Speaking at the TAdviser SummIT conference on November 27, 2019, Vladimir Grigorenko, Director of Digital Technologies of the Federal Electronic Platform for Public Procurement RTS-Tender, spoke about the prospects for the development of procurement technologies.
Currently, there is a globalization of the procurement space, which is manifested in increasing the volume of cooperation with the electronic platforms of the EAEU countries, global marketplaces appear. E-commerce platforms make purchases available, Grigorenko said.
The global marketplace implies two important points: on the one hand, everyone buys from everyone and sells to everyone, and on the other hand, the availability of purchases provides an opportunity to earn money for each participant.
In recent years, the following have been created for the development of procurement marketplaces in Russia:
- The unified trading aggregator "Birch" (abbr. EAT "Birch") is an electronic platform created in accordance with a government order for small purchases under federal law No. 44-FZ;
- The Moscow Supplier Portal is an Internet platform created by the Moscow City Government for small volume purchases;
- RTS-tender has 52 electronic stores and 11 corporate stores.

And this is understandable: the state has recently more and more often said that the procedures for conducting public procurement should be simplified, that this is often long and ineffective, and that the only price criterion does not apply in this market, - said Vladimir Grigorenko. - Understanding that the customer needs to quickly buy "from the shelf," and the supplier quickly sell and make offers, came to all levels of government. |
In the future, the representative of the RTS-tender believes, procurement technologies expect further rapid development, for example, it will be possible to buy "from the shelf" - from the supplier who made the best offer in a specific commodity category, and not targeted to a specific customer.
The trend will also be the use of BI systems for planning deliveries, which will allow collecting and analyzing data from many sources, building models with adjustable parameters.
In addition, the development of the global e-commerce market is expected: cross-border solutions, a single trading showcase for Russia- will be developed.BelarusKazakhstan
