-check and correct violations, without waiting for the inspector to come.

We already have a technical solution for creating a software product. Its implementation will begin after the completion of measures within the framework of the "regulatory guillotine." We will need to develop and introduce new mandatory requirements and relevant new standard document forms into this system. After all new requirements are approved, the estimated implementation time for this system will be about six months. But we are not waiting for the end of these events and are already starting trial operation at two enterprises operating hazardous production facilities, "Alyoshin explained.


A more difficult and interesting task, which Rostekhnadzor solves together with software developers and supervised organizations, according to the head of the department, is a system for remote monitoring of technological processes.

As part of solving this problem, the task was to find such an aggregated indicator that could turn information from hundreds and even thousands of different sensors that monitor various technological processes and operating modes of equipment into simple up-to-date information on the state of industrial safety. This aggregated indicator was the calculation of the risk of an accident.

The essence of this system is as follows. A production object or production line is considered an unstable system, depending on the work and interaction of the various elements that make up this system. In other words, from the technological equipment and production processes that occur there. The parameters of this equipment are constantly changing: something turns on, something turns off, temperature, volume, pressure, vibration changes, voltage surges and the like occur. The calculation method determines at which parameters the system is most stable and, therefore, the risk of an accident is the smallest.

Then calculations are made on how changes in the operating parameters of individual elements affect the risk of accident development. As a result, a graph appears that shows in which risk zone this or that production is currently located: the green zone is the minimum risk, the yellow zone - deviations are fixed, there is practically no risk of an accident, but you need to pay attention to the deviation in order to prevent the transition to the red zone - the zone of extremely high risk of an accident. But in this case, it is assumed that the system does not warn about the accident that has already begun, but about the high risk of its onset, leaving time for emergency operational measures that will at least save people, as much as possible prevent the accident, Alyoshin said.

This approach, in his opinion, for the first time allows you to see in real time not only the momentary situation in production, but also the forecast of what may happen in this production, and the approximate time of these negative events. In addition, the system on the principle of matryoshka gives a hint on which site or on which equipment a dangerous failure occurs. This system can not only predict the risks of accidents in the understanding of Rostekhnadzor, but also transmit information about the occurring deviations in work, which can lead to various negative consequences, for example, to emissions of harmful substances. These indicators may be of interest to other bodies - primarily the Ministry of Emergency Situations, the head of the department believes.

IT infrastructure is worn out, the Ministry of Finance does not give money for modernization

Alexey Alyoshin also said that the proposed solutions do not require the enterprise to introduce some special, expensive equipment. In fact, this is a hardware and software complex that connects to existing systems, primarily to ASMTP (the automated systems of management of technological processes). Users of the Electronic Inspector system will also have enough conventional computers already available at a dangerous production facility.

All this work is still being carried out without attracting budget funds. Currently, the system is undergoing pilot operation at the enterprises of the oil and gas, mining and metallurgical, energy and coal industries. I would especially like to note that this project is exclusively a Russian development, there is nothing like it anywhere in the world. I have been to many international forums, met with my colleagues from developed countries. When we told them about this system, they were very surprised that a similar system was in Russia. They declare that in this form - predictive - they have not yet been able to solve this problem anywhere, - said Alyoshin.


Rostekhnadzor already has an understanding of how to fully implement a remote monitoring system. This requires the implementation of three key factors. First, to create the necessary regulatory framework. In this part, a draft amendment to the federal law on industrial safety has already been developed and submitted to the Government, which provides for the possibility of remote monitoring of processes occurring at hazardous production facilities.

According to our calculations, after its signing and adoption, it will take about six to eight months to scale the system, as well as develop the necessary by-laws, - explained the head of the department.


Secondly, it is necessary to provide supervisory officers with tools for working with digital data. To this end, within the framework of the national program "Digital Economy," it is planned to create a digital platform for Rostekhnadzor. Proposals on this issue were considered and approved by Maxim Akimov.

In addition, Rostekhnadzor has a very high degree of wear on the physical part of the IT infrastructure, which has practically not been updated since 2014, which does not allow full use of modern information technologies. Alyoshin explained that 90% of computers and office equipment have been in operation for more than five years. They are outdated not only mentally, but also physically.

In this regard, we sent an application to the department of additional funding for the modernization of IT infrastructure, but the corresponding funds were not provided for in the draft budget for 2020-2022, - said the head of the department.


At the same time, he recalled Dmitry Medvedev's instructions to the Ministry of Finance on the need to provide for additional budgetary allocations in the draft law on the budget for 2020-2022.

However, according to the information available to us from the GIS Electronic Budget system, the specified order has not yet been fulfilled. Without the allocation of these funds, the implementation of these projects will be extremely difficult, given the high degree of equipment wear, "said Alyoshin. - In this regard, we ask you to instruct the Ministry of Finance of Russia in the preparation of draft amendments to the federal budget for 2020 and the planning period 2021-2022 to provide additional budgetary allocations for the modernization of the information and communication infrastructure of Rostekhnadzor in the amount agreed by the Ministry of Digital Development.


The third key factor in the implementation of the remote monitoring system is ensuring the technological readiness of enterprises for data exchange.

Results of the experiment on implementation of remote monitoring systems at Sibur

Dmitry Konov, Chairman of the Board of Sibur Holding, spoke about the experiment on the introduction of remote monitoring systems at the Sibur-Khimprom enterprise.

According to him, more than 28 thousand signals have been generated in the Sibur-Khimprom ICS. The next step assumes that they can be processed and used correctly. The control system based on Big Data will allow you to analyze signals and use them as predictive or predictive analytics.

There are quite a few process control systems in your company. However, they are mainly designed for physical presence or for physical control, and to a very large extent this is a work on documentary control and design: whether it is properly prepared, whether it corresponds.

The direction that the enterprise is testing together with Rostekhnadzor is an attempt to transfer control from physical presence and from documentary inspections to online.

This means speed, means fewer people and the ability to sort more signals. Not all the signals we use in production are necessary to control. Accordingly, we filter what is needed for management and our analytics and what is needed to maintain system security, "Konov explained.


He also said that Sibur-Khimprom has two control systems, from which the primary signal comes. One system is an automated process control system, the second system is dynamic equipment monitoring. Then this enters the general system of the enterprise, where all signals are analyzed and combined with each other. Further, this falls into the system of remote control (KFOR) and industrial safety. It was developed according to the template, made by Rostekhnadzor and their contractor.

Konov noted that several dozen, about a hundred aggregated indicators go to the situation center of Rostekhnadzor, which allow you to react quickly, but do not allow you to influence the production process. At the same time, on the basis of aggregated indicators, you can very quickly see what is happening, and understand which units of equipment or in which technological process the failure occurs.

The general director of Sibur-Khimprom, Konstantin Yugov, added that earlier it took several hours to determine the state of the facilities as a whole. Once implemented, this can now be done in seconds. Therefore, the process of managing hazardous production facilities has become more prompt. Among other things, the system based on historical data is able to predict possible risks at a distance of one and a half to two days.

According to Dmitry Konov, the system immediately makes it possible to switch to repair production, allows you to immediately include this in the tasks of repair personnel and further solve this problem through other tools.

He further spoke about the effects of the introduction of the system and the necessary legislative changes.

We see that there is no need for such a number of physical work with documents, there is no need for such a number of checks, there is no need for the mandatory presence of Rostekhnadzor employees at high-class facilities. Accordingly, what we would like is for a new version of Federal Law No. 116 and by-laws to pass, which today do not provide for the possibility of voluntary implementation of this system by decision of the operating organization. And in addition to this or in exchange for this - the cancellation of scheduled inspections, the replacement of the regime of constant state supervision with online monitoring and the transition to the mode of issuing warnings, which is not provided for in our structure today, - added Konov.
