2023: Completion of the second stage of the creation of "Digital Vodokanal"

The project is designed to minimize losses in networks, reduce the number of emergencies and, in general, improve the efficiency and quality of water supply. The 2023 work pool includes the supply of both equipment that allows you to collect information in a single dispatch center for analysis and operational response, and specialized software. In 2024, it is planned to introduce a dispatching system at more than 200 water supply facilities.
As part of the second stage of the project, design estimates were developed for the implementation of the Digital Vodokanal RIR automated system for field water supply facilities in Belgorod and Belgorod region, including 23 water supply and booster pumping stations, 11 water treatment stations, 17 dictating points and 184 water wells, as well as the upper level project of the system being implemented. Also, equipment for collecting and transferring key technological parameters for 130 water supply facilities was purchased and assembled, server and communication equipment for building an IT infrastructure for deploying information systems was purchased and installed.
During the implementation of the first stage of the project, a joint team of experts from the RIR and the water utility deployed three system modules: "Applications," "Bypass Controller," "Central Panel." As a result of the implementation, employees are spared from maintaining paper documentation (formation of applications, recording of the results of control measures). As of January 2024, more than 12.7 thousand applications of citizens, more than 15.9 thousand applications for the work of brigades were introduced into the Application module of the system.
In 2024, it is planned to implement the third and fourth stages of the project: the supply of equipment for field facilities, installation and commissioning of the dispatching system, the introduction of a unified dispatching system based on the Infrastructure IoT Platform software and intelligent modules of the Digital Water Utility IC developed by RIR. For residents, an online service for technological connection to centralized water supply and sanitation systems will also appear, automating and accelerating the process of submitting applications for connection by individuals or legal entities. All received and systematized technological information on the functioning of water supply facilities will be transferred online to the existing hydraulic modeling system of the State Unitary Enterprise Beloblvodokanal, which will significantly increase its accuracy.

During the implementation of the project, a joint team of experts from RIR and Vodokanal conducted a preliminary survey and selected the most popular modules: "Applications," "Bypass Controller," "Central Panel." These are fast payback solutions that do not require the cost of field dispatching equipment. The licenses for them are transferred in full, RIR experts conduct the necessary training and consultations. As a result of the introduction, over 130 employees (emergency repair personnel, sales inspectors) will be spared from maintaining paper documentation (formation of applications, recording of the results of control measures), and all relevant work will be translated into digital form.

The project was implemented within the framework of the concluded license agreement between the Department of Digital Development of the Belgorod Region and Digital Platforms and Smart City Solutions JSC, which is part of the RIR control loop.
