Structure, Authority

The regulation on the Information Technology Committee of the Volgograd Region was approved by the regional government in November 2013. In accordance with it, the committee is a regional executive body of the region, authorized in the field of information technology, communications, telecommunications, the development of the information society and the formation of electronic government in the Volgograd region.

Among the committee's powers are participation in the implementation of federal programs in established areas of activity, coordination of the activities of the executive authorities of the region in the field of IT and the development of the information society in the Volgograd region, organization of the creation of regional state IT systems and resources in the region and ensuring their uninterrupted functioning, etc.

Subordinate organizations

The subordinate institution of the Information Technology Committee of the Volgograd Region is GBU "Center for Information Technologies of the Volgograd Region" (GBU "CIT VO") is a multidisciplinary organization that provides information support for measures for the generalization and integration of information resources of structural divisions of the regional administration. The main areas of activity of GBU "CIT VO" are the provision of services related to the use of EP and the development of spatial data infrastructure.

History

2021: Alexey Kidalov - the new chairman of the information technology committee of the Volgograd region

On June 24, 2021, the Committee of Information Technologies of the Volgograd Region announced the appointment of Alexei Kidalov as the new chairman. The former head Sergei Torbin resigned in April 2021 in connection with the transition to a new place of work (to which one, it was not specified). Then Alexey Kidalov was appointed interim chairman. 2016: Sergey Torbin - the new head of the committee

At the end of March 2016, Sergey Torbin was appointed Governor of the Volgograd Region Andrei Bocharov, head of the Information Technology Committee of the Volgograd Region. Interestingly, both officials are graduates of the Ryazan Military School[1]The former head of the information technology committee, Elena Ogol, was relieved of her post by Governor Andrei Bocharov on March 25, 2016.

2014

Criminal case of embezzlement of millions

In October 2014, the prosecutor's office announced the initiation of a criminal case on the fact of embezzlement of budget funds on an especially large scale following an audit of the implementation of the law on combating corruption when placing a state order in the IT and Communications Committee of the Volgograd Region.

As established by law enforcement agencies, in April 2012, the committee concluded a state contract with one of the commercial organizations as part of the implementation of the program for the modernization of health care in the Volgograd region. The total value of the contract amounted to 42 million rubles, the work was supposed to be carried out in three stages with a completion date of December 31, 2012.

Despite the fact that the third stage of the contract worth 21 million rubles was not fulfilled, the officials of the committee and the management of the company signed documents on its execution in full and the contractor was paid, according to the prosecutor's office.

At the same time, a few months later, the IT and Communications Committee of the Volgograd Region again signed a contract for the performance of the same work before the 31.12.2013. However, even after signing the documents on the fulfillment of the terms of this contract, the information system to be implemented in medical institutions did not work in the planned volume. At the same time, 3.8 million rubles were transferred to the contractor.

The criminal case was initiated, in particular, under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud on an especially large scale). The maximum punishment under this part of the article is up to ten years in prison with a fine of up to 1 million rubles. or in the amount of the convict's salary or other income for a period of up to three years.

At the time of the conclusion of the state contract that caused the claims of the prosecutor's office, the IT and Communications Committee of the Volgograd Region was headed by Vadim Shchepinov, who in September 2012 went to work at UEC as vice president. Instead, Elena Ogol was appointed to the post of chairman of the committee .

Failure of the introduction of electronic public services for business

In July 2014, the prosecutor's office of the Volgograd region reported on the revealed violations of the law on the organization of the provision of public services to business entities in the region by the Committee of Information Technologies of the region and the regional Ministry of Economy, Foreign Economic Relations and Investments.

As noted in the prosecutor's office, the above authorities are faced with the task of implementing the possibility of providing applicants for obtaining public services with documents in electronic form through interactive forms posted on Internet portals. Meanwhile, during the audit carried out by the regional prosecutor's office, "miscalculations in this priority direction were revealed."

The prosecutor's office explains that within the framework of the state contract concluded by the Information Technology Committee worth more than 22 million rubles. in 2013, work was carried out to produce interactive forms of applications of the regional service portal. At the same time, the contract provided for the distribution of such forms among all local governments. However, as of June 2014, out of more than 400 municipalities in the region, access to these forms is provided only for units. As a result, entrepreneurs are deprived of the opportunity to apply for the service via the Internet and are forced to personally visit the authorities.

In addition, the work of the IT committee of the region on the organization of interdepartmental electronic interaction, designed to receive information in electronic form by regional authorities and local authorities, bypassing paper, does not meet the requirements.

As the audit showed, within the framework of the same state contract in December 2013, 22 interaction services were created by order of the committee. However, these services were never brought to the authorities, which did not allow them to be used in work. This significantly delays the procedures for the provision of services, and also creates favorable conditions for creating administrative barriers for business, the prosecutor's office states.

As a result of the audit, the regional prosecutor's office made a submission to the deputy chairman of the regional government and put the elimination of the identified violations under control.
