Valery Yanin was born in 1962 in the Penza region.

Education

He graduated from the Kuibyshev Medical Institute named after D.I. Ulyanov with a degree in medical medicine and the Academy of Labor and Social Relations with a degree in jurisprudence. He has a Ph.D. in medical sciences.

Career

1991-2021

From 1991 to 2020, he worked at the Mytishchi City Clinical Hospital in the Moscow Region, and also worked in medical institutions in Samara and Penza. In April 2021, he became the chief physician of the Alexander District Hospital.

2023: Appointment as Minister of Health of the Vladimir Region

In November 2023, Valery Yanin was appointed Minister of Health of the Vladimir Region. The corresponding order was signed by the governor of the region, Alexander Avdeev.

Yanin headed the Vladimir Ministry of Health instead of Artem Osipov, who, according to the press service of the regional government, will continue to work in the department as deputy minister of health. The reasons for Osipov's demotion are not named. According to local media reports, as deputy head of the Ministry of Health, he will oversee the direction of "pediatrics."

The previous head of Vladimir Health Artem Osipov lasted a little over a year, like his predecessor, Konstantin Baranov. And Elena Utemova, who was responsible for regional health care to Baranov, was generally able to work only for six months, after which she resigned due to a breakdown in the timing of the purchase of drugs.

Osipov's dismissal was announced a couple of months after the regional prosecutor's office brought him to administrative responsibility for violating the procedure for considering citizens' appeals (Article 5.59 of the Administrative Code of the Russian Federation). According to prosecutors, the department ignored some questions and did not give answers on the merits of the organization "Society for the Protection of Consumer Rights" People's Control, "which sent its appeal to the Ministry of Health^[1]

2024: Detention in corruption case

The Minister of Health of the Vladimir Region Valery Yanin was detained on December 11, 2024 by FSB officers red-handed when receiving funds, the press service of the Investigative Department of the RF IC for the region said. The official is accused of embezzling more than ₽400 thousand budget funds and abuse of office.

According to TASS, the Investigative Department of the Investigative Committee of Russia for the Vladimir Region, together with the regional FSB, is investigating a criminal case under Part 3 of Article 160 of the Criminal Code of the Russian Federation (assignment using official position on a large scale) and paragraph "e" of Part 3 of Article 286 of the Criminal Code of the Russian Federation (abuse of office committed out of selfish interest).

The investigation established that since 2021, while holding the post of chief physician of the Alexander District Hospital, the accused organized a system of unreasonable accrual of increased material payments to subordinates, some of which they systematically transferred to him.

In November 2023, Yanin was appointed to the post of Minister of Health of the Vladimir Region. After taking up a new position, he continued illegal activities, as a result of which, according to preliminary estimates of the investigation, he received more than ₽400 thousand.

The investigating authorities are deciding on the election of a preventive measure for the detained minister. As part of the investigation, searches were carried out in a medical institution and a health department, during which documentation was seized.

Interrogations of witnesses and other investigative actions are being carried out. The investigation of the criminal case against the Minister of Health of the Vladimir Region continues.

The crimes were identified as a result of the joint work of the Investigative Department of the Investigative Committee of Russia in the Vladimir Region and the regional department of the FSB. During the operational measures, the evidence base of the official's illegal activities was collected.^[2]

2025: New criminal case - on embezzlement during the purchase of anesthesia devices

On November 6, 2025, in Vladimir, the court extended the house arrest of the former Minister of Health of the Vladimir Region Valery Yanin for six months. He is accused of abuse of authority in the purchase of medical equipment. The preventive measure was left unchanged, despite the petition of the defense to cancel it. Also, a new criminal case was initiated against Yanin - about embezzlement during the purchase of anesthesia devices.

According to the Garlic newspaper, the objections of Yanin's lawyer, Mikhail Ovchinnikov, were based on two circumstances. First, Yanin was cleared of charges of embezzlement of finances, leaving only an accusation of abuse of power. Secondly, due to the end of the urgent labor agreement, his client will soon cease to hold a ministerial post.

The defense also noted that the accused does not receive a salary for a long time and does not have access to pension savings. The cancellation of the arrest would allow him to withdraw several hundred thousand rubles from the account to compensate for the damage. Yanin himself added that the restrictions deprive him of the opportunity to use the Internet, public services and pay taxes.

The court rejected the arguments of the defense, indicating that the party did not provide evidence of the need to release Yanin. The prosecutor stressed that there are no grounds for eviction from the office apartment where the accused is being held.

According to the Investigative Committee, Valery Yanin is a defendant in a criminal case on abuse of office. According to investigators, in the fall of 2024, he contributed to the purchase of 42 anesthesia-respiratory devices for medical institutions at an inflated price in the interests of a specific commercial company. In return, he received household appliances from her representative. The damage to the regional budget caused by these actions is estimated at 53 million rubles. The investigation is carried out with operational support of the FSB in the Vladimir region.^[3][4]
