EMIAS was developed by the Moscow Department of Information Technologies. The functionality of the system allows you to automate the accounting and processing of medical data, organize electronic interaction between medical institutions, centrally store and combine information about patients, doctors, medicines and services, and provides analytics and monitoring in the field of healthcare.

The decision to introduce the platform in St. Petersburg was made taking into account the successful experience of using EMIAS in medical institutions in Moscow. The capital is close to St. Petersburg in terms of administrative-territorial structure, as well as the level of digitalization of services in general.

Cooperation between Moscow and St. Petersburg on this project will help exchange the best digital practices in the field of medical care, achieve a similar level of digitalization of medical institutions, and synchronously ensure the best quality of assistance to people. The use of a single multifunctional platform will facilitate the work of doctors with documents, and for patients it will simplify access to state medicine, - said the vice-governor of St. Petersburg Stanislav Kazarin.

The platform will ensure full support of the patient from the moment of his contact with a specialist, and doctors will have access to all the necessary documents and information about patients. In addition, by interacting with artificial intelligence and voice input technologies, the solution provides opportunities to reduce paper document flow, which will allow the doctor to devote more time to working with the patient.

EMIAS allows you to collect information about the patient in a single electronic medical record, where the history of visits to doctors, the results of studies and analyzes, and other important information will be recorded. It will be possible to contact it online.

The transition of medical institutions in St. Petersburg to EMIAS will begin in 2024. With the participation of specialists from Moscow, 15 stationary medical centers will be the first to test the system, work on the implementation of the system has already begun. Further, the results will be gradually scaled up to the rest of the medical institutions, taking into account their needs and specifics. In 2025, all hospitals in the city will be connected to the platform.

Simultaneously with the introduction of the system, training of specialists from medical institutions will be conducted, as well as a unified city service of technical and methodological support will work. Instructions for working in the system, short videos and interactive memos on the most demanded actions will be developed for medical workers.

The issue of switching to EMIAS for the polyclinic link of St. Petersburg is also being worked out, which will make the platform even more efficient. The agreement on outpatient and polyclinic institutions is under development in accordance with the protocol of intent concluded by the Government of St. Petersburg with the Government of Moscow.
