2023: Charge of taking bribes while maintaining medical equipment

In November 2023, the prosecutor's office requested for the former financial director of NIITFA JSC (part of Rosatom) Vladimir Shchennikov and the engineer of Radiy Assembly Company JSC (subordinate to NIITFA) Alexander Doroshenko real terms of 10 and 9 years in prison on charges of taking bribes in public procurement of radiological equipment services.

As Kommersant writes with reference to the case file, at the end of 2016, Vladimir Shchennikov, the future financial director of NIITFA and "empowered and entitled to conclude procurement contracts and agreements within the framework of a single industry standard" of the state corporation Rosatom, together with the chief engineer affiliated with the Institute of MF JSC "Radiy" "Alexander Doroshenko and a specialist in the field of maintenance of medical equipment Vitaly Charushin made up a criminal group in order to receive bribes" for inaction in favor of a bribe giver. " According to the investigation, they contributed to the adoption of decisions on the refusal to participate in JSC NIITFA and JSC MF Radiy in state electronic auctions in those areas of production and provision of services where both organizations occupied dominant positions. As a result, contracts were received by companies whose chances of winning contests, as the investigation considered, were minimal. Investigators found that Shchennikov influenced the actions of the general directors of NIITFA and Radia when making decisions on participation or non-participation in a particular competition.

NIITFA JSC

The first participant in the scheme, according to the prosecution, was Dmitry Trykin, general director of MSM LLC, who allegedly transferred 15.1 million rubles from December 2016 to December 2017. In total, MSM won 20 procurement procedures for maintaining medical equipment and replacing spare parts in the Chelyabinsk, Altai and Oryol regional oncological dispensaries.

The second participant is the general director of Novosibirsk Sibmer and Radiation Technology LLC Sergei Koshechkin, with whom Alexander Doroshenko at the end of 2016 allegedly agreed for 4 million rubles not to participate in 16 electronic tenders for the service of Xstrahl X-ray therapy devices in the MRNC named after A.F. Tsyba, oncological dispensaries of Orel, Altai and Primorsky Krai, Sverdlovsk region and Kamchatka Territory.[1]
