2023: Electric vehicle growth doubles to 10,000
The number of passenger electric vehicles in Belarus doubled in 2023, TAdviser got acquainted with such data in December 2024 from the report of the head of the transport statistics department of the National Statistical Committee of the Republic Tatyana Maksimova, presented at the 75th session of the Working Group on Transport Statistics of the UNECE in Geneva.
According to TASS, 83.2% of the total number of electric vehicles are in the personal ownership of citizens. By the end of 2023, there were about 10 thousand electric vehicles in Belarus.
Infrastructure for electric transport in the republic is actively developing. In the first quarter of 2024, the number of electric charging stations increased by 10% - from 1,050 to 1,161 units.
The Ministry of Energy of Belarus registered 11 thousand units of transport with "green numbers" by April 2024. The agency predicts an increase in the number of electric vehicles to 300 thousand units by 2030.
President of Belarus Alexander Lukashenko in January 2024, during a visit to the Belji automobile enterprise near Minsk, set the task of starting production of domestic electric vehicles in 2025.
The Government of Belarus plans to release the first batch of five electric vehicles of its own design in August-September 2024. This will be the first step in the development of national production of electric vehicles.
The development of electric vehicles is part of the state program to reduce carbon dioxide emissions and switch to environmentally friendly modes of transport. The implementation of this program provides for the creation of a comprehensive infrastructure, including a network of charging stations, service centers and specialized parking spaces.
To stimulate demand for electric vehicles in Belarus, there are a number of benefits, including exemption from paying customs duties when importing electric vehicles for personal use, as well as preferential lending conditions when purchasing them.[1]
2020: Lukashenko approves benefits for electric car owners
In March 2020, President of Belarus Alexander Lukashenko signed a decree supporting the development of electric transport in the country. In accordance with the new initiative, the owners of such cars will be able to count on various benefits until 2026.
So, according to the presidential decree, electric cars are exempted from paying a fee for issuing a permit to participate in road traffic. Citizens of the country who will import electric vehicles for personal use will be exempted from VAT.

In addition, charging stations will also not be subject to VAT, and land plots for their construction will be leased for free. At the same time, enterprises that already have electric vehicle chargers on their balance sheet will also be exempt from VAT.
Until 2026, parking on electric vehicles will be free of charge in specially equipped places. Manufacturers of electric vehicles and electric charging stations, as well as organizations operating them, received the right to apply an increased investment deduction in accordance with the procedure established by the Tax Code
