The Minister of Telecom and Mass Communications Maksut Shadayev discussed a digital ecosystem of the state with directors of the IT companies at a conference of TAdviser
The state informatization in Russia moves to a new level: instead of separate separate IT systems of federal agencies, regional authorities and the state services the uniform digital ecosystem should appear. In March, 2020 this process is in the beginning: outlines of future digital system of a state administration which the state and business should create jointly are put. The TAdviser IT Government Day conference in Moscow became on March 11, 2020 the first business action at which representatives of the Russian business and the state discussed the concept "digital ecosystem of the state" and how it is necessary to create it.
The meeting took place in a format of a discussion of two "commands". The state was represented:
- Maksut Shadayev, minister of digital development, communication and mass communications of the Russian Federation.
- Andrey Badalov, director of Scientific Research Institute Voskhod.
The command of business was made by heads of the IT companies:
- Pavel Gontarev, managing director of Mail.ru Digital technologies.
- Dmitry Komissarov, CEO New cloud technologies
- Lev Matveev, chairman of the board of directors of SearchInform
- Igor Lyapunov, CEO Rostelecom-Solar, vice president of Rostelecom company for information security.
The moderator of a discussion is Alexander Levashov, the Chief Editor of TAdviser – played "a friendly match" of two commands during which it was succeeded "synchronize watches" and representations on different aspects of creation of an ecosystem of the digital base of the state: from technology integration and questions of information security to financial models of implementation of large projects with participation of commercial structures.
What should be a digital ecosystem of the state?
Ecosystem – the popular term and a key trend of development of large corporations. Own ecosystems based on digital platforms create Sberbank, Rostelecom, Mail.ru and many others today. However there is no ready recipe how from variety of private ecosystems or by their examples it is possible to organize an ecosystem of level of the state.
According to Maksut Shadayev, today we are on some crossroads, and the specific way of development still should be selected. One option assumes that the state should be dissolved actually with the state services and state services in those ecosystems which are already created, imperceptibly to be present there, providing a possibility of receiving service or service in any place where there is a person.
Other option - the state should become the full-fledged, independent player who invites services of the taken place commercial systems to the infrastructure. Maksut Shadayev explains: "It is extreme options of actions. There is no final solution". At the same time it is obvious that all existing commercial ecosystems form around some key services or key services, for example, bank or search. With an ecosystem of the digital state it is harder and harder.
On the one hand, it is very convenient to consumers if the state is present everywhere and different state services can be received, without leaving the banking application or the search system. On the other hand, concerns of the state are clear: if state services are dissolved in commercial ecosystems of large market players, we will have no uniform powerful layer of frontal service. And it is intended to become a key contact point with our citizens where the state, including, announces the agenda, etc. |
The Minister of Telecom and Mass Communications offered the following approach to the matter: "We are ready to provide state services and state services in separate ecosystems, but on condition of their tough batching". Conditionally speaking, a set of state services for banking applications will not include record to the doctor, and service of sale of the car it will be online obligatory to include authorization in the Unified identification and authentication system system of the user – the seller.
In this case it will be impossible to say that any state services can be received anywhere, - Maksut Shadayev continues. - Actually we say that we will define the commercial services connected with this or that state service |
Those commercial services which can be laid in the state superservices, i.e. complex on-line public services are meant. Then, for example, service of transfer, quite possibly, will include in university a pool of the services connected with receiving the credit, and service of purchase of the car - service of the choice of the supplier of the policy.

The director of Scientific Research Institute Woschod Andrey Badalov agrees with Shadayev:
Really, for us assessment from the front office is primary, i.e. in terms of usefulness of those services which we create, for consumers. Any beautiful words about ecosystems and platforms make sense only when they have a practical orientation, there is a specific result. And it can be measured in the number of users, level of their satisfaction on different services |
Pavel Gontarev believes that there are no alternative ways of development of an ecosystem of the digital state upon:
All commercial ecosystems are crossed among themselves: all promote own frontal services and use foreign channels for delivery of services because it belongs to the sphere of client experience, convenience and cost efficiency. I think that the ecosystem of the state will not become an alternative to ecosystems of business companies. Both inevitably, in the sense that sooner or later state services will be available from banking applications, from social networks, from search string, from other commercial services. At least, we hope for it because it expands that value which we give to our users. And we accurately understand that within the ecosystem it is important to us to have also state services |
Dmitry Komissarov reminds that the business community in the field of IT is represented not only by the largest players:
I always say that the digital economy in our country becomes in kitchens. Why in kitchens? Yes because in garages it is cold, the Californian model does not work. Innovations in IT very often form small teams which threatened on creation something new |
According to him, in global corporations in the IT sphere of an innovation are born very seldom and most often on model of "vacuum cleaner" which vacuums little collectives, the universities, etc. Therefore it is very important not to forget in the course of creation of superservices and the corresponding ecosystem about providing access to the smallest players. "I mean access of the small enterprises not to state procurements, namely to services", - he emphasizes.
Also Komissarov warns against temptation to simplify development, having transferred it entirely to state structures:
If development is conducted only by the state institutes, probably, we will find the way in information technologies. But, maybe, we will look at experience which others have? |
Maksut Shadayev agrees - if our state enterprises do platforms independently, then the result can be achieved not so quickly as there was a wish:
For this reason we now actively look at ready components of the digital platform which are already created, in which means of business companies are already invested, we analyze a possibility of their fast deployment by the state, including, taking into account all our requirements and opportunities of transfer in infrastructure of the state ecosystem |
According to Igor Lyapunov, the conversation, first of all, should go about activities of the state for creation and stimulation of demand for the Russian technologies. Continuing this thought, Maksut Shadayev reminded that within ANO Tsifrovaya ekonomika the big list of projects which the state is ready to give to business for turnkey implementation is prepared. The format of execution can be a miscellaneous: concession, investment agreement, etc.
It is clear, that the main criterion is a large volume of the user frontal stories which business is able to do. In this part business has an advantage over the state, - the Minister of Telecom and Mass Communications emphasized |
Pavel Gontarev notices that success of activities for creation of an ecosystem will depend on whether it will be possible to find new forms of interaction of business and the state:
We see how state informatization elements develop: state cloud, data management system, new version SIEI and new superservices. All this will develop, and it is very similar to what we do on the Internet. Therefore it seems to us that we can give to the state a lot of useful examination. But to gostruktur we just look for forms of the report of this examination. Somewhere we find, somewhere we see risks, and we think that the state is interested in work with such players, in emergence of new competences and new forms of interaction too. I think that success of such national programs in general significantly depends on whether we will find these forms of interaction |
Principles and architecture of a digital ecosystem
According to Maksut Shadayev, creation of a digital ecosystem of the state cannot be reduced to development of some scheme:
It is impossible to expect that it will be possible to create one picture and to tell: everything, now we live according to this scheme. At least, because there are many cases which for various reasons will not be entered in this picture. Therefore in my understanding creation of a digital ecosystem of the state is a certain policy. In its framework we should define some principles. And, they should be rather simple. For example, all services, state services should be on the uniform portal of state services. They can be present at the websites of different departments, regions, etc., but always they should be in our big "supermarket". Such principles need to be formulated |
These principles are of great importance, Shadayev explains, in particular, for reformatting of the mechanism of approval of budgeted expenses – the ministry is engaged in it now. The problem is that the lack of such principles seriously complicates conducting examination which is required from the Ministry of Telecom and Mass Communications at approval of a technical part of any contract of any department regarding informatization.

We are far from a thought that there has to be some tough, once prepared construction. More likely, this some invitation to a conversation by certain principles |
The IT architecture which should be put in the created ecosystem according to the head of Scientific Research Institute Voskhod, includes such components as business architecture, technology architecture, telecommunication infrastructure.
In each layer certain principles are underlain, and it is necessary to understand what we make a start from. We recognize not that we build something, and from this that each customer could save the investments made earlier and also we want to consider that experience which was already got in the best practices that it was replicated, including, at the level of architectural concepts. Igor Lyapunov notices:
When we tell about uniform IT architecture, it always oncoming traffic. On the one hand, it is unification, simplification, standardization and use of experience., It seems, it is such way of cost reduction. But there is also the second bowl of scales: the expense of human resources on maintenance of an ecosystem, i.e. joinings of different elements in a whole, is very big. Besides, always, when we speak about some ecosystem, it is impossible to forget how sounded strange for public services, about time-to-market, i.e. the speed of start of a product |
Pavel Gontarev considers that the ideal architecture and an ideal picture cannot be in principle. It is necessary to move on this way: from the first simple obvious solutions to more difficult in an iterative order, within annual updates of technical policy.
Any discussion of a digital ecosystem inevitably comes to a discussion concerning integration. Participants of TAdviser IT Government Day paid to this aspect a close attention.
Technology integration
Scientific Research Institute Voskhod deals with issues of technology integration at the level of "back office" of a digital state ecosystem. Andrey Badalov tells:
It is important for us how the compatibility of data is provided, their modeling that an opportunity to offer pro-active services, i.e. to analyze data was farther and to assume that else the person, otherwise, can request to gain effect of Big Data |
For this purpose, Badalov explains, it is necessary to provide close technology integration with the existing platforms of data processing.
"Voskhod" is engaged at the request of the state in development of platform solutions in design-time environment and writing of the software. It both national data management system (NDMS), and state cloud. There is very important problem of the correct integration - not to duplicate each other, and to take the best practices which are in business, to provide this interaction. We now are also engaged in it: we try to find at deep technological level of a common ground with partners and to resolve issues of the organization of sharing |
In implementation of this task an important role is played by several key principles:
Openness of platforms. "We consider open platforms for partnership, - Andrey Badalov emphasizes. - We understand that it is utopia - to go on own closed way. For this reason we are most open, even for the small companies". Scientific Research Institute Voskhod creates a number of experimental stands, in particular, for modeling of data exchange in a cloud environment. At these stands it is possible to test different Russian solutions. Also the laboratory of import substitution is created. "Platforms on which it is possible to come and begin communication with the state are created", - Badalov summarizes.
Standardization. Igor Lyapunov is sure: "The state as the legislator and as the installer of some rules should support creation not of just separate technologies, it should act as the director of rules, interaction interfaces, regulations of access to those digital instruments which are already created". He is supported by Andrey Badalov: "We should as the partner of the state to support uniform construction, both regarding a development environment, and on data models, and on stacks of protocols. All this should work for the end result – to provide the citizen with the most complex service on digital technologies".
Unity of data. Within creation of a digital ecosystem it is necessary to provide structural unity of data. "There are a lot of clear incentives directed to cost reduction, reduction of time of production", - Andrey Badalov notes and adds: "It is not rigid construction, but a set of the principles, rules and also experience which we learned to formalize".
Experience formalization. Andrey Badalov speaks not about working experience which is accumulated by each specific specialist, and about approach to its accumulation in an ecosystem: "This experience should be somehow formalized. Then we will come to new state standard specifications and to a unified environment of development as to an element of uniform IT architecture". In this direction it is supposed to use the ontologic models describing these or those elements of activity of the best professionals.
We came to understanding that in departments there have to be people who are responsible for this ontologic model of activity, - Andrey Badalov tells. - These are those specialists who actually are "keepers of knowledge" of this department of activity processes. Of course, it is much simpler to us to interact with that platform which has knowledge of activity and processes are recorded, formalized by certain rules |
In this sense of the description of ontologic models are not less important for problems of state integration, than a uniform data model. "It costs slightly above on the level, but without it a uniform data model for mechanisms processing will not be operable. It seems to me, this question requires separate study. We on Voskhod are engaged in it, are ready to discussions, discussions", - Badalov emphasizes.
Risks of "country of origin" or again about domestic production
Dmitry Komissarov complains that in discussions of an ecosystem of the state due attention is not paid to check that target IT infrastructure, figuratively speaking, is controlled the state. It is not so much about the Russian software how many about the growing risks connected with mass use of the open source software in state institutions of the Russian Federation. Recently cases when owing to these or those geopolitical trends of the different countries, license agreements of foreign vendors, first of all, of the American unexpectedly change are frequent.
It is worth checking license purity of those products on which infrastructure of the digital state is under construction, - Komissarov emphasizes. - First of all, in this case I mean the used protocols. It is rather heavy history, but it can strongly affect future state of information systems. There is a risk to receive big problems even with several alternative infrastructure systems because all of them will be disabled because restrictions for use of a certain protocol will be abroad introduced |
In a public sector there are examples of situations when excessive hobby for the open source software resulted in impossibility of further development of large information systems, Shadayev answers. Whether the technical policy can unambiguously consider similar risks of decision-making by the persons responsible for informatization?
Always there will be a system of rules and certain exceptions of these rules, - Shadayev believes. - The task is in that our rules were improved, and exceptions - adequately reacted to this development |
Olga Litvinova, the representative of Aquarius company, noted insufficient development of a concept of domestic hardware and software systems.
We feel this problem too: there is Russian software and separately there is the Russian iron, - Andrey Badalov answers. - But they somehow should live together, especially, when we speak about iron which works not only at architecture of x86 |
Today the architecture Elbrus and other perspective domestic processors is more and more relevant for the country. "But the culture of production of software under this iron for the present did not develop. Therefore a problem of the state – to create certain "sandboxes" and stands, where to fulfill all these questions. We invite developers of iron and software to us – on Voskhod the platform where it can be done is created", - Andrey Badalov told.
The separate note of Badalov concerns the Russian software: "Criteria for evaluation of the Russian software should mean, including, criteria of its security, including questions as it was developed and also taking into account opportunities of its further research on not declared opportunities".
The separate section of a discussion was devoted to a subject of information security of a digital ecosystem of the state.
Information security of a digital ecosystem of the state
Pavel Gontarev suggests to solve big problems, since small:
It is necessary to begin with what is on a surface. It is Wednesday of authorization. There has to be a unified environment of authorization of the state services, probably, the general system of the normative reference information in this or that form, say, within NSUD or some centralized service. There have to be some standards of technical policy formulated in terms of information security |
Lev Matveev considers that not enough attention is paid to questions of information security when developing the digital base:
Colleagues mentioned the correct things, speaking about the risks connected with the western vendors. But all this belongs to protection against external threats. Need of protection against internal threats is very strongly underestimated. Ideally on all this it is necessary to put budgets at design of any large IT system. In a different way cannot be in today's world |
He told about a corporate research of a dark side of the Internet (darknet): "In the so-called Darknet it is possible to purchase cheap all information on any person: on its taxes, the history of negotiations on cellular communication, history of his disease, the statement from its bank cards, etc. What the state tries to make a digital portrait of the person of, is on sale for money in the Darknet long ago".
Matveev sees a paradox in the circumstances: "In Russia, in my opinion, the most advanced systems of a class of state services, and the most convenient are created, in comparison with what is in the rest of the world. But because due funds and forces for information security are not put, there are large date leaks. It is good that the policy of the companies began to change – they began to be protected from some attacks. In the Ministry of Internal Affairs the division on fight against drugs on the Internet, in fact, in the Darknet is created. But, except fight against drugs, there are still problems of the financial sector where, in fact, nothing becomes in many banks. There are many places from where information flows away".
According to Matveev, it makes sense to create the relevant structures in such "painful" directions:
Conditionally speaking, a peculiar Rosinfobeznadzor in department which is responsible for digitalization. If specialists who deal with the problem of information leaks are concentrated in one place, then it will yield result, both for infrastructure in general, and for the industry of information security |
Maksut Shadayev commented on this offer:
At us several meetings of the working groups, and colleagues from the industry of an infobez, really took place, said that us in general formally nobody regulates, and suggested to write in regulations on the Ministry of Telecom and Mass Communications: implementation of technical policy regarding cybersecurity. Our position is as follows: if from the fact that we will turn on this thesis in regulations on the ministry and we will create specialized division something strongly exchanges, we are ready. But it is necessary to perform it together with other measures, including, financing selection to departments, carrying out audit of level of information security, etc. |
According to Shadayev, the state should do the following main things: set requirements, select financing and control execution of requirements, especially, regarding those systems which the state operates. "In this sense at us big ambitious plans, - Maksut Shadayev continued. - And we will do it, including, security audit of those systems which really play a crucial role and is processed by many personal data".
Igor Lyapunov supported a position of the ministry:
It is not necessary to regulate more, it is necessary to perform more. We have enough regulating documents: initiatives of the Ministry of Telecom and Mass Communications are both FSTEC, and FSB. Let's begin to perform! It is not necessary to construct any regulator which in this area something will do. Now the area of responsibility very well in this part is divided, and it is better to follow the principle "Let well alone" |
The representative of Rostelecom pointed also to one more problem which sources – in the trend of state digitalization: "The problem is that we now, implementing the project of state digitalization, amicably put information in the structured arrays. However, and informatization is directed to it that data were easily available, it was convenient to work with them. And, of course, it is wrapped in a call for information security".
Source of the growing cybersecurity problems, Igor Lyapunov considers, the geopolitical situation is:
We see based on work of our Center of monitoring and response to cyber attacks that on our infrastructure there are attacks from the groupings sponsored by the states. So the foreign states are very interested in that information which we already accurately collect within different projects of informatization. Their main orientation – workflow systems, corporate mail systems. It is clear, why threat level very high: it is about use of the technologies and the technician which are not detected by antiviruses. It is Zero Day of the attack, very professional and very expensive cracking |
In Rostelecom, according to Lyapunov, estimated the cost of one such attack: 1.5 - 2.5 million dollars. "It is clear that when we begin to compare those efforts which we put, with present opportunities of the attacking party, there is an imbalance, - Igor Lyapunov emphasizes. - All this serious calls. Of course, it does not mean that it is necessary to stop projects of digitalization. But it is a call – it is necessary to be engaged in information security support in a different way".
The expert designated the main vectors of improvement of the cybersecurity systems. First, new approach to creation of a system of protection.
Usually we build a huge fence through which it is impossible to get around our building. And now the main property of the cybersecurity system is a capability to detect an incident, the attack and quickly to react to it, still before there was some noticeable damage. It means emphasis on monitoring, on control of security, on the round-the-clock security management, - Lyapunov explains |
Secondly, change of a system of training. In particular, the initiative of creation of a national cyber-polygon where the personnel will work practical skills of the IB modern methods is implemented now. Last year in December under the auspices of the Ministry of Telecom and Mass Communications there took place cyber-exercises on subject of Internet security, IoT. "It should do each department, enter such praktiko-focused approach to education and training of specialists", - Igor Lyapunov is sure.
Dmitry Komissarov supported colleagues:
Where security is maintained from the level of design of the systems, as a rule, of problems arises much less. Developing infrastructure, perhaps, it is worth imposing requirements and to the development. To external developers, in terms of security. In the big companies there is accumulated experience of best practices. Perhaps, it is worth making it the general requirement, maybe, at the regulatory level |
"He absolutely agrees that Dmitry told about the best practices, - Andrey Badalov supported the colleague, - the Culture of production of information systems should be assumed initially". He reminded also of such objective investigation of a gostsifrovizaiya as increase in connectivity of networks, having cited as an example power industry: "There significantly the coherence of network in process of digitalization growth increases, and there is a real threat of switching off of considerable zones".
Dangers can be connected not only with cyber-physical threats, but also with logical tabs in the software which do not come to light standard antivirus tools as are implemented in the form of some algorithms with a certain logic. In this regard to Scientific Research Institute Voskhod there are works on creation of national certification center which should increase security level, both at the level of the website, and at the level of the user of the website.
Upgrade of the regulatory base
When we speak about platforms and protocols, finally we come to a conversation about a certain regulatory base, - Andrey Badalov says. - Creation of a certain regulatory base which will allow to carry out global integration of platforms of business and the state is necessary, meaning an ultimate goal - that "front office" of state services worked perfectly well |
Pavel Gontarev shares the impressions of work in the market of state structures in the conditions of the current regulation:
Having entered this market, we deeply learned that it 44-FZ and all the rest that it is connected with regulation of the state projects in the field of IT. It seems to me that the existing model strongly will complicate to the state creation of a digital ecosystem as the model of partner relations within state procurements looks very difficult |
Maksut Shadayev noticed in this regard: "We watch too what can be improved concerning 44-FZ. In return, the Ministry of Economic Development made very "advanced" concept … It seems to me, it will even more complicate access for little collectives to this market. Let's look".
Of course, we should change our regulyatorika gradually, - Igor Lyapunov is sure. - It is necessary to pass from responsibility for mismatch to requirements (when the organization is fined for mismatch of an information system to security requirements) to responsibility for the caused damage. When arise, really, serious incidents and big leaks, someone should bear responsibility for it. Only then all of us will begin to be rebuilt: from "paper" security to security practical |
The plan of interaction of the electronic government with the commercial systems
Maksut Shadayev told that in the nearest future by the order of the Ministry of Telecom and Mass Communications certain principles of interaction of infrastructure of the electronic government with the commercial systems and also the plan for their mutual penetration should be approved. "This plan will show in what terms we will be ready to approve certain requirements and to pass to specific pilot projects and further to replication", - the Minister of Telecom and Mass Communications told.
The first phase of this plan is already implemented – it is about selection of projects which will be started under the auspices of ANO Tsifrovaya ekonomika, the largest IT companies of the Russian Federation on the terms of the public-private partnership (PPP). Further, the minister believes, the period of approval of specific financial positions of potential commercial co-investors will begin.
Besides, in the nearest future there has to be a first architectural scheme describing interactions of four systems: NSUD, SMEV, digital profile and federal resources of the population. "On this scheme we agree about differentiation of areas of responsibility", - Maksut Shadayev explains. It is, in particular, about sources of data and that the state expects from departments, in terms of commercial use of all these four end-to-end systems.
The innovation schemes of financing
One of key questions of any infrastructure project - a question of financing. All participants of a discussion agreed that the innovation approaches to IT projects require the innovation schemes of financing.
We understand that some new contract models with the innovation forms of contractual relations with the state are necessary, - Pavel Gontarev says. - We, of course, are very interested in such relationship, but with some caution we go to this direction |
Lev Matveev looks at a situation more surely: "There has to be, probably, some public-private partnership. In principle, first of all, business should risk the money. It, I consider, the main thing. In Russia, I think, the problem only with tax administration at an exit of the Russian companies abroad in some part, and all the rest, in general, not bad looks".
Dmitry Komissarov categorically did not agree with the colleague:
{{Money in the market both was not, and is not present. We have no infrastructure market for the venture funding. It is very difficult to receive money to a small command. Besides, it is necessary to understand that even those IT companies which call "the Russian investors", to world measures, very small. So there is not a lot of available funds for the purposes of investment. At the same time infrastructure of digital economy, on the one hand, requires innovations which are born in little collectives. And on the other hand, requires huge investments because development of platforms is rather heavy story}}
It formulates two crucial elements of a problem of creation of digital infrastructure of the state:
Two moments about which it is necessary not to forget at creation of platforms and at creation of an ecosystem. First, equal access – to the most small enterprises, and ensuring this access. And, secondly, reforming of those institutes of development which we have that it was not terrible to approach them". It described a fear factor using a joke: "One unsuccessful venture project of public foundation – one open criminal case |
Maksut Shadayev agrees that for the small companies access to the state order is problematic: "The state order is another story. There is to small commands, even having super-solutions, it is very difficult to get access. Because there are certain requirements caused by risks of the customer, in particular, the bank guarantee. Frankly speaking, there is no simple answer to a question as to guarantee us access to state money – to the state order – to the small companies".
However, the minister notices, there is an answer to a question of support of development of solutions of such companies:
Within digital economy there are rather big resources to stimulate emergence of these companies, including, at the expense of venture mechanisms, - Shadayev tells. - For example, last year of the Ministry of Telecom and Mass Communications distributed rather large number of grants through different institutes, including Skolkovo, RVC, other funds. In order that the companies could be engaged in new perspective solutions closely |
Question, the current mechanism of venture investments is how effective, the minister suggested to put outside brackets so far:
We look for now a form at which we will be able to support the companies which already occupy a sufficient share in the market, already took place to provide an exit of new releases of products, functions. Here, clear, a cut-off will be the fact that the company already has an essential share in the market. And the second direction of improvement of mechanisms – support of the companies or collectives which want to develop something new. They will receive the instrument of support too |
This direction should develop, including, according to instructions of the Russian President. "We this direction will be engaged and will actively create venture funds", - the minister promised.
Interaction perspectives in the form of PPP
Speaking about development, we always speak about money, - Igor Lyapunov comments on a financing subject. - About the money invested in development about investments. It is clear, that business can invest with the horizon in 2-3 years, and cannot invest with the horizon in 5-10 years. Where "long" money is necessary, "long" investments the role of the state, of course, is important |
However, according to the specialist, it is not about direct financing of these or those infrastructure projects, and more likely about creation of institutes of financing, more precisely, project - "long" - financings.

As for directly works of Scientific Research Institute Voskhod, according to Andrey Badalov, everything, as for development of NSUD has to be interesting to business.
Perhaps, it is not today when there is an experiment, and a bit later when, really, there will be a powerful system of data which will be clear, transparent, managed, - Badalov specifies. - Then business will be able to become the participant of this system. Act as as the supplier of data, and the supplier of means of processing who can be applied to the large volume of data which is stored in DPC (cloud). Maksut Shadayev also sees big perspectives of joint development of NSUD: "This mechanism should be expanded on industry solutions. It should not be purely public administration, there have to be also industry solutions: Energy industry, industry, etc. Then it will be even more interesting to business".
One more subject for PPP which is seen by Scientific Research Institute Voskhod is connected with mechanisms of supervising activity and the corresponding software products which, for example, allow to control a status of these or those objects. "All are interested in creation of such open ecosystem, - Andrey Badalov says. - In this direction Scientific Research Institute Voskhod works". Among his present partners – Mail.ru company.
As Andrey Badalov noted, Scientific Research Institute Voskhod began to work with Mail.ru within classical project partnership. "Daley we, of course, are extremely interested that contract relationship developed into joint development in subject of GEOP and subject of NSUD. We are interested in search of small active commands which help us to develop", - Badalov notes.
According to Pavel Gontarev from Mail.ru, in respect of further interaction with Scientific Research Institute Voskhod it makes sense to speak not only about PPP, but also about other models of partnership: service, concession, investment contracts.
New forms of relationship between the state and business in a broad sense of this word are interesting to us. Andrey Badalov tells that Voskhod already discusses approaches to creation of a unified environment of development: "Both the production technology of the software product, and reusable microservice elements is meant. In my opinion, this direction should become the site open for partnership too. I consider that the state can accept this unified environment of development, and colleagues can earn on it money".
Lev Matveev, answering a question of experience of public-private partnership, reminds that business companies invest money in development of the industry:

Dmitry Komissarov continues Maksut Shadayev's thought that our purchasing legislation is arranged so that it is difficult to small companies to work there: "All of us anyway invest in work with the state. Because the state pays then. We usually do a lot of work which then most often and goes to a table".
And on a question whether business is ready to go to PPP for the solution of infrastructure tasks, Komissarov answered so: "And where to disappear? IT market is more, than for 50% is connected with the state, it is that reality in which we live. Any company which wants to work with the state should invest. We also invest. However, as well as all others".
Rostelecom", for example, often uses so-called service model of providing IT. It assumes that infrastructure is under construction at the expense of means of Rostelecom, i.e. for the investment account of the operator. And further it on service model is provided to department.
It solves two problems, - Igor Lyapunov tells. - The first – absence here and now big budgets at departments on creation of infrastructure. The second – IT is given to professionals as activity on which 100% of efforts of department cannot be concentrated. It is necessary to participate in such forms of financing because in projects with long cycles of payback the state shall act as the co-investor |
He sees other feature of PPP projects: "Any system constructed by the state and operated by the state, obviously will be less effective, than same, but constructed in commercial structure which works on normal market mechanisms. And when we speak about our interaction, including, in digital economy, the state wants to be sure that that money which it invests will be effectively used. It is a method of implementation of big strategic initiatives".
Theses about opportunities of PPP attracted great interest of representatives of the state structures which gathered in the hall. In particular, Boris Levchenko, the representative of the government of the Ulyanovsk region, was interested in perspectives of replication of Command center by the Moscow region which recently the head of the region Andrey Vorobyov provided to the Russian President, in line with the general policy of the Ministry of Telecom and Mass Communications on promotion of standard projects.
Maksut Shadayev explained that according to the results of representation of Command center by the region to the Russian President there took place the meeting of Council for development of local government. At this meeting the Russian President gave assignment to create such center in each region and set to developers three main tasks. First, to see everything that concerns inhabitants, on all channels of a citizens' appeal. Secondly, to see and trace the crucial indicators connected with the level and quality of life of citizens, implementation of national projects. Thirdly to change processes in order that complaints from the population became less.
Thus, the functionality of Command center is defined by the region, and to us – the Ministry of Telecom and Mass Communications – assignment is given to develop a single platform which would support these functions. Until the end of the year the platform should be implemented already in all regions", - Shadayev explained |
Speaking about questions of implementation of the developed digital platform of management of the region, Maksut Shadayev emphasized:
It is clear, development of the platform assumes that if in the region already something works, the existing system should be integrated, and to save this functionality |
It is an important part for regional structures which actively were engaged in recent years in informatization and created the modern well working systems.
Roles of a state web and state cloud
Alexey Dragunov, the director of the Regional center of information technologies of the Pskov region, told about problems with duplication of the educational websites as a result of emergence of Gosveba and also connection problems to federal crypto - networks of the university Center of digital transformation with the solid saved-up information resource.
Maksut Shadayev explained: "The State web is a platform of creation and maintaining the websites of budgetary institutions. It, certainly, should be integrated with your systems. But its use – case voluntary. If your website of schools conforms to all requirements, no transition is required".
Question of creation selected crypto - networks for connection of budget objects within "Digital economy" more difficult. Problems are, Maksut Shadayev confirmed and explained that the ministry works on their liquidation.
Among conferees there were many owners of IT solutions or information systems whom they would like to share with colleagues in other regions. Maksut Shadayev gave the answer:
We have state cloud resources where we can place all solutions for sharing. But it is necessary to undergo incoming inspection to be convinced that the proposed solution meets requirements to replication |
And even on a question from the hall whether sees the federal ministry of development of municipal level, the Minister of Telecom and Mass Communications had a positive answer:
We divide a state cloud into parts: infrastructure, platform and final applications. We understand that final applications in itself will not appear even if we will create infrastructure with the platform. And we made the decision: let's subsidize regions, since this year, for implementation of specific services based on the digital platform of the state |
The platform is necessary here, the minister explained to provide replicability of developments of final services.
Besides, the ministry was engaged in formation of a databank about the best solutions of regional and municipal level.
It it is necessary that people could look at the best solutions, examine practice, look how many it costed to that region or the municipal entity which implemented it. Further we will stimulate the best solutions to implementation in regions", - Maksut Shadayev told |
The bank of the best solutions is going to be created in the summer of 2020. Probably, its first presentation will take place on the State Council on scope of digitalization at the end of May.
Thus, the discussion on relationship of business and the state during creation of a digital ecosystem of the state took place in a mutual understanding situation. Commands of business and the state did not enter opposition, and showed understanding of the general major problem in which each party is the carrier of unique experience and specific opportunities.
