Biography

2006-2024

Nelly Zinovieva has two higher educations. In 2006, she graduated from Ryazan State Medical University named after I.P. Pavlova with a degree in pharmacy. In 2016, she received a diploma from Vladimir State University with a degree in management.

Zinovieva's professional career began in 2000 in pharmaceutical companies. In 2019, she was appointed head of the drug supply department of the Department of Health of the Vladimir Region, and in 2020 she headed the Regional Pharmacy Warehouse.

In 2021, Zinovieva worked in the Ministry of Health of the Russian Federation as the head of the price regulation department, where she oversaw, among other things, the drug supply of new territories. In October 2024, she returned to the health care system of the Vladimir region, and in January 2025, a deputy minister was appointed.

According to Zebra TV, in 2021, Nelly Zinovieva appeared in a criminal case of negligence. According to investigators, in the period from May 2020 to February 2021, she did not ensure the timely organization of drug purchases in the amount of 370 million rubles, which led to a breakdown in the provision of medicines to 35 disabled children. In May 2022, the case with the indictment was sent to the Suzdal District Court, but later terminated due to the expiration of the statute of limitations.

2025: Appointment as Minister of Health of the Vladimir Region

On December 9, 2025, Nelly Zinovieva, who had previously held the post of deputy minister, was appointed Acting Minister of Health of the Vladimir Region. Tamara Tomaeva, who previously acted as head of the department, resigned.

Information on personnel changes is published on the official website of the government of the Vladimir region, where the card of the head of the ministry has been updated in the section of the authorities.

Tamara Tomaeva held the post and. about. Minister since July 2025, replacing Liubov Bausova, who temporarily headed the department after the resignation of Leonid Kryazhev, who headed the ministry from December 17, 2024 for one month.

Prior to that, the head of the department was Valery Yanin, against whom charges were brought under articles on embezzlement of budget funds and abuse of office. He will be in jail until January 10, 2026.[1]
