AI, EDMS and the fight against corruption. What hundreds of IT experts discussed at the Salekhard forum

In many, the Yamalo-Nenets Autonomous Okrug is associated primarily with gas extraction, deer and snow-white landscapes. Meanwhile, the region is also a leader in the field of digitalization among Russian entities, which is confirmed by ratings that are regularly compiled by the Ministry of Digital Development. And, it seems, Yamal has every chance to become a new point of attraction, where experts on "digital" from the authorities and not only can study the best practices of colleagues and gain new knowledge. On April 15-16, the IT forum Zyfra. Dok "gathered in Salekhard, the capital of Yamal, about 350 IT specialists from different regions of Russia, representatives of regulators, Yamal municipalities and large development companies. TAdviser also attended this event. Below, the article provides highlights of the first day.

The forum was organized as part of the implementation of the regional project of the Yamalo-Nenets Autonomous Okrug "Digital Public Administration" of the national program "Digital Economy." It was held for the second time and this year turned out to be larger than last - more participants, more thematic sections.

The main topics of "Zyfra. Doc" were digital solutions for authorities employees with an emphasis on electronic document management, personnel accounting and KEDO, import substitution of workplaces, the use of AI technologies to increase the efficiency of processes, as well as solutions to combat corruption.

All this was discussed in the context of the national project "Data Economics," which is replacing the national program "Digital Economy," which ends in 2024. On the first day of the event, despite the frosty weather, unusual for many participants in April, by the beginning of the plenary session "Data Economics and Technological Development" with the participation of representatives of the Yamalo-Nenets Autonomous Okrug government and the Ministry of Digital Development of Russia, the hall was already full.

Experts from different regions of Russia gathered at the forum

The Yamalo-Nenets Autonomous Okrug already has experience in the effective use of data, which can be shared with colleagues from other regions. Deputy Governor of the Yamalo-Nenets Autonomous Okrug, Director of the IT and Communications Department Konstantin Oboltin said at a plenary meeting that they began to work on the use of data to improve the efficiency of public administration and the convenience of life of citizens in the region in 2020-2021.

As an example of an already implemented practice, he cited the provision of benefits when buying air tickets for members of large families in the Yamalo-Nenets Autonomous Okrug. Previously, such a family first purchased tickets, then provided confirmation and received compensation for a month. But then this process was transferred online, synchronizing the regional register of large families with the website for selling air tickets. When buying, the system immediately recognizes that the family is large, and automatically calculates the benefits due to it online at the time of payment for tickets. No confirmation from citizens is required here anymore.

"Data economics" involves the creation and widespread use of digital platforms in all sectors of the economy. But in parallel, the authorities still need to develop basic information resources, such as document management systems, since most of the time that civil servants spend at the computer falls on work in the EDMS. In it, they solve the main problems. Electronic document management indicators are also taken into account in the rating of heads of digital transformation of authorities (RCT).

Pavel Burlakov, director of the department for the development of cloud services Ministry of Digital Development Russia, said at a plenary meeting that now their department and the Federal Tax Service are working on the issue of expanding the composition of documents, the exchange of which should be carried out only in electronic form.

The first and most importantly, probably, what we plan to introduce within the framework of the national "Data Economy" is a regulatory measure to translate documents of strict reporting only into electronic form. We are now focusing on this, we are working on the necessary changes to the regulatory framework of the Russian Federation in order to start this process from 2025 - all strict reporting only in electronic form with a corresponding reduction in paper documents or the transition completely to "paperless," - explained the representative of the Ministry of Digital Development of Russia.

The experience of the Yamalo-Nenets Autonomous Okrug in the field of electronic document management is one of the indicative and, as expected, it passed the red thread through the forum agenda, was demonstrated in detail and disassembled. The regional EDED of the Yamalo-Nenets Autonomous Okrug is based on the EDED "THESIS," the developer of which is the IT company "Holmont."

Ivan Laskin, general director of the ED "THESIS," at the plenary session noted that document management is the circulatory system of any organization, and especially in authorities. Therefore, EDMS is also key in import substitution, he believes: EDMS pulls with it the transfer to Russian solutions of workplaces, office software, etc. And thanks to the general trend for import substitution, many regions and FNIVs were able to switch to a new document management system and at the same time launch an avalanche-like transition to other domestic software.

The Yamal government is the main client for us. Almost all civil servants of the region use a single electronic document management system, about 30 thousand users are registered in it, - Ivan Laskin later noted in a conversation with TAdviser at the forum. - The Yamalo-Nenets Autonomous Okrug has a unique situation: large budgets and difficulties with logistics. Therefore, in order to organize document management, local government agencies switched to digital technologies 10 years ago. The penetration rate of electronic document management is the highest we have seen. Now we are going to other regions.

He added that in one form or another there is already an electronic document flow in all Russian regions, because it is almost impossible to live without it in the authorities. But the question is what solutions are used for it.

Someone still has Lotus Notes or outdated systems from other vendors that are practically not developing. Each system has a life cycle, and if it does not develop, it gradually dies. Now in the authorities in the regions there is an active process of replacing document management systems, the transition to new technologies. This process is constant, says Ivan Laskin.

On the first day of the forum, they did not ignore the topic of artificial intelligence, which is gradually penetrating, including into the EDMS. And within the framework of the national project "Data Economics" a federal project on AI will be formed.

Ivan Laskin during the plenary session said that the SED "THESIS" team , with grant support, is developing in the field of AI for SED. At the same time, it is important to understand that AI is not a "silver bullet" that will help everyone. AI needs to be properly configured and properly managed, and this also requires people who will correctly customize the models and apply them correctly. The most obvious stories of the use of AI in public administration are to improve with its help the analysis of citizens' appeals, some things related to resolutions.

In the Yamalo-Nenets Autonomous Okrug, in particular, AI is already used in the processing of citizens' appeals, allowing a civil servant to immediately see the key meaning of the appeal. At the same time, the full texts of appeals and their brief content are still being studied. But the "hit" of AI is very high, and Konstantin Oboltin sees in this story great potential and opportunities to save time for civil servants.

Also, the Yamalo-Nenets Autonomous Okrug uses computer vision technologies. With their help, for example, you can already count people on sports grounds and assess workload. There are many cameras in the region, and various scenarios for using machine vision are now being worked out in relation to them, Konstantin Oboltin said.

Soon after the end of the plenary session, good news flew to the forum: Yamal was recognized as the leader of digital transformation in the country in accordance with the latest all-Russian rating. This was announced by Deputy Prime Minister of Russia Dmitry Chernyshenko at a meeting with federal and regional leaders of the digital transformation on April 15, in which Konstantin Oboltin took part.

In addition to the Yamalo-Nenets Autonomous Okrug, other regions, including the Tyumen region, the Chelyabinsk region, and the Sirius federal territory, presented their experience in the field of electronic document management, including personnel.

On the section "Demonstration of the EDMS of the authorities"

The event was also attended by representatives of the Voskhod Research Institute, who told the participants about the GIS "Standard Cloud Solution of EDMS," the new format for exchanging documents from EDM 3.0 and working with digital documents during the transition period, about the GIS "Platform" CHED, " etc.

GIS "Standard cloud solution of EDMS," in particular, provides the processes of workflow and document management of state and municipal institutions that do not have their own electronic document management systems. Tens of thousands of users in different regions of Russia are already working with it. The technological basis of the "Standard Cloud Solution of EDMS" is the above-mentioned EDMS "THESIS."

At the section "Experience of subjects on the development of AIS in the field of anti-corruption"

In addition, the forum widely presented the experience of the regions on the development of information systems in the field of combating corruption. It was shared by representatives of the Yamalo-Nenets Autonomous Okrug, the Tula Region, the Republic of Tatarstan, the Moscow Region, the Khanty-Mansi Autonomous Okrug - Ugra.

In addition to reports and the exchange of experience, an exhibition area was launched in the Yamalo-Nenets Autonomous Okrug government building, where IT companies presented their products and services at the stands : ED THESIS, Red Software, Open Mobile Platform, InfoTeCS, 1C, HRBox, ARSPLUS, SK-IT.

The program "Zyfra. Doc" came out so saturated that, it would seem, there is nowhere more saturated. But the Yamalo-Nenets Autonomous Okrug government surpassed themselves and at the end of the first day also organized a volleyball tournament among the participants. Four teams took part in it: Yamal Government, Yamal Municipalities, Russian Regions, Russian Companies. As predicted by some guests of the forum, the Yamal Government team won.
