The number of patients undergoing medical rehabilitation in Russia over the year increased by 12% to 1.32 million
In 2023, the number of consumers of medical rehabilitation services in Russia reached 1.32 million. This is 12% more compared to 2022, when the figure was about 1.18 million. Such data are given in the BusinesStat study, the results of which were released in early September 2024.
Analysts cite several factors contributing to the market expansion. One of them is the continuing need for restorative medicine after the COVID-19 pandemic. In addition, there is a rehabilitation campaign for participants in the special operation and the civilian population affected by the hostilities. The development of the industry is also facilitated by improving the diagnosis of diseases and injuries, increasing public awareness of rehabilitation opportunities and improving the quality of medical care.
According to estimates, in 2019 the number of patients who underwent rehabilitation in Russia was 1.07 million people. In 2020, the indicator decreased by 7.2% - to 0.99 million, which is associated with a decrease in the availability of planned medical care. Against the background of the introduction of quarantine restrictions, institutions offering medical rehabilitation services suspended the admission of planned patients. In 2021, the number of consumers of rehabilitation services increased by 10% - to 1.09 million, and in 2022 an increase of another 8% was recorded. The driver was pent-up demand after severe coronavirus restrictions and recovery treatment.
In general, from 2019 to 2023, the number of consumers of medical rehabilitation services in the Russian Federation rose by 23.3%. In 2023, the share of recipients of such services from the total population of the country amounted to 0.9%. For comparison, in 2022 the indicator was 0.8%, and in 2020 - 0.68%. Since 2023, rehabilitation services under the compulsory medical insurance policy can be used "at home," which increases the availability of restorative treatment, and also reduces the burden on medical institutions.[1]
Financing of medical rehabilitation in Russia for the year increased by 31.6 billion rubles
In July 2024, it became known about the increase in funding for medical rehabilitation in Russia. Costs are rising in order to improve the conditions for disabled people and patients in need of restorative medicine.
Between 2022 and 2023, funding for medical rehabilitation increased by ₽31,6 billion. As a result, the volume of medical care in inpatient conditions increased by 25.9%. For the period from 2023 to 2025, it is planned to allocate ₽78 billion, while the funding standard for the "medical rehabilitation" profile will increase by 6% annually.
Despite a significant improvement in state funding, in 2023 about a quarter of disabled people in Russia were completely or partially not provided with means of care and medical rehabilitation. Problems with the provision of disabled people with medical rehabilitation remain relevant, despite positive changes in budget injections.
The number of disabled people in Russia in 2023 reached 11 million people. The increase in the number of disabled men of working age is especially noticeable, their number increased by 27%. This increase is due to various factors, including the consequences of the COVID-19 pandemic and hostilities.
Private medicine is also showing growth amid increased government funding. In 2022, the revenue of private medicine as a whole increased by 6.6%, and the revenue of private sanatorium and resort organizations providing rehabilitation services increased by 9.4%. Services provided by private organizations to elderly citizens and people with disabilities also showed an increase of 17.5%.
The need for restorative medicine and rehabilitation is expected to continue to grow. This is due to an increase in the number of disabled people, including young people who need better rehabilitation and restoration of lost skills and performance.[2]
2.5 million people underwent rehabilitation in Russia in two years
In 2022-2023, approximately 2.5 million people underwent rehabilitation in Russia, and the number of medical institutions that have modern equipment for rehabilitation reached 700. Such data were published on February 24, 2024 by the Russian government.
It is noted that the material and technical base in the field of health is actively developing in Russia: we are talking, among other things, about the creation of new feldsher-obstetric points and the supply of mobile complexes. In particular, by the end of 2023, more than 9 thousand ambulances arrived in the regions, 79 were built and almost 1.3 thousand clinics were repaired. In addition, specialized medical centers are being formed, the level of prevention of recurrence of diseases is growing.
InIn Russia, as of the beginning of 2024, there are 9 federal projects that cover the entire healthcare sector as a whole. They provide for the training of highly qualified specialists, the digitalization of medical institutions, the fight against certain types of diseases and a number of other areas. Thus, neonatal screening of newborns earned, which made it possible to identify the risk of diseases in 23 thousand children and offer the necessary treatment on time.
In 2023, 64% of adults and 96% of children under the age of 17 underwent professional examinations in Russia. Such procedures help to identify hereditary and chronic diseases, including malignancies, heart and vascular diseases, as well as diabetes mellitus. In addition, specialized and high-tech assistance is developing in the country: in six years (by the end of 2023), about 6.5 million citizens received it. Plans for the development of the healthcare industry include the construction of an additional eight cancer dispensaries, 466 primary care facilities and 10 children's hospitals.[3]
The Ministry of Health allowed state clinics to issue medical devices to patients for rehabilitation at home
In February 2023, it became known about the procedure for organizing medical rehabilitation at home developed by the Ministry of Health of the Russian Federation, including a list of medical interventions provided during medical rehabilitation at home, as well as the procedure for providing the patient with appropriate medical devices.
According to the document, clinics will be able to prescribe recovery procedures at home if the patient has indications for rehabilitation in an outpatient setting or in a day hospital, but there is no way to often visit a medical organization - for example, if a person lives in a remote settlement.
It is planned that a multidisciplinary rehabilitation team (hereinafter referred to as MDRC), formed from among the clinic employees, will work with the patient. The list of medical interventions provided by specialists at home will include medical massage, physical therapy and diagnostics (EEG, ECG, anthropometric studies, etc.).
In the event that there is no rehabilitologist in the medical institution, but the clinic has a license to carry out this type of activity, it is allowed to involve a third-party doctor. Then the consultations will be held in a remote format.
In addition, according to the initiative of the Ministry of Health, medical institutions will be able to transfer medical products to patients for rehabilitation at home. Among them are gymnastic equipment, sticks for Scandinavian walking, orthoses, walkers and canes. It is assumed that rehabilitation funds will be issued for the duration of treatment.

2022: Ministry of Industry and Trade banned state purchases of foreign electric wheelchair seats
In November 2022, it became known about the decision of the Ministry of Industry and Trade of the Russian Federation to ban government purchases of electric wheelchair seats. The Ministry of Industry and Trade allocates ₽600 million for the development of medical devices for rehabilitation
On December 7, 2021, the Ministry of Industry and Trade announced the allocation of more than 600 million rubles to developers of rehabilitation equipment. Funds over three years (2022-2024) will be allocated in the form of R&D to stimulate the entry of medical devices into the market.

Ministry of Labor launched electronic certificates for rehabilitation funds for disabled people
At the end of September 2021, the Ministry of Labor and Social Protection launched electronic certificates for technical means of rehabilitation (TSR; wheelchairs, walkers, hearing aids, etc.) for the disabled.
The electronic certificate is a payment instrument in the form of a register record, the release information of which is registered in the Unified State Social Security Information System. The certificate is linked to the bank card of the Mir payment system. The holder of the electronic certificate will be able to use it to pay for goods from the category to which the electronic certificate was issued. The certificate funds will go directly to the seller through the acquiring bank.
According to Deputy Minister of Labor and Social Protection of the Russian Federation Alexei Sklyar, the innovation will allow manufacturers and suppliers of rehabilitation tools to participate in state programs to provide citizens with disabilities with rehabilitation tools without competitive procedures. Thus, a citizen himself will determine the supplier of a specific product, sending money to the seller from his electronic certificate.
It is specified that the connection of retail outlets to the new payment system depends on how soon acquiring banks processing customer payments will begin to support the electronic certificate system. It is expected that the first stage of the connection will end before the beginning of December 2021.
Technologically, the interaction scheme of government agencies on an electronic certificate is a significant precedent for the digital landscape of our country. Thanks to well-coordinated work, several departments (Ministry of Labor, PFR, FSS, Treasury, National Payment Card System, Ministry of Digital Development, banks) managed to implement a unique comprehensive service. Mishustin allocated 33.2 billion rubles for devices for people with disabilities
On March 31, 2021, it became known about the allocation of another 9.5 billion rubles from the reserve fund to provide disabled people with technical means of rehabilitation. The corresponding order was signed by Prime Minister Mikhail Mishustin. The document was prepared on behalf of the president, as well as as part of the implementation of instructions following the results of the government report in the State Duma.
Budget money is allocated for the purchase of hearing aids, wheelchair seats, speech synthesizers, prostheses, orthoses and other products. In 2021, more than 33.2 billion rubles are provided for this equipment in the federal budget. Mikhail Mishustin also drew the attention of the Ministry of Labor to the fact that state support should reach citizens in 2021.
The issue of additional funding for providing people with disabilities with technical means of rehabilitation was considered on May 27, 2021 at a government meeting.

On April 24 , 2021, the Prime Minister approved the provision on the launch of a state information system, which will enable people with disabilities to receive rehabilitation funds under an electronic certificate. At the same time, such citizens can refuse the certificate and act as before - to take rehabilitation funds from the Social Insurance Fund or buy on their own, and then receive compensation.
It is assumed that the expansion of ways to provide citizens with disabilities with a TCP, as well as the introduction of an electronic certificate , will allow people to independently select the product recommended in the individual rehabilitation program, choose additional functions for it and determine the manufacturer.[7]
2020: The Government of the Russian Federation presented a program to support the rehabilitation industry
In December 2020, Prime Minister Mikhail Mishustin signed an order on measures to support the rehabilitation industry.
The list of measures includes 20 points, including the creation of new interstate and national standards for rehabilitation products (until December 2021), a network of reference laboratories for testing TCP (deadline - November 2022), as well as an experiment on labeling wheelchair seats with a deadline in June 2021.
According to the document published on the website of the Cabinet of Ministers, the Ministry of Industry and Trade will annually report on the implementation of the program consisting of the following blocks:
- Improving the quality of rehabilitation products - "Quality of technical means of rehabilitation."
- Support for the creation of innovative rehabilitation products - "Innovative technical means of rehabilitation."
- Improving the level of qualifications of employees in the field of rehabilitation industry - "Professional competencies."
- Promotion of rehabilitation products to domestic and foreign markets - "Promotion of technical means of rehabilitation."
The main measures of the program included the introduction of rehabilitation products into the All-Russian Classifier of Economic Activities (OKVED). The fact is that such products still do not have separate codes in OKVED, this also makes it difficult to allocate subsidies and provide other state support measures to manufacturers.
Also in the set of measures is the expansion of the list of products that people with disabilities will be able to purchase under an electronic certificate, the creation of a council for professional qualifications in the production of socially significant goods and the development of a laboratory base for testing new means of rehabilitation.
In addition, it includes training seminars for disabled people and representatives of charitable foundations, where they can get acquainted with the latest products.[8]
