Interview with the Chairman of the Committee on informatization and communication of Tula region Artur Kontrabayev

The chairman of regional Committee on informatization and communicationArtur Kontrabayev told about the informatization course in Tula region in an interview of TAdviser in February, 2014.

TAdviser: Artur Rifovich, what key projects in the field of informatization were implemented in Tula region in 2013?

Artur Kontrabayev: For last year we implemented 26 projects. Among them: an electronic queue in kindergartens which we the first realized among the subjects of the Russian Federation at the regional level, the Open Region 71 project (openregion71.ru) with more than 20 social services for residents of the area, the Open Data portal (opendata71.ru) which became the all-Russian leader with 312 placed data sets, the information system "Housing to Young People" automating processes of formation and maintaining information on young families at all stages from filing of application before provision of housing and also the cultural and tourist portal of Tula region "The cultural navigator" (tulagid71.ru).

I will especially note work on the system of Electronic government in the region. It included start of the regional portal of state services (gosuslugi71.ru), development SIEI and networks of the multifunction centers which today in the field of already 14. For implementation SIEI necessary infrastructure is created: today in Tula region more than 700 jobs connected to SIEI. The requirements for security are in full fulfilled.

Significant results are achieved in a question of implementation of a medical information system. 322 health care facilities are connected to the protected broadband channels, the module "Electronic Clinical Record" is started, the network of telemedicine consultations of 6 expert and 26 subscriber stations is unrolled (the first in the Russian Federation in similar scale). More than 2500 doctors and more than 350 registrars improved the skills and received skills of work with a system in specially created center of training.

In February, 2013 the Uniform contact center at the government of Tula region was created. An operation mode of the center - 24 hours a day, 7 days a week. Any inhabitant can call toll-free federal number 8-800-200-71-02 and obtain detailed information on service of housing, social guarantees, medical care and many other.

TAdviser: And how project implementation of UEC progresses in Tula region?

Artur Kontrabayev: In this direction the impressive volume of work is done and our efforts did not remain unnoticed – as of February 12 Tula region wins first place in the rating of authorized organizations of subjects.

Results today – 16,000 adopted statements on issue of UEC (until the end of the year we are going to accept not less than 200,000) and, of course, opening of big network of collection points for statements and issue of cards. 71 collection points for statements function based on social security authorities and jobcenters of the population, banks, insurance companies, two largest universities of area. What is especially important, 14 of them work in the multifunction centers. Based on Sberbank and Moscow Industrial Bank 36 points of issue of ready cards are opened – and it means that at once, on site it is possible to activate the banking application and to write the electronic digital signature.

TAdviser: What main plans of the region for informatization for 2014?

Artur Kontrabayev: Our priority for this year is further development of the concept of Electronic government and MFC network. This year the number of the multifunction centers of the region will increase to 30 organizations, in the territory of each municipal entity the center will work. Our purpose – to bring the average number of available services in one center to 100. In total until the end of the year through MFC we are going to render to inhabitants more than 150,000 services.

We actively are engaged in expansion of ShPD network across Tula region with the purpose to integrate local government authorities and subordinated organizations of the region in the unified information system. To implementation more than 1000 access points until the end of the year are planned.

From new large-scale projects I will select creation of the information management system of housing and public utilities and informatization of education. We will complete their pilot stages this year.

Within informatization of housing and public utilities the state housing inspectorate will be connected to a single system, implementation of the module of fund of an overhaul will come to the end, work on updating of passports of MCD will be continued.

In the project progress on informatization of education the register of quality allowing to perform total quality management of educational processes in the region will be created. The uniform regional electronic document management system and also the regional database and reference books of an education system will be created. System implementation scale – about 260,000 people (teachers, pupils, parents, etc.) who will have a possibility of simultaneous operation in a system.

TAdviser: What IT budget of the region in 2013 and how it will change in 2014 was?

Artur Kontrabayev: The total costs of ICT in 2013 made 751 million rubles, of them on communication – 40 million. The budget in 2014 increased - under project implementation, planned for this year, 918 million rubles are put.

Besides, Tula region took part in tender of the Ministry of Telecom and Mass Communications on development of the projects directed to formation of information society and won a subsidy from the federal budget in the amount of 30 million rubles. Means will be aimed at the development of information systems of MFC and systems used for provision of services in electronic form.

TAdviser: What companies are prime vendors of IT products and services for the region?

Artur Kontrabayev: We work as with the regional companies (SoftExpert, Sotsinformtekh), and with federal and also partners from other regions - on a number of projects and solutions actively we cooperate with Microsoft,BARS GROUP,IBS,Comparex,OmniWay,NPO Prognoz and other companies.

It is difficult to mention all, geography extensive. We try to build cooperation on the basis of the closest interaction and formation of the general vision when implementing joint projects. I hope that further similar approach will affect also positively results, as well as now.

TAdviser: What main difficulties regarding implementation of IT programs and IT projects how these difficulties are overcome does Tula region also face?

Artur Kontrabayev: I would select three main problems characteristic not only for our area, but also in general for Russia. It is a staff shortage, lack of the uniform federal development strategy and decentralization of executive authorities in issues of informatization.

The lack of the uniform federal IT standard forces regions to go everyone the way a trial and error method. For this reason we often observe absolutely different approaches (not always, unfortunately, for benefit of quality) in the solution of the same tasks.

The problem of decentralization is observed in the majority of regions. The frequent phenomenon — at each regional executive authority exists the IT department which services only his requirement. If the regional project has interdepartmental character, we observe a problem when processes of approval and interaction sharply become complicated, and along with lack of federal strategy, it turns out that all projects drag on and often do not bring the expected result.

In my opinion, successfully it is possible to overcome these problems, being in close contact with colleagues from other regions and actively exchanging experience. What we also do on a number of the projects implemented by us (Electronic government, informatization of health care, ShPD network, etc.).
