The construction of the Russian Research and Development Center will cost 24 billion rubles, first of all it will be commissioned by mid-2025

Minister for the Development of the Far East and the Arctic Alexei Chekunkov explained that INTC "Russian" will combine the educational base of FEFU, new infrastructure and preferential treatment for residents, including zero rates on income tax, property, VAT and preferential rent.

The rector of FEFU Boris Korobets said that the pilot site is designed to accommodate at least 15 first residents who will launch more than 50 high-tech projects in the fields of biomedicine, pharmaceuticals, biotechnology and information technologies. The volume of private investment will exceed ₽1 billion, more than 280 jobs will be created.

The first resident of the INTC was MedPharm, which will develop an enzyme solution for diabetic test strips. Other residents include manufacturers of pharmaceutical products and dietary supplements of Antey Group of Companies, Aveksima OJSC, producer of plant extracts Solnechnaya Energia LLC, manufacturer of household chemicals of Tikhanovskaya Group of Companies and IT divisions of T-Bank and ATB.

It is also planned to build a PJSC synchrotron "Russian photon source" engineering center Rosneft Oil Company and the second stage of the campus on the territory of the INTC. FEFU The project aims to form a world-class high-tech science center focused on Asia-Pacific markets by 2030.[1]

The construction of the first pilot building of the INTC has already begun, its area is 7.5 thousand m ², and, as Chekunkov said, all areas have already been distributed among future residents of the center. The pilot building is located in close proximity to the Far Eastern Federal University (FEFU) and is part of the general concept of creating the Russian Advanced Scientific Cluster on the island.

According to the minister, the INTC will be a key element in the development of the Far East as one of the country's technological and scientific centers. The project is aimed at creating favorable conditions for research, the development of new technologies, as well as the development of international cooperation, primarily with the states of the Asia-Pacific region.

In addition to the construction of the INTC, the Russian government has already invested in the creation of an innovative industrial center on Russky Island. Chekunkov added that over the past few years, the region has been actively developing infrastructure to support science and innovation. In particular, more than ₽700 million was allocated for the creation of the first pilot site of the INTC, which is planned to be officially opened in 2025.[2]
