Tenders in the Pension Fund of the Russian Federation became the most interesting results of last week. So, TAdviser already published material about success of the Redsis LLC company belonging to the president of R-Style at biddings in RPF.

The separate publication was devoted also to summing up on delivery of software licenses and support of AS Budgeting in RPF where it was also not without intrigue though the real competition and did not turn out.

Rostelecom won an auction for support of ASUP "Kirov plasma"

Among purchases on which already summed up the results it is possible to remember still Rosplazm of federal state unitary enterprise with the technical support contract of ASUP "Kirov plasma". It was the auction closing ten for 27 million rubles. Maintenance of a medical system in the city of Kirov which, however, includes also fair correction on functionality. As it appears from it, the system which is already operating and can undertake its maintenance only the one who manages source codes, and this is as usual not the customer.

Only one participant participated in an auction it is JSC Rostelecom which took the small lowering step and took away the contract for 26,865 thousand rubles. In open systems containing information on public procurements it was not succeeded to find traces of the initial system developer. Our assumption, most likely, is one of partners of RTK.

Corus Consulting wins in the Social Insurance Fund not at the expense of the price

The winner was determined by tender of Social insurance fund on support of an electronic document management system. The offer attracted interest. 6 participants fought for the right to become the supplier. In spite of the fact that actually the task consists in maintenance of already implemented system, there is a lot of applicants. Most likely, it is connected with the fact that different contractors can work with the applied platform and conditions of technical specifications appeared it can do to much.

Nevertheless, such outcome was not predicted by us that in the presence of the following participants the Fund will be inclined to the candidate of Corus Consulting Group LLC:

1. Vintegra Engineering LLC - 23,100 thousand rubles.

2. Ey-Ti Consulting LLC - 23,345 thousand rubles.

3. Phobos plus LLC - 24,637 thousand rubles.

4. Top business integrator LLC - 25,420 thousand rubles.

5. Corus Consulting Group LLC - 26,122 thousand rubles.

6. It Link LLC - 30,770 thousand rubles.

First of all our opinion is connected with the fact that Corus Consulting according to open data in the last two years was not a contractor at the Social Insurance Fund. The company and its subsidiaries generally make considerable success through automation of health care. Besides, in competitive criteria the price criterion – 60% was rather high. And Corus Consulting at the price as we see, takes a penultimate position. Despite it, Ai Ti wins at the expense of other 40% of not price points against such famous contractor as Ey-Ti Consulting or "the Link". In an asset of the last delivery to the Social Insurance Fund of the licensed software to 120 million rubles in 2014.

the Treasury plays 206 million on development of "The electronic budget"

With a noticeable separation from the closest persecutors the Federal Treasury with tender on development of a management system for public finance "The electronic budget" is in the first place of rating of last week. At the same time works on this system do not keep within one lot. During a week also the second competition on maintenance and completion of an open part of the uniform portal of a budget system of the Russian Federation within the same system "Electronic Budget" was announced.

Thus, the total amount which is selected by FC this week for development and support of the IC "Electronic Budget" of 206.6 million rubles.

The basic software which is provided in the tender documentation mainly by Oracle. It is obvious what at this stage of development of a system of FC is alone not able to make large-scale import substitution and develops the solution on already existing platforms, including software and hardware tools of IBM. In addition to service support completion of functionality also was a part of works.

Fight for RPF-2: Gave to Kaluga Astral the best price

In state procurements of last week there are already intermediate, but not final results.

So the protocol of opening on the leader of the 10-ki to lot of RPF "Creation of automated information system of the Pension Fund of the Russian Federation of new generation (AIS RPF-2), showed presence of three applicants. Namely:

• Kaluga Astral Ltd with 200,000 thousand rubles,
• R-Style Ltd with the offer on 221,950 thousand rubles and
• CompuTel LLC with the price in 227,930 thousand rubles.

Taking into account that the R-Style company was a repeated winner in RPF on the specified scope of works, we dare to assume that success probability at this integrator is very high. R-Style fights also for other offers of RPF which are published prior to maintaining our rating.

Probably, specializing in construction works, on the example of Rostourism in the company it is decided to get the first experience in development of IT solutions for federal authority.

The Leningrad Region creates a single system of the notification of the population

Post-festive week was worse previous and the general budget of the most generous purchases for IT solutions in state agencies less.

Headed this time "the list of the most expensive" and the Leningrad Region, having added regional weight. Practically all tenders are connected with support and completion again. It, in our opinion and the most interesting lot of the current rating. This creation and development by area of an end-to-end system of the emergency notification of the population. First place is won by right by the project in a waterway of one of the most current trends in IT of development in Russia this year – complex security. The project is not in pure form development of an automated system, and is a complex of actions. Where one of the central elements, of course, is process automation and integration of different information components. For this reason this lot is deservedly included into our list and, perhaps, on value of solvable tasks also fairly holds the first place.

Moscow still participates in a top. And still with purchase on support of already available solution. This time it is the AIS "Standard Solution of the Portal of Executive Authorities of the City of Moscow".

However the capital not the only subject in the list. On the third position of rating Administration of the Chechen republic with 37, 5 million rubles with an auction on expansion of functionality of the regional navigation and information system and the geoportal of Meridian agrarian and industrial Complex. The aggregate maximum term of works on this project will make no more than 90 days therefore, most likely the potential contractor is at high readiness.

Rosstat carries out works on migration of the database in connection with transition to the new platform. In new architecture also the proprietary software is combined open. So Oracle Database is responsible for data storage, and the file system for storage of unstructured data is implemented using Red Hat Linux. Earlier Tekhnokrat Ltd and Inc. CROC were the closest contractors on implementation and maintenance of EDMS in Rosstat. But in the last tender in 2014 on a subject of maintenance of EDMS an initiative at CROC intercepted Lanit. Let's look who will become a leader this time. In total Rosstat took in a top of week the whole three places the 2, 5 and 6.

And as always only the city of Moscow as equals competes to "federals", though to quite standard lot on support of the operating management system of access to information resources. The noticeable intrigue is created by system development "The electronic permit" under leadership of Rostourism. It is probable that after series of collapses in the tourist market of Russia in 2014 the decision to create essentially new system on control of activity of market participants is made. Pay attention that it is about creation only of the 1st queue of this system estimated by department at 177 million rubles. So works on it will not be finished. Primary results are expected by the end of 2015. Thus, probably, process of automation of improvement of regulation of the tourist market will be not fast.

Criteria for evaluation of participants of this purchase where 70% are given for not price criteria attract attention. And from them 65% are so-called quality characteristics of the offer – traditionally free for interpretation in the field of public procurements criterion.

Rosreestr was noted in the last days by the publication of two separate lots with the cumulative budget of 186.5 million rubles at once. In 2014 the Ey-Ti Consulting company had decent statistics of the won competitions on this direction. But at the end of the same year there was a new intrigue on behalf of other Moscow integrator I-Teco Ltd which became the winner of a number of tenders and continues to participate in them and this year.

Also Ey Ti Consulting LLC and I-Teco Ltd appeared in 2014 as the supplier at one traditional partner of Rosreestr of Federal State Unitary Enterprise Central Research and Development Institute of Economy, Information Science and Management Systems. At last the undisputed leader of the first two weeks of May is the Pension Fund of the Russian Federation holding the whole three places of a chart with the cumulative budget of 359 million rubles. The RPF heads the list of leaders of week with the project of creation the AIS of new generation of RPF-2. That AIS which at the beginning of 2015 did not find the contractors and now as the gostiny set in the famous work is on sale in parts. The first lot of 230 million rubles is already played. As in the known saying "it is better than an elephant is in parts".
