  • introduction of digital technologies.

To provide the IT industry with domestic industrial and system-wide software, the efforts of customers, developers and authorities within the framework of special competence centers were coordinated, Mishustin added. In turn, in order to improve the quality of training of specialists, as noted by the Prime Minister, a network of world-class campuses is developing in the Russian Federation.

Mishustin also said that the capabilities of neural networks of Russian developers practically do not differ from Western ones.[1]

Mishustin approved a list of megaprojects for the production of priority high-tech products

Prime Minister Mikhail Mishustin approved a list of megaprojects aimed at the development and production of priority high-tech products. Megaprojects are one of the most important mechanisms for technological development and the achievement of sovereignty in this area, determined by the Concept of Technological Development approved by the Government of the Russian Federation until 2030, the press service of the Cabinet of Ministers reported on May 25, 2023.

The list includes projects related to the localization in Russia of the production of the necessary drugs, medical devices and equipment, with the establishment of the production of critical chemical products, priority machine tools, electronic and radio electronic products, ships and ship equipment, aircraft, medium and high-speed diesel engines and products based on them, with the development of unmanned aircraft systems and the production of liquefied natural gas based on domestic equipment.

Expert and business associations, the largest enterprises, scientific centers, representatives of the regions, members of the government, as well as heads of state-owned companies and state corporations took part in the creation of the document.

According to the document, by the end of the third decade of the 21st century, Russia should have its own scientific, personnel and technological base of critical and end-to-end technologies. It is assumed that the country will create conditions for high-intensity innovative activity of corporations and entrepreneurs who will work in a comfortable regulatory environment. In addition, by 2030, the national economy should ensure the production of high-tech products - chips and other microelectronics, precision machines and robotics, aerospace technology, drones, drugs and medical equipment, telecommunications technology and software. At the same time, the share of such domestic goods in the total consumption should be at least 75%.

Each of the goals of the concept has indicators that allow you to judge its achievement. Thus, to ensure technological sovereignty, it is necessary to achieve an increase in domestic research and development costs by at least 45%. To move to innovation-oriented economic growth, the level of innovation activity in industry and other areas should increase 2.3 times, and the cost of these goals should increase 1.5 times. Also, by 2030, the volume of innovative goods, works and services should increase 1.9 times, and the number of patent applications - 2.4 times. For the sustainable functioning and development of production systems, it is necessary that the number of manufacturing enterprises using technological innovations increase 1.6 times.

For each goal, the main mechanisms for achieving it are also determined. This is the formation of end-to-end technological priorities for science, education and for the sectors of the economy, this is focusing on our own lines of technology development, key components and components, this is a reliance on new organizational forms of interaction between science, education and business, this is the development of the infrastructure for the transfer of technologies to the economy and personnel support.
