Minister of Digital Development Maksut Shadayev at a meeting of President Vladimir Putin with the government on February 15, 2023 asked to legalize the use of a smartphone instead of a passport in domestic situations, where you can do without presenting an original paper document.

We have developed such a technology, it works very simply: you upload a photo to a smartphone from a biometric passport, and then you generate a QR code that you present, and the one who wants to check your grounds, respectively, from the State Public services mobile application through the QR code, also checks either your age or full name. In our understanding, this will allow in 80% of everyday simple situations to use a smartphone instead of the original passport, "Shadayev explained to Putin.

The technology is fully coordinated with the FSB, implemented as safe, protected, the minister added. The Ministry of Digital Science believes that it is already possible to deal with the issue of its legalization and mass implementation.

To do this, the minister said, according to the FSB and other departments that participate in this work, a presidential decree is needed that will determine possible cases of using a digital identity card on a smartphone as a replacement for a passport. At the same time, the usual passport is not canceled, Maksut Shadayev emphasized, we are talking about using a smartphone only in certain situations.

Putin replied: "The faster the better. Please prepare these projects. " Such services are in great demand, and you just need to speed up their implementation, the president added.

At Putin's meeting with the government, Maksut Shadayev also recalled that at the end of 2022 they launched a digital driver's license, which can be presented together with a STS on a smartphone. In January 2023, car owners turned to digital copies of the STS and driver's license 4 million times, Shadayev cited the data.

In addition, together with the Ministry of Emergency Situations, the Ministry of Digital Development launched digital rights to control small vessels, and in 2023 they should make digital rights on a smartphone for owners of snowmobiles and ATVs.

At the end of December 2022, together with the Ministry of Health, a digital compulsory medical insurance policy was launched, which allows citizens to present a corresponding document on a smartphone when visiting medical organizations. In January 2023, almost 1.5 million users used this service.

A separate serious work is underway to optimize the procedures for issuing a fan card, Minister Shadayev told Putin. It has already received 400 thousand people. This is now a necessary condition for attending football matches. But the current procedure now provides, after submitting an electronic application, the need to come to the MPSC anyway to confirm your identity. This is not always convenient, and the Ministry of Digital Science has agreed with the FSB on a technology that allows owners of biometric passports and the Public services application not to go to the MPSC, but to do everything electronically - because a photo is recorded on the chip in the passport. It allows you to verify the owner. The same was done within the framework of the State Public services mobile application.

The Ministry of Digital Science will launch the issuance of electronic duplicates of documents to the MPSC

At the end of May 2021, it became known about the plans of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation to launch a mechanism for citizens and authorities to receive electronic duplicates of documents created in the centers of public services "My Documents" (MPSC) based on paper documents.

As Interfax reports with reference to the corresponding draft government decree developed by the department, the electronic duplicate will be stored in the MPSC IT system for three years from the moment of creation.

It is assumed that with each appeal to the MPSC, citizens will be offered to make electronic duplicates of documents with their display in the user's personal account on the public services portal. These can be duplicates of passports, passports, registry office certificates, education documents, etc. The full list of documents is planned to be approved later (the exact dates by May 31, 2021 are not indicated).

The mechanism for creating duplicates is planned to be used both when applicants personally visit the authorities and the MPSC, and through the portal of public services.

The Ministry of Digital Science told the agency that electronic duplicates will be created by MPSC employees only with the consent of a citizen. It will be possible to obtain electronic duplicates of documents by series/passport number or SNILS citizen. Obtaining electronic duplicates by third parties is not allowed, the ministry emphasized.[1]

Putin instructed to conduct an experiment with digital copies of documents

On February 15, 2021, the Kremlin website published an order from Russian President Vladimir Putin on the need for an experiment to use digital copies of documents.

It is clarified that first it is necessary to determine the types of documents that can participate in the experiment, as well as the list of cases in which the use of duplicates is permissible (it is assumed that this will be a passport of a citizen of the Russian Federation and a driver's license). In addition, according to Putin's instructions, it is necessary to provide for security measures, including to protect citizens from the illegal use of such electronic "papers."

Prime Minister Mikhail Mishustin has been appointed responsible for the implementation of the order. The maximum deadline for fulfilling the order is December 1, 2021.

At the end of January 2021, the issue of introducing electronic duplicates of documents began to be worked out by the Ministry of Internal Affairs together with the Ministry of Digital Science. The priority is the project of using an electronic vehicle registration certificate. If the initiative becomes successful, then the departments will begin to work on the introduction of electronic driver's licenses.

In January 2021, Deputy Prime Minister Dmitry Chernyshenko appealed to Vladimir Putin with a request to support the initiative to conduct an experiment with electronic documents. Then he talked about the test launch of a mobile application containing digital doubles of frequently used documents. As the Deputy Prime Minister noted, in this case, citizens will have the opportunity to store identity cards, driver's licenses, certificates of registration at their place of residence and other documents in their mobile phone.[2]

At the end of October 2020, Maksut Shadayev urged to provide Russians with an electronic signature. According to him, Russians should be given the right to perform more legally significant actions online.

It was also reported that work on the Russian application "Mobile Identifier" for an electronic passport was completed. By the beginning of November 2020, it is undergoing certification.[3]
