2023: How is the digital transformation of the Volgograd region. Results of the year

In 2023, 100% of mass socially significant state and municipal services were transferred to electronic format in the Volgograd region. The portal of public services was used by almost two-thirds - 64% - of the region's residents. This is stated in a report released on April 26, 2024.

One of the key indicators of the digital transformation of the Volgograd region is the achievement of the level of digital maturity of key sectors of the economy, social sphere and public administration. In the field of education, the indicator for 2023 reached 85%, in the segment of public administration - 82.55%, in the sector of urban economy and construction - 38.37%, in the segment of public transport - 85.16%, in the direction of health care - 90.62%.

As part of the implementation of the regional project "Digital Public Administration," 127 state and municipal services of the Volgograd Region are provided in electronic form. The implementation of the federal project "Elimination of digital inequality 2.0" continues to cover settlements with the number of inhabitants from 100 to 500 people with mobile communications. During 2021-2023, 76 base stations were installed within the framework of the project, which provided stable cellular communication and high-speed Internet access to more than 15 thousand residents.

Under the import substitution program, a competence center has been created that tests solutions based on domestic software products for compatibility. We are talking about office applications, browsers, antivirus protection tools, document management systems, reference and legal systems and application software. In 2023, 800 computers on the Red OS operating system with the MyOffice office suite were purchased and transferred to the executive authorities of the Volgograd Region. In August 2023, the creation of a center for monitoring cybersecurity incidents on the basis of the GBU VO "Center for Information Technologies of the Volgograd Region" was completed .

More than 80 industrial enterprises of the Volgograd region are implementing digital transformation programs. In the period from 2021 to 2023, a total of over 6.3 billion rubles were allocated for these purposes. The digitalization of various sectors of the national economy continues.^[1]

Zaikino Pepelishche is an archaeological site, a site of the Middle Paleolithic era. One of the earliest Mousterian monuments of the Russian Plain in the Mikulinsky interglacial region. It is located in the Dubovsky district of the Volgograd region near the Chelyuskinets farm.

Elasmotherium

The layered sand-clay sequence, which includes the cultural layer, dates from the thermoluminescent method to the age of 130±13,5 thousand years, gray-brown clay from the cultural layer to the age of 147±20,5 thousand years.

The antiquity of the site is also confirmed by the discovery of an elasmotherium tooth. This animal is almost unknown in the layers of archaeological sites of the Russian Plain and it is believed that it is synchronous with the Khazar faunal complex of the Middle Pleistocene, which precedes the Upper Paleolithic (mammoth) faunal ^[2].

In the lower layer, which was assigned to the Middle Paleolithic, archaeologists found about 1000 bones of various animals and 551 objects made of stone. In addition to them, 88 guns were in the layer, in most made of flint - scrapers, spikelets and flakes.
