Client-centric state, import substitution and other trends 2021
In addition to traditional reports, the event held a stage interview with Maksut Shadaev, Minister of Digital Development, Communications and Mass Communications of the Russian Federation. Ministry of Finance of the Russian Federation She presented a single platform for providing state financial support measures. Subsidies are allocated to both legal entities and individual entrepreneurs, as well as individuals - manufacturers of goods, services, works.
Through the personal account, the service provides targeted information to users about what support they can count on depending on their area of activity and legal status. An application for subsidies of 80% will be formed automatically, you only need to indicate data that government agencies do not have, for example, a description of a specific project.
The platform is planned to be fully launched from January 1, 2022. It will present options for subsidies that are allocated from the federal budget, but over time it is planned to develop the service and add "regional" options there.
One of the most important aspects of the platform's functioning, its creators consider the assessment of service and the results of subsidies, as well as the analysis of related data. Subsequently, this information, processed using artificial intelligence, will allow you to form analytics, as well as make changes to the subsidy policy to achieve the best results.

This is facilitated by the enterprise portal and the mobile client application. In pilot mode, the project "MaaS ticket solutions" was launched in the Samara region. During the optimization of internal business processes, voice services were introduced to plan the work of locomotive crews.
In the coming years, Russian Railways plans to develop CRM in freight transportation, introduce artificial intelligence technologies in the management of production processes and implement an end-to-end process for managing the life cycle of investment projects.

Open source products are built on a more modern technology stack and are better compatible with cloud solutions. Such products were most in demand in the gaming industry and the media segment. In addition, epidemiological limitations contributed to the demand for open source in the field of training. And in healthcare, open source products, according to analysts, will come to the fore in the next 5 years in terms of the volume of attracted investments.

Separately, Igor Kozlov noted the development of corporate property accounting systems and investment projects as a general market trend.
Attention is also being paid to the issue of staff mobility. Igor Kozlov emphasized that, although this is especially relevant right now, in the era of epidemiological restrictions, the opportunity to fully work not in the office should always be. After all, an employee may not be at his workplace for many reasons, for example, because he is on a business trip. To enable remote operation, a single mobile application was developed with access to all the company's main information systems. Myths about digital transformation are created, first of all, by vendors. But this also involves integrators, consultants, and all other participants in the IT market. On the one hand, this is not so bad: thanks to such attention, additional resources and finance are attracted. The reverse side is false expectations of digitalization.
Digital transformation, according to Vladislav Belyaev, is not reduced to the introduction of new technologies. It is important to reconfigure the business itself: processes and people, and in the latter case, both employees and customers. Only by managing all these components can you get fundamentally new products, services and markets.
It is necessary to abandon the idea that digital transformation is fast. In fact, this is a long and complex process, involving the constant search for various solutions and the adaptation of such solutions to corporate needs and interests. Also, do not oppose the digital transformation to the "traditional" IT or think that they are not connected in any way. It is possible to achieve a positive effect only with a thoughtful integration of current solutions with new ones.
Nikolai Galkin, Chief information officer, Itella, summed up his results of the year. He noted that his company, like most others, faced the challenges of the covid era, but was able to successfully cope with them. He announced some details of how Itella solved the problems taking into account the specifics of the company's activities in his report.
In 2020, the number of client requests here decreased, but at the beginning of 2021 it began to grow sharply, twice as much as expectations. To cope with this load, the company has implemented a number of projects, including the development and implementation of the SDP system in its personal account, which allows customers to independently make a preliminary assessment of the planned improvements in order to decide how appropriate they are.
A serious challenge for the company was the problems with transportation, which in the pandemic were only decreasing and rising in price. Since Itella's own fleet is limited, the company had to integrate with exchange portals, where contracts for the transportation of goods are concluded on the basis of tenders.
Now Itella, having coped with new challenges, is stabilizing its activities. Speaking about plans for the near future, Nikolai Galkin said that in 2022 they will develop their own ecosystem here. The main criterion for evaluating changes remains their practical result: "Implementations are not needed for the sake of implementations - they must bring profit."
Road to cars
The simple path to machine learning was pointed out by Otari Melikishvili, the leader of the food direction, SberCloud. He noted that "machine learning does not work in a vacuum: you can't just do some service on its basis and immediately get a profile." It must be a microservice that connects to the current business application.
According to Otari Melikishvili, there are several ways to get a ready-made microservice:
- In-house development is the easiest and most common option in Russia. But the project may take more than a year, and the estimated budget will be at least $1 million.
- AutoML is one of the fastest options, in this case there is no need for a developer and no need to write code, everything is done using the framework and ready-made cloud services.
- The solution is developed on a competitive basis through profile platforms, for example, Kaggle. The main advantages of this option are the relatively low cost and the ability to choose the best of several ready-made solutions.
- Outsourcing. At this moment, there are quite specialized system integrators with relevant competencies.
- Ready-made AI services. Cloud providers and marketplaces offer a large number of ready-made solutions.
This is the optimal combination of acceptable cost and speed of implementation, but it is worth being prepared for some problems, for example, with scaling.
SberCloud presented its solution - the cloud platform ML Space. It can run distributed machine learning processes on more than a thousand GPUs. It has been available for AI-based service developers since December 12.
What were the prerequisites of the project and how was the ML Space platform developed?
Otari Melikishvili: In any development of software products, including ML-development, there are several main metrics that the development teams look at to determine the effectiveness of the process. Developing your own ML Platform will, of course, be the most expensive way to implement. Introducing speech synthesis into the company's processes will cost from 0.12 cop per 100 characters.
Developing speech synthesis or recognition from scratch is a fairly long and expensive process. To do this, you need your own team and your own platforms for ML development. As a result, it will take a lot of money, as well as weeks or even months of time. In my opinion, the ideal path is this: if there is a specific understanding of what AI service is needed, then first you need to look for what is ready. If this is not the case or the finished one is not suitable for various reasons, then it is better to order a turnkey through an integrator or create a championship at DS Works.
If the company plans to independently develop competencies in the development and support of any AI services, then the easiest option is to take a ready-made platform for these tasks, for example, ML Space, and develop competencies and development of such services without thinking about IT support in this part.
