Dmitry Medvedev's orders about development of innovations (August, 2014)

The meeting took place on July 25, 2014. Following the results Dmitry Medvedev gave the following instructions (the resolution of August 9, 2014 No. DM-P36-6057):

1. To provide to the Deputy Prime Minister of Russia A.V. Dvorkovich when implementing state policy in the field of the innovation activity:

a) monitoring and the analysis of execution of indicators and actions of Strategy of the innovative development of the Russian Federation until 2020;

b) systems analysis and audit of relevance of strategic priorities of the innovative development, determination of the new directions for creation of disruptive innovative technologies;

c) annual consideration of results of independent assessment of programs of the innovative development of the state corporations and companies with the state participation;

d) the analysis of results of execution of orders of presidium of Council under the President of the Russian Federation for upgrade of economy and the innovative development of Russia;

e) the statement of key performance indicators for the federal executive authorities, institutes of development, the state corporations and the companies with the state participation corresponding to the indicators defined in the Strategy of the innovative development of the Russian Federation until 2020 and also proper control of achievement of the approved indicators including measures of the personal responsibility of heads;

e) consideration of results of execution of state programs of the Russian Federation on a basis:

• the analysis of compliance of the purposes, directions and indicators defined in state programs of the Russian Federation, to the key purposes and indicators defined in the Strategy of the innovative development of the Russian Federation until 2020;

• determinations of quality requirements of expenses on the innovation and large investment projects with public financing from a high innovation component within state programs of the Russian Federation.

Develop the plan of measures for improvement of activity of institutes of development in the innovation sphere taking into account the tasks set in the Strategy of the innovative development of the Russian Federation until 2020 and state programs of the Russian Federation.

Term – on November 15, 2014.

2. To the minister of the Russian Federation M.A. Abyzov:

• provide interaction of federal executive authorities and institutes of development at execution of orders of the Government of the Russian Federation concerning upgrade and the innovation activity in the Russian Federation, including regarding preparation of meetings and control of execution of decisions of presidium of Council for upgrade of economy and to the innovative development of Russia under the President of the Russian Federation;

• together with responsible federal executive authorities and Expert advice at the Government of the Russian Federation to carry out audit of results of execution of decisions of presidium of Council for upgrade of economy and to the innovative development of Russia under the President of the Russian Federation, starting with accepted in June, 2012 and to submit the report in the Government of the Russian Federation.

Term – on December 8, 2014;

• provide preparation and representation to the Russian Prime Minister joint with federal executive authorities and institutes of development of the report on execution of decisions of the Government of the Russian Federation on upgrade and the innovative development of the Russian Federation.

Term – on December 8, 2014, further – quarterly.

3. Ministry of Economic Development of the Russian Federation (A.V. Ulyukaev), Ministry of Finance of the Russian Federation (A.G. Siluanov), Minister of the Russian Federation M.A. Abyzov:

• make offers on inclusion in the regulatory legal acts regulating questions of formation, implementation and efficiency evaluation of state programs of the Russian Federation, the provisions setting additional requirements to contents of the state programs providing their innovation component;

• together with executives in charge of state programs of the Russian Federation and Expert advice at the Government of the Russian Federation to provide to the Government of the Russian Federation of the offer on selection within state programs of the Russian Federation not less than five national projects with the high innovation component providing implementation of the advanced scientific research and scientific and technical developments directed to upgrade of economy and quality improvement of life of the citizens providing implementation of investment projects and also about the corresponding funds redistribution of the federal budget within such state programs of the Russian Federation.

Term – on February 1, 2015.

4. And the interested federal executive authorities to provide to the minister of the Russian Federation M.A. Abyzov together with Expert advice at the Government of the Russian Federation carrying out annual independent assessment of activity of institutes of development, including poll and assessment by the companies getting support from institutes of development.

Term – till April 1, 2015, further – annually.

5. The Ministry of Economic Development of the Russian Federation (A.V. Ulyukaev) together with institutes of development (A.B. Chubais, V.F. Vekselberg, I.R. Agamirzyan, A.K. Morozov, V.A. Dmitriyev) to prepare and provide to the Government of the Russian Federation of the offer on the principles of implementation of investments by institutes of development into implementation of the innovation projects abroad.

Term – on December 1, 2014.

6. Recommend to the Bank of Russia (E.S. Nabyullina) together with the Ministry of Economic Development of the Russian Federation (A.V. Ulyukaev) and the Ministry of Finance of the Russian Federation (A.G. Siluanov) and with institutes of development (A.B. Chubais, V.F. Vekselberg, I.R. Agamirzyan, A.K. Morozov, V.A. Dmitriyev) to provide offers on ensuring long-term financing of implementation of the innovation projects by investment of pension means into securities, shares in authorized capitals and financial instruments of the hi-tech companies, investment shares of investment funds of especially risk (venture) investments including admitted to trading in the innovation sector of the exchange into joint property under the agreement of an investment partnership.

7. To provide to the Ministry of Finance of the Russian Federation (A.G. Siluanov), the Ministry of Economic Development of the Russian Federation (A.V. Ulyukaev), the Minister of the Russian Federation M.A. Abyzov, the Ministry of Education and Science of the Russian Federation (D.V. Livanov) together with the interested federal executive authorities offers on expediency of expansion of tax incentives of the innovation activity, including:

1) reduction of the minimum terms of ownership of securities and shares of hi-tech business entities up to two years for release from taxation of income of individuals at alienation by investors of securities and shares of the specified societies;

2) providing a deduction on an income tax to the individuals investing in actions or shares of hi-tech business entities;

3) expansion of expense types on Researches and Development to which the coefficient 1.5 is applied at determination of a taxable basis on income tax of the organizations and also simplification of tax administration of the specified privilege.

Term – on November 1, 2014.

8. To provide to the Ministry of Economic Development of the Russian Federation (A.V. Ulyukaev), Minpromtorg of Russia (D.V. Manturov), the Ministry of Energy of the Russian Federation (A.V. Novak), the Ministry of Transport of the Russian Federation (M.Yu. Sokolov), the Ministry of Telecom and Mass Communications of the Russian Federation (N.A. Nikiforov), the Russian Defense Ministry (S.K. Shoygu), the Russian Ministry of Health (V.I. Skvortsova), Roskosmos (O.N. Ostapenko), the Ministry of Education and Science of the Russian Federation (D.V. Livanov), the Minister of the Russian Federation M.A. Abyzov together with institutes of development (A.B. Chubais, V.F. Vekselberg, I.R. Agamirzyan, A.K. Morozov, V.A. Dmitriyev) updating or development of new programs of the innovative development of the state corporations and companies with the state participation in process of the termination of term of implementation of the existing programs and taking into account the actual achievement and expediency of updating of the purposes and key performance indicators of program implementation of the innovative development and also need:

• achievements of target performance measures of work and creation of the high-performance jobs provided in the Decree of the President of the Russian Federation of May 7, 2012 No. 596 "About long-term state economic policy";

• developments and implementations of a package of measures by the companies directed to failure from use of low and inefficient technologies and implementation of modern technologies including Russian;

• coordinations of programs of the innovative development with the approved investment programs, long-term programs of development, other strategic, program and planned documents of the companies and also documents of the state strategic planning, including "road maps" of development of new branches of the economy.

Term – on December 1, 2015.

9. Ministry of Economic Development of the Russian Federation (A.V. Ulyukaev). To provide to the Ministry of Industry and Trade of the Russian Federation (D.V. Manturov), the Ministry of Energy of the Russian Federation (A.V. Novak), the Ministry of Transport of the Russian Federation (M.Yu. Sokolov), the Ministry of Telecom and Mass Communications of the Russian Federation (N.A. Nikiforov), the Russian Defense Ministry (S.K. Shoygu), the Russian Ministry of Health (V.I. Skvortsova), the Minister of the Russian Federation M.A. Abyzov, Roskosmos (O.N. Ostapenko) methodical support of updating (developments new) programs of the innovative development of the state corporations and the companies with the state participation taking into account expediency of providing:

• differentiations of recommendations to the companies about development, implementation and monitoring of accomplishment of the specified programs taking into account a role of the companies in development of innovations (developments of technologies, production of the innovation products, ensuring demand for innovations);

• implementations in the companies of project management by the innovative development.

Term – on November 1, 2014.

10. To provide to the Ministry of Economic Development of the Russian Federation (A.V. Ulyukaev) together with institutes of development carrying out annual independent assessment of accomplishment of programs of the innovative development of the state corporations and companies with the state participation.

Term – on April 1, 2015, further – annually.

11. To provide to the Ministry of Industry and Trade of the Russian Federation (D.V. Manturov), the Ministry of Transport of the Russian Federation (M.Yu. Sokolov), the Ministry of Telecom and Mass Communications of the Russian Federation (N.A. Nikiforov), the Ministry of Energy of the Russian Federation (A.V. Novak), the Ministry of Economic Development of the Russian Federation (A.V. Ulyukaev), the Ministry of Education and Science of the Russian Federation (D.V. Livanov), the Minister of the Russian Federation M.A. Abyzov together with institutes of development (A.B. Chubais, V.F. Vekselberg, I.R. Agamirzyan, A.K. Morozov, V.A. Dmitriyev) conducting examination of accomplishment of programs of the innovative development for the period till January 1, 2014 of the following companies: Russian Technologies State Corporation, JSC "Russian Railways", JSC Joint Stock Company on Oil Transport Transneft, JSC Rosseti, JSC FGC EEC, JSC RusHydro.

To provide results of this work at a meeting of presidium of Council for upgrade of economy and to the innovative development of Russia under the President of the Russian Federation.

Term – on December 1, 2014.

12. To the minister of the Russian Federation M.A. Abyzov together with Expert advice at the Government of the Russian Federation, institutes of development and the interested federal executive authorities to provide offers on development of a system of corporate venture funds, implementation of investments into industry funds or institutes of development and also concerning acquisition of the innovative companies conducting the innovative developments within implementation of programs of the innovative development of the state corporations and companies with the state participation.

Term – on October 1, 2014.

13. The Ministry of Economic Development of the Russian Federation (A.V. Ulyukaev) together with Expert advice at the Government of the Russian Federation in accordance with the established procedure to introduce to the Government of the Russian Federation drafts of the regulatory legal acts providing increase in requirements of quoting of purchases of the innovation products of the Russian production by public authorities and companies with the state participation in the amount of not less than 5% of total amount of the placed order, using the register of the innovation products and also to provide participation of representatives of the Russian institutes of the innovative development in the relevant procurement commissions of state companies.

Term – on September 15, 2014.

14. The Ministry of Economic Development of the Russian Federation (A.V. Ulyukaev), the Minister of the Russian Federation M.A. Abyzov together with Expert advice at the Government of the Russian Federation to develop the principles and mechanisms of transition from direct investments to creation of capital objects and infrastructure, from direct procurements of goods and services when implementing large investment and infrastructure projects to purchases of "result" through determination of strict requirements to the price, quality, reliability and other parameters of final service, including through maintenance for the purpose of acceptance by the State Duma of Federal Assembly of the Russian Federation of the federal law draft "About Bases of Public-private Partnership in the Russian Federation and Making Changes in Separate Legal Acts of the Russian Federation".

Term – on November 1, 2014.

15. To the Ministry of Economic Development of the Russian Federation (A.V. Ulyukaev), Minpromtorg of Russia (D.V. Manturov), the Ministry of Finance of the Russian Federation (A.G. Siluanov) together with institutes of development (A.B. Chubais, V.F. Vekselberg, I.R. Agamirzyan), Expert advice at the Government of the Russian Federation to provide in accordance with the established procedure to the Government of the Russian Federation of the offer on support of the Russian companies performing export of the innovation products including due to application of an expanded insurance coverage, implementation of funding mechanisms for an interest rate for export loans at the expense of budgetary funds, informing on specifics of national regulation of importing countries of the Russian products, introduction of additional mechanisms of tax incentives, creation of funds of support of foreign patenting, including compensation to the Russian companies of the corresponding costs.

Term – on October 1, 2014.

16. The Ministry of Economic Development of the Russian Federation (A.V. Ulyukaev), the Ministry of Finance of the Russian Federation (A.G. Siluanov), the MFA of Russia (S.V. Lavrova) together with Expert advice at the Government of the Russian Federation to prepare offers on financing of projects of the innovation orientation within the New Development Bank created according to the solution of leaders of the countries of BRICS.

Term – on November 1, 2014.

17. To the Ministry of Education and Science of the Russian Federation (D.V. Livanov), the Ministry of Finance of the Russian Federation (A.G. Siluanov), Minpromtorg of Russia (D.V. Manturov), the Russian Ministry of Health (V.I. Skvortsova), the Ministry of Economic Development of the Russian Federation (A.V. Ulyukaev), FASO Russia (M.M. Kotyukov) together with the interested federal executive authorities and Expert advice at the Government of the Russian Federation to prepare offers to funds of support of scientific, scientific and technical and innovation activities for expansion of opportunities of investment into research, including in a transfer of technologies.

Term – on December 1, 2014.

18. Ministry of Economic Development of the Russian Federation (A.V. Ulyukaev), Ministry of Finance of the Russian Federation (A.G. Siluanov), Minister of the Russian Federation M.A. Abyzov

1) together with the interested federal executive authorities and Expert advice at the Government of the Russian Federation to prepare offers on expansion of practice of use of offset transactions when purchasing import products.

Term – on December 1, 2014;

2) together with executives in charge of state programs of the Russian Federation to carry out the assessment of an opportunity and expediency of subsidizing to end consumers of costs at acquisition of the innovation products taking into account regulations and rules of the WTO.

If necessary to provide to executives in charge of state programs of the Russian Federation offers on inclusion of such measures in the appropriate state programs within the budgetary appropriations provided on their implementation.

Term – on November 1, 2014;

3) together with executives in charge of state programs of the Russian Federation to prepare offers on expansion of use of the mechanism of competitive financing of scientific research within the actions of state programs of the Russian Federation, including due to transition to Research and Development subsidizing, taking into account need of support of investment projects on subjects of national projects.

Term – on November 1, 2014.

19. The Ministry of Education and Science of the Russian Federation (D.V. Livanov), the Ministry of Economic Development of the Russian Federation (A.V. Ulyukaev), Minpromtorg of Russia (D.V. Manturov), the MFA of Russia (S.V. Lavrova) together with Expert advice at the Government of the Russian Federation to provide offers on expansion of the international cooperation of the Russian Federation with other countries in the field of innovations and technologies.

Term – on March 1, 2015.

20. To the Ministry of Education and Science of the Russian Federation (D.V. Livanov), the Ministry of Economic Development of the Russian Federation (A.V. Ulyukaev), Minpromtorg of Russia (D.V. Manturov), the Minister of the Russian Federation M.A. Abyzov together with Expert advice at the Government of the Russian Federation:

a) provide suggestions for improvement of use of the NIOKTR public database for the purpose of increase in management efficiency of NIOKTR (for the purposes of strategic planning, ensuring interdepartmental interaction, openness, including regarding financing, the competition), having provided at the same time expansion of access to the specified database.

Term – on November 1, 2014;

b) develop the project and carry out approbation of a standard technique of efficiency evaluation of the public expenditures on Research and Development, including carrying out the analysis of registration of the rights to results of Research and Development, involvement of results of Research and Development in economic circulation.

Term – on March 1, 2015.

21. To the Ministry of Education and Science of the Russian Federation (D.V. Livanov), the Ministry of Finance of the Russian Federation (A.G. Siluanov), Minpromtorg of Russia (D.V. Manturov), the Russian Ministry of Health (V.I. Skvortsova), FASO Russia (M.M. Kotyukov) and other interested federal executive authorities:

a) together with Expert advice at the Government of the Russian Federation to prepare offers on possible transfer of function of investment into research to funds of support of scientific, scientific and technical and innovation activity on the basis of an open competition.

Term – on December 1, 2014;

b) make offers on development of competitive mechanisms at budget financing to Research and Development and increase in transparency at selection of contractors and also on step-by-step increase in number of transactions with results of intellectual activity and reduction of a share of independently executed Researches and Development in an end innovation product.

Term – on February 1, 2015.

22. To provide to Rosstat (A.E. Surinov), the Ministry of Economic Development of the Russian Federation (A.V. Ulyukaev), the Ministry of Education and Science of the Russian Federation (D.V. Livanov), Minpromtorg of Russia (D.V. Manturov), the Ministry of Telecom and Mass Communications of the Russian Federation (N.A. Nikiforov) together with the interested federal executive authorities and Expert advice at the Government of the Russian Federation offers on improvement of a system of the statistical recording in the field of innovations.

Term – on February 1, 2015.
