The Rostov region is systematically increasing the level of digitalization of the healthcare system, the main goal of which is to increase the availability and effectiveness of medical care for citizens. Local health authorities are already using Netrika Medicine's digital tools to conduct deep process analytics, improve the quality of primary data and accelerate the transfer of electronic documents from regional systems to the federal level. Netrika Medicine announced this on November 28, 2024.
The health care system of the Rostov region as of November 2024 includes more than 160 budgetary medical organizations and 1010 feldsher-obstetric points, the total number of personnel is more than 10 thousand doctors and 22 thousand medium-sized medical workers. According to the requirements of the legislation, all medical organizations in the region transfer the approved list of structured electronic medical documents (SAMD) to the Federal Register of Electronic Medical Documents (RAMD) - a subsystem of the Unified State Health Information System (Uniform State Health Information System Ministry of Health of the Russian Federation).
Historically, in the Rostov region there were several medical information systems (MIS) of different developers, the data of which had to be consolidated and sent to the federal level. This became possible with the help of the integration platform "N3. Healthcare," developed and implemented by specialists of the company "Netrika Medicine." Thus, all regional medical institutions have organized processes for the transfer of 65 types of SAMD to the RAMD. According to the results of the first nine months of 2024, the volume of these documents exceeded 18 million.
By working in a common information environment and centrally collecting data, healthcare organizations provide improved accuracy, reliability and uniformity. This, in turn, creates conditions for improving the quality of medical care: including coordinating the schedule of doctors and providing a full-fledged remote appointment service through the EPGU and the regional healthcare portal.
At the same time, the volume of SAMD transferred to the federal level is increasing every month. To quickly identify and eliminate errors that arise during this process, the health authorities of the Rostov Region use the [data management 'data management]] platform "N3.Analitika." Monthly online, it reveals an average of 216 thousand errors, among which the organizational and related to the "human factor" have a predominant share. This allows managers to quickly generate statistical reports, conduct in-depth analysis of problems, take measures to solve them and adjust processes.
Also, new tools for working with the SAMD flow have been introduced and are actively used in the region. "N3.Analitika" makes it possible to extract data from SAMDs for all their types and editions, conduct various analytical sections: by doctor, diagnosis, history of diseases, appeals, patient data, etc. For example, the system will show if a certain doctor of a district hospital often and without objective reasons sends patients to regional institutions, which creates an unnecessary burden on them. You can also use the Data Extractor to create target data marts and reports for different types of SAMDs.
Tools for recording data in the EMD Uniform State Health Information System of the N3 integration platform. Healthcare allows you to more effectively manage the registration of documents, optimally configure the queue from the SAMD, and set their priority. For example, it is important for organizations to quickly transfer to the federal level information about the most socially significant documents: birth and death certificates, weapons certificates, referrals for medical and social expertise, etc. If technical errors have been identified and corrected in a certain document, you can configure the rules for its re-registration in automated or manual mode.
The management of the health care system is always carried out on the basis of medical data: the more accurate and complete they are, the higher the quality of medical care. Thanks to analytical tools, we can disassemble any SAMD and examine each of its components in detail.
