Rosstat: 74.8% of Russians use electronic state services
On June 10, 2019 there was information that according to Rosstat, in 2018 the share of Russians who use electronic state services reached 74.8%. At the same time in 2017 it made 64.3%, and in 2016 — 51.3%. In 2015 and 2014 the indicator was 39.6% and 35.2% respectively.[1]
86 million users and 582 million visits (+30%)
On January 30, 2019 Ministry of Telecom and Mass Communications RUSSIAN FEDERATION published results of work of the Gosuslugi portal for 2018. For 2018 the number of users of the portal of state services increased by 21 million to 86 million. The number of visits of the portal increased more than by 30%, up to 582 million. On average daily on www.gosuslugi.ru 1.6 million users came.
In total in 2018 via the portal users filled and sent more than 60 million electronic forms of applications for receiving state services that for 55% exceeds indicators of 2017. The possibility of obtaining information on a status of the personal account in the Pension Fund of the Russian Federation became the most popular service among users – citizens made more than 16 million requests. On the second place in popularity – service in registration of vehicles: 4.8 million times used it. About 3 million requests arrived on execution of the international passport of the last generation and on property right registration. It was rendered to nearly 2.6 million services in replacement of the car driver license.
We expect that in 2019 growth trend on all indicators of the portal of state services — to number of users, visits, the number of the ordered services and their amount will proceed. 2017
Via the portal in a year 1.3 billion state services are rendered
According to the Ministry of Telecom and Mass Communications of the Russian Federation, in 2017 the trend of increase in number of users of the Uniform portal of the public and municipal services (EPGU) remained, the volume of the ordered services and payments made via the portal increased.
The number of the registered users of the portal increased in 2017 by 25 million and was 65 million. In total since 2012 the number of users of the portal increased almost by 20 times. So, in 2012 on EPGU 3.6 million citizens, in 2013 — 6.9 million, in 2014 — 13 million, in 2015 — 22.5 million, in 2016 — 40 million were registered.
According to the deputy head Ministry of Telecom and Mass Communications Russia Alexey Kozyrev, in 2017 207 more federal services, and as of February 8, 2018 appeared, 968 federal state services are available to users.
In total in 2017 via the portal 1.3 billion state services were rendered that is three times more, than the previous year. Most often users of EPGU requested information on existence of tax and judicial debts, a status of the personal account in the Pension Fund of the Russian Federation. Services in registration of vehicles, execution of car driver licenses, international passports and registration at the place of residence and stay also enjoyed popularity. The most popular regional state services became a request for rendering address financial support to the citizens who got into a difficult life situation, assistance to citizens in search of suitable work, registration and transfer of children in kindergartens.
In 2017 the number of visits of the Uniform portal reached 435 million, on average daily on the portal 1.2 million users who spent on it 6.5 minutes came. In 2017 came into mobile application of the Gosuslugi portal from 13.3 million devices. Monthly 5.4 million people used the application.
64% of citizens of the Rostov region are registered on the portal of state services
According to the results of monitoring of work of the electronic government in the Rostov region for 2017 the number of the inhabitants of Don registered on the www.gosuslugi.ru portal increased more than by half a million users and exceeded 2.3 million people that makes 64% of the population of the region. It says about demand of the portal which Rostelecom as the uniform national operator of infrastructure of the electronic government, develops together with the regional Ministry of Communications.
According to Herman Lopatkin, the minister of information technologies and communication of the Rostov region, the fact that since the beginning of last year residents of the area addressed for receiving more than 630 thousand services electronically that by 1.5 times exceeds value of 2016 also demonstrates to growth of popularity of electronic services. From them more than a half of services — regional.
In 2017 52 regional services are transferred to an electronic form: for example, issue of hunting tickets, licensing of pharmaceutical activity, providing subsidies to agricultural producers and subjects of the tourist industry. In general using the portal inhabitants of Don can receive 839 federal, 170 regional and 40 typified municipal electronic state services.
In the Rostov region the "Gosuslugi on Social Networks" application is implemented. With its help users can request information on penalties, taxes, to register in interactive acceptance to the head of the region, to the head of administration of Rostov-on-Don, to leave the address using Improvement of the City or Active Citizen services.
In all 55 municipal entities of area events for promoting of the portal are held: days of state services, lectures, seminars and master classes.
The number of the registered users of the portal of state services in the Rostov region exceeded 2 million
According to data for August 25, 2017, more than 2 million citizens of the Rostov region are registered on the portal of state services www.gosuslugi.ru. According to Rostelecom, it speaks about demand of the portal which the company as the uniform national operator of infrastructure of the electronic government develops together with the regional Ministry of Communications.
Now on the portal more than 2 million residents of the area are registered. Only for last year more than one million people were registered. The total quantity by 2.5 times exceeded results 2015 and by 5 times — 2014. Since the beginning of year inhabitants of Don submitted more than 100 thousand applications for signing up in treatment and prevention facilities. More than 70 thousand social services and services rendered by bodies of ZAGS are rendered. As of August, 2017 electronically on the portal of state services well to 119 regional and 38 standard municipal services. 46 more are in transfer process.
Besides, in the Rostov region the "Gosuslugi the Rostov Region on Social Networks" application works. Development allows users to direct the request for receiving services and services through VKontakte social network. With its help citizens can request information on penalties, taxes and at once to make their payment, to register in interactive acceptance to the head of the Don region, in acceptance to the head of administration of the city of Rostov-on-Don, to leave the address using Improvement of the City or Active Resident of Rostov services and also to register in MFC.
For completion of process of registration more than 700 centers operate on the portal and activation of an account in the Rostov region.
The monthly audience of the Gosuslugi application in a year grew more than by 5 times
The Ministry of Telecom and Mass Communications of the Russian Federation announced on August 7, 2017 that the active monthly audience of mobile application of "Gosuslugi" in July, 2017 made 3.3 million people. It more than exceeds an indicator of July, 2016 five times — then the active monthly audience of the application made 629 thousand people.
As explained in department, the user who at least started once a month the application is considered active. So, for example, in July, 2016 one active user opened the application on average five times, and in July, 2017 already eight.
In July, 2017 through mobile application users made 26.5 million requests for receiving public services and 703 thousand payments. In popularity requests for judicial debt (10 million), requests for tax debt (8.5 million), requests for penalties of traffic police (7.3 million) are in the lead. Also filing of application on obtaining the car driver license (49 thousand), registration of vehicles (47 thousand), filing of application for the international passport (44 thousand) and record to the doctor (33 thousand) are in demand.
The Gosuslugi application is available on the website m.gosuslugi.ru to all mobile devices working at operating systems iOS, Windows Phone and Android. Function of creation of the access code to the application for additional data protection and also a possibility of an input on a fingerprint for the devices supporting this function is provided.
2016
It is rendered to 380 million services
For all 2016 users of EPGU ordered 380 million services. Check of judicial and tax debts and also penalties of traffic police, the order of the statement from the individual personal account in RPF, registration of vehicles, obtaining car driver licenses, execution of the international passport and issue of certificates of existence or lack of criminal record became the most popular services. At the same time on all priority transaction services, such as registration of automotor-vehicles, obtaining the car driver license, execution of the passport of the citizen of the Russian Federation and international passport, registration in the residence or stay, issue of permissions to carrying and storage of hunting and traumatic weapon, the double growth of number of statements in electronic form is observed.

Tula region became the first in share of her citizens on the portal of state services
On August 29, 2016 provided to the Ministry of Telecom and Mass Communications of the Russian Federation the rating of regions on a share of the registered citizens on the uniform portal of state services. The first place beyond Tula region.
According to department, more than 30% of citizens are not specified by the region of residence in the profile on the uniform portal of state services. According to the operating technique, at determination of a share of the citizens registered on gosuslugi.ru, information on them is distributed on the subjects of the Russian Federation, in proportion to their population. The Ministry of Telecom and Mass Communications considered that it does not allow to estimate objectively a share of the citizens registered on state services on each of regions.
According to a fresh technique, accessory of an account is offered to be set automatically, using the existing data on state services — information on a place of registration of the citizen, the series and the passport number, data on the region specified at an input the portal.
Change of a calculation procedure led to shift of the leaders of the rating: Tula region which was earlier holding the fifth place behind it - the Republic of Tyva taking the 10th position in rating came out on top, and top three was closed by the Yamalo-Nenets Autonomous Area (earlier – the fourth place).
In new rating, a share of the residents of Tula region registered on state services — 53.25%. By 2018, according to the decree of the President, the share of the citizens using the electronic mechanism of receiving state services should reach 70%. It is an achievable level. 39.6% of the population - users of the portal

Results of work of the Uniform portal in 10 months
Significant increase in number of the federal services ordered by users on the portal is mentioned: for the first ten months 2015 users ordered services in electronic form of 24.3 million times against 12.3 million for the same period of 2014. For 274% the number of the ordered regional services in comparison with the same period in 2014 — from 213 thousand increased up to 799 thousand. Municipal services showed growth by 63% — from 296 thousand to 482 thousand.

The number of the Russians registered in the Unified identification and authentication system (Unified identification and authentication system) grew by 7 million. Check of penalties of traffic police for traffic offenses, tax debt, existence of enforcement proceedings in Federal Bailiff Service and also execution of the international passport and informing on a status of personal accounts in the system of pension insurance became the most demanded services.
For the first time the result of electronic service is used in the commercial sector. Using one "click" the citizen can receive service of the Pension Fund of the Russian Federation and learn about a status of the individual personal account in the system of mandatory pension insurance. The reference is certified by the electronic digital signature of fund then it can be sent to bank or any other organization for e-mail. Since launch in the third quarter 2015 about 1.3 million times used this service. Six banks accept the statement for consideration of credit requests of clients individuals.
2014
Results of work of the portal of state services in 2014
On January 30, 2015 the Ministry of Telecom and Mass Communications of the Russian Federation summed up the results of work of the Uniform portal of the public and municipal services in 2014. Significant increase in number of the regional and municipal services ordered by users on the portal is mentioned. For 2014 the number of the ordered regional services increased by 112% — from 160 thousand to 339 thousand. Municipal services showed growth by 643% — from 53 thousand to 394 thousand. Also the number of the ordered federal services increased. In 2014 users ordered services in electronic form of 16.8 million times against 12.9 million in 2013.
The number of the Russians registered in the Unified identification and authentication system (Unified identification and authentication system) for 2014 grew almost twice — by six million. From them 13% of users, checked online — 22%, confirmed (a personal visit) — 65% used unchecked registration. In total for December 31, 2014 in a system 13 million people were registered. Leaders in use of a Unified identification and authentication system became Primorsky Krai from shares of penetration of 31.56%, Khanty-Mansi Autonomous Okrug — 27.44%, the Kaliningrad region — 25.82%, the Tyumen region — 25.57% and the Yamalo-Nenets Autonomous Area — 21.13%.
For 7% the average daily number of the users visiting the portal of state services — from 186 thousand visitors in 2013 grew to 199 thousand in 2014. Most actively residents of Moscow (1.595 thousand users), Moscow (929.3 thousand) and Sverdlovsk (558.2 thousand) areas, Primorsky Krai (522 thousand) and St. Petersburg (499 thousand) used the portal of state services.
In total for 2014 144 new services among which there is acceptance of the tax declaration, record to the doctor, signing up in kindergartens and others were brought to the portal of state services. Demand for electronic state services grows in regions
In July, 2014 summed up of the Ministry of Telecom and Mass Communications the results of work of the portal of state services for the first half of the year. Department notes significant growth in the ordered federal services — 7.8 million against 12.9 million for all 2013 and also the average daily number of the users visiting the portal — from 151 thousand visitors in the first half of the year 2013 to 208 thousand.
Visitors also began to use regional and municipal services more. So, in six months 2014 it was ordered almost as much regional services how many for all 2013 — 132 thousand and 160 thousand respectively. The number of the ordered municipal services in a half-year exceeded an indicator four times for all 2013, having reached 203 thousand.
Residents of Moscow, the Moscow region, St. Petersburg, the Samara and Sverdlovsk regions were the most active users of the portal of state services. At the same time check of penalties of traffic police, tax debt and existence of enforcement proceedings in Federal Bailiff Service became the most demanded service. Also growth of requests for execution of foreign passports and pension savings was recorded.
In addition to growth of visits also the number of the citizens authorized in the Unified identification and authentication system (Unified identification and authentication system) increased. Weekly in it about 150 thousand people are registered, and all for the first half of the year 2014 in a system 2.7 million people — 49% more, than for the same period of last year were registered. Also the number of registration grows in a Unified identification and authentication system of legal entities — 30 thousand people for the first six months 2014 against 36.8 thousand for all 2013.
The leader in use of a Unified identification and authentication system in the Ministry of Telecom and Mass Communications call Primorsky Krai: every fifth inhabitant of the region is registered in a system (penetration of a Unified identification and authentication system — 21.75%). On the second place — Khanty-Mansi Autonomous Okrug with an indicator of 17.69%, on the third place — the Tyumen region (16.61%), on the fourth — the Amur region (14.16%), on the fifth — the Kaliningrad region (13.91%).
"Receive electronic services much more simply, than traditional, it also attracts users. For the first half of the year 2014 we implemented several projects which helped to make the portal of state services more convenient, and registration on it — is more available. The beta of the updated portal of state services is started, the registration simplified online earned from the portal, new points of confirmation of the personality and registration on the portal are unrolled", - the director of the department of development of the electronic government of the Ministry of Telecom and Mass Communications Vladimir Averbakh notes.
According to him, development of the beta of the updated portal and also expansion of network of points of confirmation of the personality in MFC and Russian Post is planned further.
2013
On the portal 4 million citizens are registered
In July, 2013 the Minister of Communications Nikolai Nikiforov provided data according to which on the portal of state services more than 4 million citizens are registered, and in only one and a half years of work of the portal through it is rendered to more than 12 million services in electronic form. Besides, according to the minister, 500 thousand copies of mobile application of the portal of state services were loaded.

In July, 2013 the Ministry of Telecom and Mass Communications prepared the statistic report of attendance of the portal of state services in different regions of the Russian Federation. As it became clear, the maximum number of users of the portal at the moment in Moscow, the Moscow and Sverdlovsk regions: on several thousand people.
However, if to express number visit in % of the population of territorial subjects of the federation, then the picture turns out other. So, Moscow where 5.7% of inhabitants use the portal, appears only on the 13th place.
As it became clear, the portal is in the most mass demand in Primorsky Krai (15.1% of the population). Experts of the ministry connect this situation that the authorities of the region pay much attention to transfer of state services to an electronic form.
In rating areas and also Khanty-Mansi Autonomous Okrug (10.1%) and Khabarovsk Krai (8.7%) were located with a trace Kaliningrad (10.5%) and Amur (10.4%). St. Petersburg (3.8%) took the 26th place. It is connected with the fact that these subjects of the Russian Federation have own portals on providing state services.
For the same reason, Tatarstan, being the leader in Russia in the level of informatization of state agencies, with an indicator in 0.9% it appeared in the five of regions with negative indicators.
But on other bases, got to the same number: Kabardino-Balkaria (0.5%), Karachay-Cherkess Republic (0.7%), Tyva (0.8%) and Ingushetia (1.0%). The result of these regions is, as a rule, determined by an economic situation, low level of availability of the broadband Internet and insufficiently active work of the authorities regarding promoting of the portal.

According to the director of the department of development of the electronic government of the Ministry of Telecom and Mass Communications of the Russian Federation Alexey Kozyrev, the situation in subjects in many respects depends about a position of the authorities.
"The majority of popular public services can already be received in electronic form today. The regional authorities should pay special attention to questions of their promoting among the population. The rating made by us is of great importance. We are regularly going to update data and to be guided by it in the work".
The number of users of the portal of state services in a year doubled - 7.1 million people
In January, 2014 reported to the Ministry of Telecom and Mass Communications that according to the results of last year the number of the registered users of the uniform portal of state services practically doubled, having exceeded 7.1 million people (pure gain of the registered visitors was 3.4 million people).
According to department, more than twice also the average monthly audience of the portal – grew to 3.1 million people. At the same time the peak of visits in 2013 fell on May when in a month the portal was visited by more than 4.4 million people.
According to the report of the Ministry of Telecom and Mass Communications, check of penalties of traffic police (39% of the total number of requests) which check of tax debt (21% of requests), and issue of the international passport of a new sample (14% of requests) follow became the most demanded state service among the population.
In total via the uniform portal of state services in a year over 14 million applications from which - more than 13 million via the website and more than 800 thousand - through mobile applications were submitted. In 2012 similar indicators were about 7 million and 340 thousand respectively.
Almost five times in 2013 the number of payments via the portal of state services increased. The total amount of perfect transactions was 560 million rubles at a total quantity of payments more than 527 thousand. The average payment amount, thus, made a little more than 1000 rub. These are payments of penalties of traffic police, the state fees for setting of vehicles on accounting and for issue of car driver licenses, debts to service of police officers and charges of housing and public utilities.
Registered the most significant growth in the Ministry of Telecom and Mass Communications in the direction of traffic police which sent using the portal more than 1.8 million notifications on charge of penalties to citizens in comparison with 21 thousand notifications in 2012.
2012: Z one million registered users
The Minister of Telecom and Mass Communications Nikolai Nikiforov in the micro blog reported on October 15, 2012 that the number of the registered users of the portal reached 3 million.
2010: Registration start: 336 thousand users
In a year on the portal of state services 336 thousand people from whom nearly 2 thousand – foreign citizens were registered. Users ordered 581 thousand services, the most popular of which were verification of presence of the written-out penalties, obtaining the foreign passport and obtaining the notification on a status of the individual personal account of pension insurance.
