On April 14, 2023, the Ministry of Digital Science of Russia summed up the results of the first stage of the All-Russian Cyber ​ ​ Hygiene Program, organized jointly with RTK-Solar and SPbGUT.

The cyber hygiene program started in 2022 as part of the federal project "Information Security" of the national program "Digital Economy of Russia." Since its start, 7.7 million people have been able to get acquainted and participate in 6 large-scale special projects dedicated to cybersecurity. Sections on cybersecurity developed jointly with RTK-Solar experts have appeared on the State Public services portal and the website of the Mayor of Moscow (mos.ru).

As part of the program, a section was launched on the Public services portal, which contains several blocks dedicated to various types of threats. It also has a set of memos with important cybersecurity tips. For the convenience of users, they can be saved to your phone or printed. Separate blocks highlight tips on cyber literacy for children and older generations as the most vulnerable groups of the population on the Internet. The section has already been visited by more than 2 million users of the Public services portal. A section on the mos.ru "Internet Security: How to Protect Yourself and Loved Ones" was also launched. It consists of several thematic blocks. In them, users learn about digital security rules, personal data protection, Internet threats and the actions of cybercriminals.

The main goal of the cyber hygiene program is to talk about the rules of behavior on the Internet in an accessible language.

Information special projects teach people about conscious behavior on the Internet and countering the most pressing cyber threats. In the CyberHealthy Lifestyle project, you can learn about healthy habits and basic rules in the digital space. The Complex Simple Passwords project teaches you to reliably protect your accounts, and the Get Out Your Role project teaches you to act correctly when calling telephone scammers.

The Cyberbullying project was created for teenagers and is dedicated to an important topic of Internet bullying. It tells how to counter threats and insults in instant messengers and social networks. In addition, a special sticker pack was developed for a quick response to the offender, who has already downloaded more than 300 thousand people.

The Prokachay Skill Protection project was developed specifically for gamers: in a language they understand, it explains how not to lose an account and not infect your own. computer virus The special project "Preparation for Fame" tells children who want to become famous bloggers how to protect their social media account. As part of this project integration , 11 bloggers were launched.

Ministry of Digital Science and RTK-Solar launched special projects on cyber literacy

As part of the implementation of the federal project "Information Security" of the national program "Digital Economy of Russia," the Ministry of Digital Science of Russia, together with SPbGUT and RTK-Solar, launched three more special projects that are designed to increase user awareness about cyber threats and ways to counter attackers. The first project is dedicated to telephone fraud, the second is addressed to young fans of computer games, and the third is intended for children and adolescents who want to become popular bloggers. This was announced on November 29, 2022 by RTK-Solar[1][2][3][4]

A study of the level of cyber literacy of Russians conducted by the Ministry of Digital Science showed that the level of awareness of domestic users about cyber threats is not high enough. At the same time, according to the survey, over the past year, Russians most often faced just telephone fraud and phishing emails. The launched special projects will popularize the topic of cybersecurity and, using engaging formats, teach users the necessary cyber hygiene skills.

In the course of our recent study, Russian citizens rated their level of awareness of cyber threats quite low, "said Vladimir Bengin, director of the Cybersecurity Department of the Ministry of Digital Science. - More than 40% of respondents gave themselves 1-3 points on a ten-point scale. The first special project was called "Exhaust Your Role." He demonstrates how to behave properly when scammers play their play on the phone. The project tells what emotions attackers put pressure on to deceive a potential victim, and what remarks they use. Also on the project page, you can check the skills gained by talking with a chatbot that simulates a fraudulent scheme. In addition, there are brief memos that will not allow you to become a victim of deception of telephone criminals. They can be downloaded or printed so that they are always at hand.

The second special project is called "Prokachay Skill of Protection." It is designed for young gamers and talks about how not to lose your gaming account and not get malware instead of adding to the game. To do this, you need to follow a number of rules of cyber hygiene, which are no less important to learn than to pump your character in a computer game.

When preparing special projects, we tried to take into account the metrics that were considered in the methodology for monitoring the literacy level of broad strata population on issues, information security but, at the same time, it is impossible to approach such special projects from a purely scientific point of view; they should not be boring, their goal is to cling to the target audience - said the vice-rector for digital transformation of St. Petersburg State Technical University named after Prof. M. The third special project - "Preparation for Fame" - is addressed to children and adolescents who actively follow bloggers and themselves dream of becoming influencers. The main value of each popular blogger is his account. To prepare for future fame, you need to learn cybersecurity rules using the example of account protection. In order for teenagers to better learn useful information, the project launched integrations with popular bloggers: nine videos were shot for VK and two for YouTube.

A separate part of the program is devoted to improving literacy on information security of civil servants. This part is implemented by ANO "Dialogue Regions," as an interdepartmental competence center in the field of Internet communications. Approval of the program by the Government of the Russian Federation

In early February 2022, Prime Minister Mikhail Mishustin approved a long-term program to improve the digital literacy of the country's residents. The document signed by the head of the Government of the Russian Federation contains the rules for providing state support for the development and implementation of this project.

According to the press service of the Cabinet, organizations that have already implemented projects in the field of digital literacy will be able to apply for a subsidy for the development and implementation of the program. State support will be provided based on the results of the competitive selection, which will be carried out by the Ministry of Digital Science.

Within the framework of the program, it is planned to create new educational services for various groups of citizens, including students, pensioners and children.

In total, until 2024, 600 million rubles will be allocated to subsidize the program - 200 million rubles annually. Funding is provided in the federal budget within the framework of the federal project "Information Security" of the national program "Digital Economy."

On November 15, 2021, it became known about the rules of the cyber hygiene program developed by the Ministry of Digital Science and the literacy of the general population on information security issues. For these purposes, the department allocates 600 million rubles, including 200 million rubles for 2022.

The document defines the rules for providing subsidies for the development and implementation of the cyber hygiene program and methods for monitoring the level of knowledge, preparing special materials, conducting an information campaign and maintaining the site with useful materials.
